تعمل الحكومة على تحرير سوق الكهرباء في مصر بحلول عام 2026، جنبا إلى جنب مع خطط إعادة هيكلة الشركة المصرية لنقل الكهرباء وفصلها عن الشركة القابضة لكهرباء مصر، حسبما صرح مصدر حكومي لإنتربرايز.
من المنتظر أن تتضح الصورة قريبا حول مستجدات الخطة التي تأجلت مرارا لفصل المصرية لنقل الكهرباء عن القابضة لكهرباء مصر، إذ تجتمع اليوم الجمعية العامة للشركة المصرية لنقل الكهرباء برئاسة وزير الكهرباء محمود عصمت، لبحث إعادة الهيكلة والتصويت على اختيار استشاري لإعادة الهيكلة، وفصل الأصول عن الشركة الأم، وفق ما قاله مصدر إنتربرايز.
وضعت الحكومة خطط تحرير سوق الكهرباء في البلاد على جدول أعمالها منذ صدور قانون الكهرباء لعام 2015 على أقل تقدير، الذي منح شركات الكهرباء الحكومية في البداية مهلة ثماني سنوات لإكمال تحولها إلى هيئات تنظم السوق بحلول عام 2023، واقترح فصل إنتاج الطاقة عن النقل والتوزيع لتعزيز مشاركة القطاع الخاص. ولاحقا، مدد مجلس الوزراء هذه المهلة لعامين إضافيين إلى 2025 — ويبدو أننا الآن بصدد إرجاء الموعد النهائي مرة أخرى إلى 2026.
The government is working to liberalize Egypt's electricity market by 2026, alongside plans to restructure the Egyptian Electricity Transmission Company (EETC) and separate it from the Egyptian Electricity Holding Company (EEHC), a government source told Enterprise.
The details of the long-delayed plan to separate the EETC
from the Egyptian Electricity Holding Company (EEHC) are expected to become
clearer soon. The EETC's general assembly, chaired by Electricity Minister
Mahmoud Esmat, is meeting today to discuss the restructuring and vote on the
selection of a restructuring consultant and the separation of assets from the
parent company, the source told Enterprise.
The government has had plans to liberalize the country's
electricity market on its agenda since at least the 2015 Electricity Law, which
initially gave state-owned electricity companies an eight-year deadline to
complete their transformation into market regulators by 2023 and proposed
separating power generation from transmission and distribution to promote
private sector participation.
The Cabinet later extended this deadline for an
additional two years, to 2025—and now it appears we're poised to push the
deadline back to 2026.
