The U.N. climate negotiations in Doha, Qatar (COP 18) are crucial to move towards a global agreement to fight climate change. But negotiations don’t replace action on the ground. It is important that countries to decarbonizes their economies and transition to a renewable energy future Over the past decade, Germany has successfully boosted renewable energy resources which today power 25% of all electricity demand. According to Arne Jungjohann of the Heinrich Boell Foundation and editor of the new website, the energy transition has created more than 380,000 new jobs and empowered communities and small businesses to go renewable and become clean energy producers: “The Energiewende is a bottom up switch that is driven by citizens across the country.” But how will Berlin move forward:  Will Germany merely import nuclear power from neighboring countries and switch to coal power? Will carbon emissions increase? Are renewables reliable enough to power an industrial economy like Germany? Can the grid handle fluctuating wind and solar power without blackouts “By now, the Germans have developed a can-do attitude,” says Craig Morris, one of the lead authors of the website. Morris, a Freiburg-based American journalist and translator, points out:  “Over the last two decades, renewables matured much more quickly, become more reliable and much cheaper than expected.” That is why most Germans are confident about the transition. “They perceive technical challenges like grid instability not as problem, but as a task,” says Morris. The website not only explains the policies which have been set-up for the energy transition. It also highlights what experiences countries like the United States and China can draw from the German story. “Germany has been a leader and has driven down costs when it comes to renewable energy technologies,” explains Cao Ke of the Beijing office of the Heinrich Boell Foundation. “It will be much cheaper for other countries to invest in renewables now that the costs are lower.” Germany is as sunny as Alaska. It will be much cheaper for the U.S. to go solar than it has been for Germany, because solar resources are much better and by now costs are much lower. “If the energy transition is doable and affordable for Germany, then it will be even more so for other countries” says Jungjohann.

تعتزم الحكومة المصرية قبل نهاية العام المالي الحالي تجهيز كراسة الشروط والمواصفات لإنشاء مشروع المحطات النووية الأولى بمنطقة الضبعة الساحلية، وفقا لما تضمنته خطة الحكومة المصرية المعدلة للعام المالي الحالي التي حصلت «الشرق الأوسط» على نسخه منها وتتضمن الخطة كل المشاريع التي تسعى الحكومة لتنفيذها خلال تلك الفترة. يأتي ذلك في الوقت الذي يري فيه مسؤول أن المشروع يواجه تحديات كبيرة بسبب رفض أهالي مدينة الضبعة المقرر إقامة المحطة عليها، هذا المشروع، وقام أهالي المنطقة بداية العام الحالي باقتحام الأرض التي تم تخصيصها لإقامة المشروع واعتصموا بها، وقام المسؤولون عن المحطة بتفكيك بعض المعدات قبل تدميرها.
وقال المتحدث باسم وزارة الكهرباء المصرية أكثم أبو العلا لـ«الشرق الأوسط» إن هناك مشكلات كبيرة تعوق إقامة المشروع خلال الفترة الحالية، «فلا بد أن تتقدم الحكومة وتأخذ خطى حثيثة لحل الأزمة مع سكان المنطقة». وأضاف أنه «لا يمكن حل الأزمة من خلال التعامل الأمني، ولكن يجب تنفيذ المطالب المشروعة لأهالي المنطقة الذين سيعتمد عليهم المشروع بشكل كبير».
وأضاف أن تنفيذ طلبات الأهالي يحتاج إلى مجلس الشعب المصري الذي من المقرر أن يتم انتخاب أعضائه بعد صياغة الدستور الذي تمر لجنة صياغته بانتقادات قد تعطله، وذلك لتحديد مصير المحطة من إقامتها في المنطقة أو في مكان آخر.
وشهد مجلس الشعب المصري الذي صدر قرار بحلة منتصف العام الحالي جدلا بشأن إنشاء المحطة بين عدد من النواب والخبراء الذين أكد بعضهم صلاحية المكان لإقامة المشروع فيما أكد البعض الآخر أن المكان لا يصلح لإقامة هذا المشروع.
وتسعى الحكومة المصرية إلى بناء محطات نووية تساعدها على توليد الطاقة الكهربائية التي يتزايد الطلب عليها بشكل كبير سواء في المنازل أو المصانع، وتستهدف الحكومة المصرية خلال العام الحالي ضخ استثمارات تقدر بنحو 22.5 مليار جنيه (3.688 مليار دولار) في قطاع الطاقة والكهرباء، وذلك بهدف توليد 1800 ميغاواط جديدة من خلال إنشاء محطات جديدة للكهرباء.
وأرض المفاعل تمتد 14 كيلومترا على طول الساحل الشمالي المصري (شمالي غرب القاهرة)، وبعرض أربعة كيلومترات، ومجاورة لمطار العلمين وتطل على شاطئ ساحر أغرى أمراء من عدة دول خليجية بطلب شرائها.
وفي عهد النظام السابق تصدى رجل الأعمال إبراهيم كامل أحد القياديين بالنظام السابق، الذي كان يمتلك أرضا في تلك المنطقة لمحاولات الحكومة إقامة المفاعل النووي، وتصدى بكل قوة لإقامة هذا المشروع في تلك المنطقة التي يرى أن تنميتها سياحيا سيكون مردوده أكبر وأفضل بكثير.
إلا أنه مؤخرا استحوذ «بنك مصر»، ثاني أكبر البنوك المصرية، على تلك الأرض المملوكة لكامل، القيادي السابق بالحزب الوطني المنحل، في منطقة الضبعة، وقال مصدر مصرفي رفيع المستوي لـ«الشرق الأوسط» إن «بنك مصر» الذي آلت إليه مديونية كامل قبل 5 سنوات، إبان تجهيز «بنك القاهرة» للبيع، وقع عقدا مبدئيا للحصول على أرض كامل في الضبعة، حيث قدمها رجل الأعمال بوصفها جزءا من سداد المديونية المقدرة بنحو 3 مليارات جنيه (491 مليون دولار).
ويعد كامل من أبرز المعارضين لإقامة المفاعل النووي في منطقة الضبعة التي اختيرت بقرار جمهوري صدر منذ الثمانينات، بالقرب من منطقة غزالة بالساحل الشمالي في محافظة مطروح، حيث لم تكن قد وجدت مشروعات سياحية في تلك المنطقة، ولا يفصلهما سوى ثلاثة كيلومترات فقط عن أرض مملوكة لكامل عليها بعض المنشآت.
وحسب مصادر تحدثت إلى «الشرق الأوسط» فإنه من المنتظر أن تساعد خطوة البنك الحكومي في تقليل الاعتراض من قبل أهالي المنطقة، الذي كان يدفعهم كامل للاعتراض على المشروع طوال السنوات الماضية، بحجة وجود مخاطر بيئية على المنطقة المزمع أن ينفذ فيها المشروع.
في السياق ذاته، أعرب رئيس هيئة المحطات النووية المصرية الدكتور خليل ياسو عن ارتياحه لنتائج الاجتماعات التي استمرت على مدار أسبوع مع مسؤولي وخبراء الوكالة الدولية للطاقة الذرية على هامش فعاليات المؤتمر العام السنوي السادس والخمسين للوكالة بمقر منظمة الأمم المتحدة في العاصمة النمساوية فيينا، التي شارك فيها ضمن وفد مصري رفيع المستوى قبل أيام.

Carbon constraints in the Mediterranean

Since 2005, European Union member states apply a binding system (European Union Emissions Trading Scheme) to energy-intensive industrial sectors (i.e. energy sector, mineral industry, production and transformation of ferrous metals and pulp production). This measure does not apply to Southern and Eastern Mediterranean countries, which are not on the list of countries that have historically contributed to the global rise in greenhouse gases. However, since 1st January 2012, this system generates impact on international aviation and applies to airlines from the Southern river.

Hence, Europe’s ambitions to reduce its energy consumption, emissions increase of Southern countries, its intention of extending the quota system on European emissions to international activities, the question of carbon leakage, and the imminent end of use of CDM credits on the European carbon (except those coming from projects registered before 2013), all illustrate that we need to think about this problem on a Euro-Mediterranean scale.

The Mediterranean geographic area is under great threat from global warming. Adapting Mediterranean economies towards achieving a reduced carbon footprint is crucial and will affect all sectors of the economy (e.g. housing, transport and industry) and involve changing our lifestyles, behaviour and way of thinking.
