It is my pleasure to welcome you to the 45th Cairo Climate Talks panel discussion, the very first in 2017. I wish you and our climate all the best for this year. 2017 is a special year for GER-EGY Science Cooperation, since it marks the 10th anniversary of the GER-EGY Science Year of 2007
That year paved the way for several bilateral agreements promoting the exchange of students and researchers as well as joint research projects between both our countriesOf course, GER-EGY science cooperation dates back much longer than this and the Embassy is looking forward to another productive GER-EGY science decade!
The CairoClimateTalks as a series of monthly events are a great example of our trustful partnership. They were launched in 2011 by the German Embassy Cairo in close cooperation with the Ministry of Environment and several German organizations, among them the DAAD and the GIZ
Tonight’s CCT focuses on the outcomes of the recent 22nd session of the Conference of the Parties in Marrakech
The COP’22 is also referred to as the “Action and Implementation” COP as it took place only a few days after the Paris Agreement had entered into force and thus was thought to explore how the agreement could be put into practice. Accordingly, questions of mitigation and adaptation, financing, transparency and capacity building were being discussed
Germany and Egypt both took on an active role at the COP’22. As first country to present a long term strategy, Germany introduced its Climate Action Plan 2050, which was taken with great interest
The Action Plan formulates mission statements for 2050 for systematically decarbonising all key areas – energy, buildings, transport, industry, commerce, trade and services, agriculture, forestry and waste management – and develops milestones and operative measures for the crucial 2030 landmark
Besides, Germany announced the launch of the global NDC Partnership, which had been put forward by our Federal Ministry for the Environment as well as our Federal Ministry for Economic Cooperation and Development. The global NDC Partnership aims to support developing and industrializing countries financially and through know how with implementing their National Climate Contributions
Egypt for its part successfully launched phase II of the Africa Adaptation Initiative and made important progress in bringing the Africa Renewable Energy Initiative forward. Congratulations!
The Paris Agreement entering into force less than one year after being adopted at the COP’21 highlights the importance given to climate change adaptation and mitigation by country leaders all over the world
To this day, 125 parties of 197 parties to the convention have ratified the agreement. Together they account for more than 80% of the total global greenhouse gas emissions. We are confident that our Egyptian partners follow their ratification process with some emphasis. Like any other international agreement the convention can only be effective if it builds on strong and coherent national climate policies
However, Climate change does not stop at national borders and neither should our actions. In Paris country leaders have shown that they are willing to join forces. In Marrakech they have reaffirmed their commitment notwithstanding the recent developments in the US. Now it is a common responsibility of politics, business and civil society to make sure that the agreement does not remain a mere lip service
Ladies and Gentlemen
Climate change is one of the most severe challenges our world is facing today
The global average temperature has already increased by approximately 1 °C compared with the pre-industrial level.Egypt and the other countries in the region will be among the most affected by global warming. But climate change has entered Germany, too. The number of hot days, with peak daily temperatures of 30 °C or higher, has increased significantly since the 1970s
What might sound normal for most of you here in this room, is indeed a serious development in countries, which haven’t really become used yet to be surrounded by the desert or to sustain extreme heat waves or biblical heavy rain falls and inundations
At tonight’s CCT, political and economic decision makers, policy consultants, scientists and civil society representatives will introduce their ideas for climate change adaptation and mitigation strategies in general and explore possible scenarios for EGY in particular
I am pleased that they are with us tonight and I am looking forward to an informative evening. An evening with vivid and I hope multilayered, engaged discussions about a development which will shape – for a long time even in earth history - basic living conditions of humanity and nature as a whole

COP 22: Fostering Climate Change Resilience in Egypt

From November 7th to 18th 2016, world leaders assembled in Marrakech for the 22nd annual climate change conference, known as COP22, to come up with an action plan for the implementation of the Paris Agreement. Despite the uncertainty caused by Donald Trump’s pledge for the US to pull out of the Paris climate agreement, many leaders chose to look ahead. This showed that the Paris Agreement and the underlying cause reach beyond any individual country.

Prior to COP22, 55 nations had already ratified the Paris Agreement, representing 55% of the total global emissions which is the minimum percentage required for the agreement to enter force and thus become international law. By the end of COP22, a total of 111 countries have ratified the agreement. Additionally, 11 countries pledged to inject an extra $50 million for the Capacity Building Initiative for Transparency Fund for developing countries not only to monitor and track, but to fulfil their existing climate pledges and build upon them. While some developing countries pushed for differentiating between the developed and developing countries in bearing the responsibility. 47 of the world’s poorest countries – allied as the Climate Vulnerable Forum - committed to generate 100% of their energy from renewable resources as soon as possible. Many African countries also played an important role at COP22 by announcing the ambitious African Renewable Energy Initiative (AREI) which sets out to generate 10GW from renewable resources by 2020 and 300GW by 2030.

The 45th Cairo Climate Talks will bring together experts on climate policy, climate change science, and renewable energy to share their knowledge and insights on the 2018 plan based on the decisions made at COP22 and the question how those decisions will affect Egypt. Which mitigation, adaptation and finance plans are being adopted by the Egyptian government? How can civil society play a role in achieving those plans? And how can those plans help Egypt’s economy grow while securing a   safe planet for all

BLUE PLANET Berlin Water Dialogues: Wastewater – the Untapped Resource

        Keynote speeches by Permanent Secretary Adler of the BMUB and Prof. Uhlenbrook, coordinator of the World Water Assessment Programme of UNESCO

Berlin, 18 January 2017 – Water is not only important ecologically and economically, but particularly at international level has increasingly taken on a political role too. At the forthcoming edition of WASSER BERLIN INTERNATIONAL the BLUE PLANET Berlin Water Dialogues will place the spotlight on resource efficiency where wastewater is concerned. Taking its inspiration from the World Water Day, the event bears the slogan of ’Wastewater – the Untapped Resource’ and will be held on Thursday, 30 March from 9.30 a.m. to 2.00 p.m. at the Experts Forum in Hall 4.2

The event is organised by the German Water Partnership. It is sponsored by theFederal Ministry for the Environment, Nature Conservation and Nuclear Safety(BMUB), the Berlin Senate Department for Economics, Energy and Public Enterprises and Messe Berlin.

Exploiting wastewater as a resource
Making sustainable economics work is one of the key challenges of the twenty-first century. The paradigm shift in waste management towards exploiting a potential resource has long since reached the water industry. Industrial and household wastewater offers considerable possibilities, for instance as a source of energy and nutrients

In his keynote speech Gunther Adler, Permanent Secretary at the Federal Ministry for the Environment, will explain the latest developments and challenges in this important field and examine the necessary conditions for successfully exploiting wastewater.

Afterwards, Prof. Dr. Stefan Uhlenbrook, coordinator of the World Water Assessment Programme of UNESCO, will present the World Water Development Report 2017, which dwells on this topic, and discuss it with experts at the subsequent debate. At the next event representatives of companies and research institutions will report on their practical experiences and the latest technological advances.

من الواضح أن الادرة الأمريكية الجديدة تتبنى سياسات معادية لقضايا الاحتباس الحراري، مع اعلان إدارة ترامب وعلى لسانه نية إدارته في الانسحاب من اتفاق باريس لتغيرات المناخ. في نفس الوقت من الواضح أيضاً أن معركة الادارة الأمريكية الجديدة في تجاهل وانكار قضايا الاحتباس الحراري وارتفاع درجة حرارة الأرض، لن تكون معركة سهلة وبالقطع ليس النصر فيها مضموناً.
تسعى إدارة ترامب لتبني معيار خاص بها لاحتساب التكلفة الاجتماعية للكربون Social Cost of Carbon، المعيار الحاسم في السياسة الأمريكية الوطنية الخاصة بالمناخ منذ عام 2009. قبل هذا العام وفي 2008 طالبت محكمة الاستئناف الأمريكية The court of appeals  من الادارة الامريكية وضع اعتبارات التكلفة الاجتماعية لانبعاثات غاز ثاني اكسيد الكربون في كل اللوائح والنظم الادارية الصادرة عنها، بالاضافة لمراجعة اللوائح والنظم الادارية السابقة في ضوء المعيار المطلوب تبنيه.
معيار التكلفة الاجتماعية للكربون تم تبنيه عام 2009 بعد أبحاث علمية واقتصادية واسعة حول تكلفة انبعاث كل طن واحد من الكربون من حيث تأثير الرياح والأعاصير على الممتلكات الخاصة وارتفاع معدلات الوفيات والتأثير على انتاجية العمال، قدرت التكلفة الاجتماعية للطن الواحد من الكربون بقيمة 36 دولار/ طن، 36$ per ton of carbon.
حتى الأن صدرت 79 تسعة وسبعون لائحة وقانون أمريكي طبقت معيار التكلفة الاجتماعية للكربون حتى الان. ما ستحاول ادارة ترامب فعله هو وضع هذا المعيار/ الأساس تحت ضغط سياسي تحقيقاً لمصالح اقتصادية.
التكلفة الاجتماعية للكربون تعرض لتحدي قضائي من رابطة صناع الثلاجات أغسطس الماضي أمام محكمة الاستئناف، بدعوى أن القيمة المقدرة للتكلفة الاجتماعية، اعتباطية، حكم المحكمة جاء لصالح المعيار السائد معتبراه "منطقي".

بحسب خبراء أمريكيين التكلفة الاجتماعية للكربون والمقدرة بـ 36 دولار/ طن ليست دقيقة تماماً، وبحسب أبحاث علمية حديثة يجب أن تزيد، ما ستقوم به ادارة ترامب هو وضع تقديرها الخاص الغير علمي والغير اقتصادي في تحديد التكلفة الاجتماعية للكربون، بحسب تسريبات خرجت عن الادارة الجديدة قبل توليها السلطة بالفعل بأيام 20 يناير الجاري.


Against Anti – Trump denial Climate Warm Movement


Trump have described the climate change as a hoax, leading denial movement, said he will withdraw the United States from Paris climate agreement.  
New Administration will cancel or at least reduce the Social cost of Carbon dioxide, recently 36 Dollars /per ton, linchpin of US national climate policy. That will lead to legal conflict.
In August 2016 appeal court decided that the government judgment of 36 dollars per ton were " reasonable " against claim from refrigerator companies said government in social coast of carbon judgment were "arbitrary". Trump administration will make its own judgment in social cost of carbon; exports said credible assessment must be based on science and economics not politics.
California State, which presented 13 percent of United states of America GDP or 2.5 trillion dollars, will lead the battle against the Trump administration actions against climate change regulations which started, based on Social Cost of carbon from 2009, thus far , it has been used for 79 regulations , including energy-efficiency rules for refrigerators.
Gov. Jerry Brown of California said they will work directly with other nation and states in 
environmental affairs. California targeted reducing carbon emissions to 40 percent below 1990 levels by 2030. State climate policies will continue, in July 2016 a 69 percent of California's people supported  the law requiring roll back emissions via survey conducted by Public Policy Institute in California. Cap-and-trade program, allows companies to buy and sell emissions credits is essential, though weakness recently, in due course plus Clean Air act standards since 1970.  
The state will keep their leadership in anti-Trump environmental movement even in courts!
