كشف د. أحمد بدر المدير التنفيذي للمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة RCREEEعن أن المنطقة العربية ستتضرر من ظواهر تغير المناخ بنسب تتراوح ما بين 6% إلى 12% من الناتج المحلي الإجمالي، لذا من المهم الاستفادة من التمويلات الدولية المتاحة لمواجهة التأثيرات السلبية لظاهرة تغير المناخ والاحتباس الحراري. أضاف د. بدر خلال جلسة ملتقى الطاقة المتجددة والمياه ببيت السناري، مكتبة الاسكندرية، مساء الأحد الماضي أن صندوق المناخ الأخضر يجب الاستفادة من خدماته محيياً إبراهيم شحاته المصري الجنسية مؤسس البنك الدولي، في بداية عرضه قدم تعريفاً بخدمات المركز الأقليمي كبيت خبرة فني تابع للجامعة العربية، غير هادف للربح يستهدف خدمة المنطقة العربية في أنشطة ومشاريع الطاقة المتجددة وكفاءة الطاقة، مشيراً إلى نجاح المركز في إدارة أربع محطات في منطقة بنبان في أسوان، حيث أكبر محطة طاقة شمسية PV في العالم، مضيفاً في الوقت نفسه لنجاح المركز في التعاقد على إدارة أكبر مزرعة رياح، الثالثة عالمياً، في أفريقيا في منطقة جبل الزيت المصرية. من جانبها قدمت د. ياسمين فؤاد نقطة الاتصال الوطنية لصندوق المناخ الأخضر عرضاً لجهود مصر في الاستفادة من تمويلات الصندوق البالغة 10,3 مليار دولار من 100 مليار دولار مستهدفة حتى عام 2020، ونجاح وزارة البيئة المصرية، بإمكاناتها الذاتية في الحصول على منحة 32 مليون دولار لصالح وزارة الري لحماية الدلتا مؤخراً. مؤكدة على أن مصر وبالمعايير الدولية تعتبر دولة في مرحلة انتقال اقتصادي، لا دولة نامية ولا متقدمة، مما يؤثر على قدرتها في الاستفادة من التمويلات الدولية المتاحة.
كشفت د. ياسمين فؤاد عن أن اتفاق باريس لم يحدد مؤشر عالمي للتكيف مما يصعب عليه صياغة مشروعات للتكيف وقياسها بناء على هذا المؤشر فبالتالي الدول المتضررة تحاول صياغة مشروعاتها مع إظهار كم الضرر الذي سيحدث في هذه الدول المعنية
أشار د. أحمد بدر المدير التنفيذي للمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة RCREEE عن أن مصر نجحت نجاحاً غير مسبوق في إضافة 22 ألف ميجا خلال 8 شهور فقط في إنجاز غير مسبوق دولياً. مشيراً إلى أن فرص الربط الكهربائي بين مصر وليبيا صعبة للغاية لأسباب فنية، في حين أن الربط الخليجي يعد من أنجح حالات الربط الكهربائي عالمياً، ونجاح مصر في الربط مع منطقة الخليج، بداية مع السعودية، ستضع أساساً قوياً لاحتمالات الربط الكهربائي لاحقاً مع أوروبا. مشيراً في هذا السياق إلى الكلفة السياسية لإغلاق المفاعلات النووية الألمانية وما قد سيترتب عليها من استدامة الطاقة اللازمة لتشغيل أنظمة الدفاع الجوي مثلا هناك. أشار د. بدر إلى أن تكنولوجيا الـ CSP الخاصة بالطاقة الشمسية تواجهها تحديات توطين التكنولوجيا على الرغم من تميز هذه التكنولوجيا بالقدرة على تخزين الطاقة عكس الطاقة الكهروضوئية، الـ PV. داعياً إلى الاستفادة من تجربة المصرف المركزي اللبناني الخاصة بخفض الاحتياطي النقدي الممنوح من البنوك التجارية اللبنانية لصالح البنك المركزي شريطة إتاحتها بصفر فائدة للمستهلكين اللبنانيين الراغبين في التحول للاستفادة من الطاقات المتجددة وتوليد الكهرباء الخاصة بهم بشكل مباشر، مما يخفف الأحمال على شبكة النقل، مشيراً إلى أن الطاقة الاجمالية المولدة في دولة لبنان تبلغ 12 ألف ميجا.
من جانبها أشارت د. ياسمين فؤاد نقطة الاتصال الوطنية لصندوق المناخ الأخضر إلى جهود اللجنة الوطنية مع البنوك المصرية المحلية لإتاحة التمويل الأخضر بسعر فائدة مميز لا تجاري من البنوك المستفيدة من تمويلات صندوق المناخ الأخضر، لتشجيع المقترض على الاعتماد على مصادر طاقة متجددة في توليد كهربته الخاصة، مما يحقق الهدف من تمويلات صندوق المناخ الأخضر في مصر، ونجاح مصر البارز في هذا السياق، محيية المصري د. مصطفى طلبة مؤسس مرفق البيئة العالمي.
لعبت خلال رئاستها لمؤتمر وزاراء البيئة الأفارقة في الفترة من 2015 إلى 2017 ، فترة حساسة ، لأنه في 2015 كانت هناك مفاوضات اتفاق باريس وساعدت مصر الدول الأفريقية على الخروج بمبادرتين على قدم المساواة وهما المبادرة الأفريقية للطاقة المتجددة تتناول الشق الخاص بالتخفيف والمبادرة الأفريقية للتكيف بتتناول الشق الخاص بالتكيف مع التغيرات المناخية. بالتالي ساعدت مصر الدول الأفريقية ،مصر جزء منها، على تقديم حزمة من مبادرتين لتضع التخفيف والتكيف مع اثار التغيرات المناخية على قدم المساواة.
كشف محمد السيد درويش مؤسس ومدير الملتقى عن أن اللجنة الوطنية لصندوق المناخ الأخضر ستعقد جلستها التشاورية القادمة قبل إعلان البرنامج الوطني للاستفادة من تمويلات صندوق المناخ الأخضر، في بيت السناري في يوليو القادم، داعياً أصحاب المصلحة للمشاركة لتحقيق هدف إعلان برنامج وطني توافقي. مضيفاً إلى أن الجلسة القادمة لملتقى الطاقة المتجددة والمياه ببيت السناري التابع لمكتبة الاسكندرية ستكون أخر يونيو أو أول يوليو، جاري الأعداد لها، ستكون مكرسة لحوار مفتوح بين د. صباح مشالي وكيل أول وزارة الكهرباء والطاقة المتجددة لتطوير الأداء والاتصال السياسى وممثلي وسائل الاعلام حول خطط تطوير أداء شركات إنتاج ونقل وتوزيع الكهرباء بعد صدور قانون الكهرباء 87 لسنة 2015 ولائحته التنفيذية الصادرة بقرار وزارة الكهرباء رقم 230 لسنة 2016.

Dr. Ahmed Bader, Executive Director of the Regional Center for Renewable
Energy and Energy Efficiency RCREEE that the Arab region will be affected by

non-profit Arab technical expertise aimed at serving the Arab region in the
activities of renewable energy and energy efficiency projects, pointing to the
success of the center in the management of four stations in the area of Benban in Aswan, the largest solar PV
plant in the world, adding at the same time to the success of contract to
manage one of the largest wind farms, the third globally, in Africa in Gabel El
Zeet Egyptian region.
For her part, Dr. Jasmine Fouad,
the National Focal Point for the Green Climate Fund, presented Egypt's efforts
to benefit from the fund's $ 10.3 billion from $ 100 billion targeted accumulated
by 2020 and the success of the Egyptian Ministry of Environment in obtaining $
32 million grant to the Ministry of Irrigation to protect the Delta Recently.
Stressing that Egypt according to international standards are considered
as a state via economic transition, not a developing or developed country,
which affects their ability to benefit from available international funds.
Dr. Yasmine Fouad said that the Paris Agreement did not specify a global
index of adaptation, making it difficult for states to formulate and measure
adaptation projects based on their local damages. Thus, the affected countries
are trying to formulate their projects, showing how much damage will happen in
these countries
Dr. Ahmed Badr, Executive Director of the Regional Center for Renewable
Energy and Energy Efficiency RCREEE said that Egypt has achieved unprecedented
success in the addition of 22 thousand mega in only 8 months in an unprecedented
achievement internationally. He pointed out that the opportunities for
electrical interconnection between Egypt and Libya are very difficult for
technical reasons, while the Gulf connection is considered one of the most
successful electrical connections in the world, and Egypt's success in
connecting with the Gulf region, beginning with Saudi Arabia, will establish a
strong basis for the possibilities of electric connection later with Europe.
Pointing out in this context the political cost of closing down the
German nuclear reactors and the consequences related to sustainability of the
energy needed to operate the air defense systems, for example. Dr. Badr pointed
out that the solar CSP technology faces the challenges of localization of
technology, despite the fact that this technology is characterized by the
ability to store energy, unlike PV.
Calling for benefiting from the experience of the Central Bank of
Lebanon to reduce the cash reserve by his own from Lebanese commercial banks in
favor of the Central Bank encourage them to provided zero interest to Lebanese

borrowers to rely on renewable energy sources to generate its own electricity.

Sabah Mashali, First Undersecretary of the Ministry of Electricity and
Renewable Energy to develop performance and political communication and media
representatives on plans to develop the performance of companies of producing,
transmission and distribution of electricity after the issued Electricity Law
87 of 2015 and its executive regulation issued by the Ministry of Electricity decree
No. 230 of 2016.
