اتفاقية تقاسيم التكاليف لمطوري بنبان ماذا يحدث جنوبا ؟ Cost sharing agreement for Benban Developers … What is Happening South ?

 






 

بالنسبة لمطوري مشاريع الطاقات المتجددة في منطقة بنبان ٣٢  ، شمال اسوان ، ثالث اكبر بارك لاستغلال الطاقات الشمسية بطريقة ال PV عالميا ، كان معروفا ان تكاليف ربط مشاريعهم ذات ال ١٤٦٥ ميجا / واط بالشبكة العامة لنقل الكهرباء تستلزم تقاسم اعباء تكاليفها فيما بينهم و بين المصرية لنقل الكهرباء ، المشغل الحكومي. 

بحسب عدد من المطوريين فوجئوا بان التكاليف محل التقسيم تضاعفت لحوالي ٣ مرات اعلي من التقديرات المتدوالة للتكاليف عند البدء في انشاء و تشغيل محطاتهم . بررت وزارة الطاقة المتجددة الزيادة المفاجئة بالتاخير في اعدادها ، لتعكس الاسعار المتداولة حاليا ، لكنها لم تبرر سبب الزيادة الحادة في التكاليف.  أدعاء المطورين رفضته اوساط الشركة المصرية لنقل الكهرباء مؤكدة علي ان محطات ربط مجمع بنبان بالشبكة القومية سبق انشاءها اي اتفاقات مع المطورين لتحمل تكلفة الربط و تقاسم التكاليف ، و بالتالي فأدعاء المطورين في غير محله .

نفس المصادر اضافت ان محطة ربط مجمع بنبان تتضمن ربط الحد الأقصى لقدرات المجمع البالغة ١٨٠٠ ميجاواط، منذ الان و قبل أي تعاقد عليها ، مقابل طاقة انتاج المجمع حاليا المقدرة ١٤٦5ميجاوات 

عند شكوي عدد كبير من المطورين من العبء المادي المفاجئ ، جاءهم الرد ، حسب قولهم ، بان تسعيرة شراء الطاقة منهم مجزية و اعلي من اسعار انشاء المحطات حاليا حول العالم. مصدر مطلع بالمصرية للنقل نفي حدوث هذا الحوار.

 نفس مصادر الشركة المصرية للنقل اكدت علي ان مبلغ ١.٦ مليار جنيه ، اجمالي قيمة تقاسم التكاليف ، لا خلاف علي تقديره و خصوصا بعد الغاء بند ال ٢٥٪؜ كحد اعلي في احتساب التكاليف و ترك تحديد التكاليف للمصاريف الفعلية و تعاونت المصرية للنقل و اتفقت علي الحصول علي نصف مستحقاتها الان و النصف الاخر علي ٥ سنوات تخفيفا علي المطورين و لتعزيز مناخ الاستثمار في قطاع الطاقة المصرية

من جانبهم يعلق بعض المطورين علي كلام الوزارة الرسمي ، محل تحفظ من مصادر المصرية للنقل ، بالتذكير ان سعر شراء الطاقة منهم مرتبطة بظروف السوق وقت الموافقة عليهم ، و اضافوا ان التسعيرة المصرية تتضمن مزايا للدفع لصالح المشتري الحكومي اذ تنص علي دفع ثلث عوائد التشغيل بدولار ماقبل تحرير سعر الصرف ، نوفمبر ٢٠١٦ ، قيمته ٨.٨ جنية / دولار مما يعني ان ٣٠٪؜ من عوائدهم تساوي ، واقعيا ، ١٥ ٪؜ من قيمتها مقارنة بسعر الدولار اليوم . هذه خسارة غير مباشرة و عبء مادي غير منظور.

من جانب اخر هناك مدفوعات شهرية لمطورين متأخرة لدي المصرية لنقل الكهرباء منذ عدة شهور ، تحسنت مؤخرا .

 مصادر المصرية للنقل اشارت الي ان مستحقات المطورين ، لم يحدث بها تأخير سوي لشهر فقط ، شهر سبتمبر ، و شهر اكتوبر علي وشك ان يدخل مرحلة الاعداد دفتريا لصرفه بالتالي ادعاء المطورين بوقوعهم تحت ضغط " ندرة " في السيولة المادية ال Cash flow تجعل من المتعذر علي بعضهم سداد ٥٠٪؜ من قيمة تقاسم التكاليف الان ، حتي مع تأجيل دفع نصف المستحقات عليهم لتكون علي مدار ٥ سنوات مقبلة ، التسوية التي توصل اليها المطورين و وزارة الطاقة المتجددة و الكهرباء ، ادعاء بحاجة لأعاده النظر في صحته حسبما تشير المصادر المطلعة. 

من جانبه نفي م. هشام الجمل رئيس جمعية مطوري بنبان ، جدوي اقتراح المقاصة ، التزامات المطورين تقتطع من مستحقاتهم ،  تحفظت عليه مصادر المصرية للنقل أيضا ، مؤكدا علي ان التسوية المشار اليها ، دفع ٥٠ ٪؜ الان و ال ٥٠ ٪؜ الاخري علي ٥ سنوات مع اعفاء المطورين من دفع الفائدة المصرفية ، سعر فائدة البنك المركزي وقتها ، لعامين ، اول عامين من الاعوام الخمسة لدفع نصف المبالغ المستحقة علي المطورين لصالح المصرية لنقل الكهرباء ، اتفاقية جيدة.

 يذكر ان المصرية للنقل اقترضت لتمويل بناء محطات الربط ، و عليها السداد مع تحمل الفوائد كاملة.

اتفاقية تقاسم التكاليف جري تقنينها بالتعاون مع وزارة العدل و بعد موافقة مجلس الوزراء عليها دخلت حيز التنفيذ فعليا اخر يوم في نوفمبر و مقننة منذ اول ديسمبر الحالي، ثمن م.الجمل جهود ممثلي وزارة الطاقة المتجددة و الكهرباء في الوصول لاتفاق تنفيذ اتفاقية تقاسم التكاليف CSA.

يذكر ان مستحقات المطورين البالغ عددهم ٣٢ مطور يحصلون علي حوالي ٤٩٠ مليون جنيه / شهريا نظير بيع انتاجهم من الكهرباء النظيفة للمصرية لنقل الكهرباء.

Ministry of Renewable Energy justified the sudden increase by delaying its preparation, to reflect the current prices, but it did not justify the reason for the sharp increase in costs.

 The developers ’claim was rejected by the Egyptian Electricity Transmission Company’s circles, confirming that the stations connecting the Benban Park to the national grid had already been established with agreements with the developers to bear the cost of connection and share costs, and therefore the developers’ claim was misplaced

The same sources added that the Benban complex interconnection station includes linking the maximum capacity of the complex of 1,800 MW, from now and before any contract for it, against the complex's currently estimated production capacity of 1465 MW

When a large number of developers complained about the sudden financial burden, the response came to them, according to what they said, that the price of purchasing power from them is remunerative and higher than the prices for establishing stations currently around the world

An informed source in the Egyptian Transport Authority denied that this dialogue took place. The same sources of the Egyptian Company for Transport confirmed that the amount of 1.6 billion pounds, the total value of cost sharing, there is no dispute over its estimate, especially after the abolition of the 25 percent clause as a maximum in calculating costs and leaving the cost determination for the actual expenses and the Egyptian transport cooperated has agreed  to get half of its dues now and the other half over 5 years to come, targeting ease the burden on developers and to enhance the investment climate in the Egyptian energy sector

For their part, some developers comment on the official words of the Ministry, subject to reservations from the Egyptian sources of transport, by reminding that the price of purchasing power from them is linked to market conditions at the time of approval, and they added that the Egyptian pricing includes advantages for payment in favor of the government buyer as it stipulates that a third of the operating revenues be paid in a dollar before The liberalization of the exchange rate, November 2016, has a value of 8.8 pounds / dollar, which means that 30 percent  of their returns are equal to, in reality, 15 percent of its value compared to the price of the dollar today. This is an indirect loss and an invisible financial burden

On the other hand, there are delayed monthly payments to Egyptian electricity developers for several months, which have improved recently

 Egyptian Transport sources indicated that the developers ’dues have not been delayed for a month only, the month of September, and the month of October is about to enter the phase of preparing a notebook for its disbursement

Consequently, the developers claim that they are under pressure from a“scarcity”in cash flow that makes it hard for them. Some of them pay 50 percent of the cost-sharing value now, even with delaying the payment of half of their dues to be over the next 5 years, the settlement reached by the developers and the Ministry of Renewable Energy and Electricity, a claim that needs to be reconsidered, according to informed public sources.

For his part, Eng.  Hisham El-Gamal, Chairman of the Benban Developers Association, refused the feasibility of the clearing proposal, the developers ’obligations deducted from their dues. The Egyptian Transportation Sources also made reservations about it too, stressing that the aforementioned settlement has paid 50 percent now and the other 50 percent over 5 years, with the developers exempt from paying The bank interest, the central bank’s interest rate at the time, for two years, the first two of the five years to pay half of the amounts owed by developers in favor of the Egyptian Electricity Transmission, a good agreement he said

 It is noteworthy that the Egyptian Transport Company borrowed to finance the construction of the connection stations, and it has to pay with full interests

The cost-sharing agreement was legalized in cooperation with the Ministry of Justice, and after the approval of the Council of Ministers, it actually entered into force on the last day in November and has been codified since the beginning of this December, resulting from well efforts of representatives of the Ministry of Renewable Energy and Electricity in reaching an agreement to implement the cost-sharing agreement CSA , sources said

It is noteworthy that the dues of the 32 developers get about 490 million Egyptian pounds / month in exchange for selling their production of clean electricity to the Egyptian electricity supplier

الاقتصاد الدوار في جلسة نقاشية نظمها مكتب الالتزام البيئي والتنمية المستدامة Circular Economy In a discussion session organized by Environmental Compliance Office and Sustainable Development

 









في إطار دور مكتب الالتزام البيئي والتنمية المستدامة في دعم القطاع الصناعي في مجالات التنمية المستدامة وفي اطار العمل علي التواصل المستمر مع القطاعات الصناعية المختلفة لمواكبة التطورات والمبادرات المعنية بالتنمية المستدامة صرح د. شريف الجبلي - رئيس لجنة تسيير مكتب الالتزام البيئي والتنمية المستدامة - اتحاد الصناعات المصرية  ان المكتب قد قام بالعمل علي تبني مبادرة تهدف الي دعم شراكات القطاع الخاص من اجل التنمية ومن أجل توحيد الجهود  وتعزيز التعاون متعدد الاطراف في مجال التنمية المستدامة والادارة الرشيدة للمخلفات الصناعية ونشر الوعي بمفهوم الاقتصاد الدوار، حيث عقد المكتب اولي الجلسات النقاشية مع عدد من الشركات الرائدة في مجال المسئولية المجتمعية والاستدامة واوضح د. الجبلي تم الاتفاق خلال الجلسة علي عقد عدة اجتماعات اخرى بهدف عرض خبرات عدد من الدول الرائدة في مجال ادارة المخلفات والنماذج المختلفة لمفهوم المسئولية الممتدة للمنتج المطبقة في عدد من الدول بهدف دراسة ملائمة اي من هذة النماذج تتوافق مع الوضع المحلي.

اشار م. أحمد كمال عبد المنعم – المدير التنفيذى لمكتب الالتزام البيئي والتنمية المستدامة باتحاد الصناعات المصرية الجلسة النقاشية تناولت تبادل المعلومات ووجهات النظر والرؤي حول عدد من الموضوعات المتعلقة والتي من بينها مفهوم المسئولية الممتدة للمنتج، الاقتصاد الدائري والمجهودات التي قام بها  القطاع الصناعي في ادراة المخلفات الصلبة "المخلفات البلاستيكية" والقوانين والتشريعات والمبادرات الدولية المتعلقة بذلك. كما تناولت الجلسة سبل واليات تنسيق الحوار بين القطاع الخاص والجهات الحكومية المختلفة في مجالات التنمية المستدامة وادارة المخلفات والمسئولية الممتدة للمنتج.كما تم الاتفاق علي دورية عقد هذا اللقاءات مع توسيع قاعدة المشاركين بها

الجدير بالذكر ان المكتب يقوم بتقديم الدعم المادي والفنى للقطاعات الصناعية المختلفة حيث يقدم خدمات استشارية في مجال التنمية المستدامة ونظم الادارة البيئية وترشيد الطاقة والطاقة المتجددة، ونشر قواعد الاقتصاد الدوار بهدف رفع كفاءة الصناعة الوطنية وزيادة الانتاجية وتقليل استهلاك الموارد بالاضافة الى تحسين بيئة العمل الداخلية ووقاية وحماية العاملين بالمنشآت.

كما يقدم قروض ميسرة لتمويل معدات صناعية لتطبيق تكنولوجيات التوافق البيئى وترشيد الطاقة داخل المنشآت الصناعية بقيمة تصل الى 7 مليون جنيه مصرى تسدد على أقساط سنوية من سنة حتى خمس سنوات متضمنة سنة سماح ومصاريف إدارية 3.5% عن طريق البنك الأهلى المصرى أو البنوك المشاركة.

Mr. Ahmed Kamal Abdel Moneim - Executive Director of the Environmental Compliance and Sustainable Development Office of the Federation of Egyptian Industries said the discussion session dealt with the exchange of information, views and visions on a number of related issues, including the concept of extended product liability, the circular economy and the efforts made by the industrial sector in managing solid waste. And international laws, legislation and initiatives related to this. The session also dealt with ways and mechanisms to coordinate the dialogue between the private sector and various government agencies in the fields of sustainable development, waste management and extended product liability. It was also agreed to periodically hold these meetings while expanding the base of participants 

It is noteworthy that the ECO, office provides material and technical support to the various industrial sectors, as it provides advisory services in the field of sustainable development, environmental management systems, energy rationalization and renewable energy, and the publication of circular economy rules in order to raise the efficiency of the national industry, increase productivity and reduce resource consumption, in addition to improving the internal work environment, and protection facilities workers

It also provides soft loans to finance industrial equipment to implement technologies of environmental compatibility and energy rationalization within industrial facilities at a value of up to 7 million Egyptian pounds, to be paid in annual installments from one to five years, including a year of grace and 3.5 percent administrative expenses, through the National Bank of Egypt or the participating banks

بعد منافسة مع 120 مشروع مقدم من 29 دولة حول العالم

وزيرة_التجارة_والصناعة تعلن فوز المشروع المصري "لنظم الخلايا الشمسية الصغيرة Egypt-PV" بالمركز الاول لجائزة معهد الطاقة البريطاني كأفضل المشروعات المقدمة عالمياً لخفض غازات الاحتباس الحراري لعام 2020

اعلنت نيفين جامع وزيرة التجارة والصناعة فوز المشروع المصري "نظم الخلايا الشمسية الصغيرة المتصلة بالشبكة Egypt-PV" الذى ينفذه مركز تحديث الصناعة التابع للوزارة بالشراكة مع برنامج الأمم المتحدة الإنمائي بتمويل من مرفق البيئة العالمي كأفضل المشروعات المقدمة عالمياً  ضمن فئة "خفض الانبعاثات الكربونية" في المسابقة السنوية "EI Awards" لعام 2020 في دورتها الحادية والعشرين والتي نظمها معهد الطاقة البريطاني.

وقالت ان حصول مشروع Egypt-PV على الجائزة يعد إنجاز حقيقي وشهادة دولية لمصر بقدرتها على التوسع فى إنشاء محطات الطاقة الشمسية الصغيرة وإستكمال انجازات الحكومة فى مجال إنشاء محطات الطاقة الشمسية العملاقة، مشيرةً الى ان هذا المشروع يدعم توجه الحكومة نحو نشر نظم الطاقة الشمسية والذي يهدف الى جعل مصر اكثر استدامة واعتماداً على مصادر الطاقة الجديدة والمتجددة وذلك في اطار استراتيجية مصر للتنمية المستدامة 2030.

ومن جانبه اوضح م. محمد عبد الكريم المدير التنفيذي لمركز تحديث الصناعة أن الجائزة تعد احدى أكثر الجوائز العالمية تميزاً في مجال الطاقة، حيث تُمنح الجائزة للمشروعات المتميزة في قطاع الطاقة من المنظمات الحكومية أو القطاع الخاص علي مستوي العالم ، مشيراً تم اختيار المشروع المصري من بين أكثر من 120 مشروع مقدم من 29 دولة تضمنت أستراليا والولايات المتحدة وكندا وهونغ كونغ وماليزيا والهند وباكستان ونيجيريا والمملكة العربية السعودية والإمارات العربية المتحدة والعديد من الدول الأوروبية، حيث قدم المشروع المصري نموذجاً لأفضل الممارسات على مستوى العالم لنشر نظم الخلايا الشمسية الصغيرة على اسطح المنشآت.

اضاف ان نتائج هذا المشروع تأتي في إطار خطة مركز_تحديث_الصناعة والتي تهدف إلى تعميق التصنيع المحلي، وزيادة القدرة التنافسية، والاقتصاد الأخضر، والإعداد للثورة الصناعية الرابعة والتحول الرقمي والدعم التكنولوجي، وبناء القدرات، ونقل المعرفة، والابتكار وريادة الأعمال، وتطوير المهارات للعمالة القائمة، والتدريب من أجل التشغيل.

 أكدت رنده أبو الحسن، الممثل المقيم لبرنامج الأمم المتحدة الإنمائي، أن فوز المشروع المصري يعد جزء من جهود مصر الكبيرة للحد من انبعاثات غازات الاحتباس الحراري في إطار دعم تنفيذ استراتيجية التنمية المستدامة ، رؤية مصر 2030، مشيرةً  الى ان  برنامج الأمم المتحدة الإنمائي يعمل على تنفيذ أهداف التنمية المستدامة حيث يقوم المشروع بدور هام لتحقيق الهدف السابع الخاص بمضاعفة إنتاج الكهرباء من الطاقات المتجددة بحلول عام 2030 بالإضافة الي الاستجابة لاتفاق باريس للحد من انبعاث غازات الاحتباس الحراري وتعميم استخدام أنظمة الخلايا الضوئية الصغيرة لاستغلال الطاقة الشمسية المتوفرة في مصر في توليد الكهرباء في كافة القطاعات.

اوضحت ان انظمة الطاقة المتجددة اللامركزية الصغيرة تتميز بقدرتها على تحويل مستهلكي الطاقة الى منتجين وتوطين تكنولوجيا الطاقات المتجددة ودعم ثقافة ريادة الاعمال وخلق فرص عمل وتصدير الخبرات المكتسبة لقارة افريقيا والمنطقة العربية

قالت د. هند فروح مدير مشروع نظم الخلایا الشمسية بمركز تحديث الصناعة أن المشروع تنافس في المرحلة قبل النهائية مع أفضل ثلاثة مشروعات عالمية مقدمة من مجمع محمد بن راشد آل مكتوم للطاقة الشمسية بقدرة 5 جيجا بحلول عام 2030، ومشروع خطة نوتنجهام كأول مدينة خالية من الكربون في إنجلترا بحلول عام 2028، ومشروع مبنى جامعة سوانسي بويلز لتوليد الحرارة والكهرباء من غلاف بالمبني للحد من الانبعاثات، مشيرةً الى ان المعهد البريطاني طالب عند إعلان النتيجة بأهمية نقل التجربة والخبرة المكتسبة بمشروع نظم الخلايا الشمسية المصري لدول أخري في العالم.

 اضافت تكريم المشروع بهذه الجائزة الدولية تقديراً لانجازاته الكبيرة والتي تضمنت تركيب 115 نموذج استرشادي لمحطة طاقة شمسية في القطاع الصناعي والتجاري والسياحي والسكني والمباني العامة خلال الفترة من 2018-2020 في 13 محافظة علي مستوي الجمهورية بقدرة إجمالية 8.5 ميجاوات والذي ساهم في تحقيق وفر في الكهرباء التقليدية بحوالي 13 جيجا وات ساعة / سنوياً، مشيرةً الى ان المشروع يهدف إلى إنشاء مراكز لتقديم الدعم الفني والاستشارات، وزيادة نسبة المكون المحلي، وإعداد كوادر فنية ودعم الأسواق الناشئة لهذه التكنولوجيا في مصر مصحوبة بفرص عمل جديدة للشباب

Minister of Trade and Industry announces that the Egyptian project "Egypt-PV Small Solar Cell Systems" has won the first place form British Energy Institute Award as the best global submitted projects to reduce greenhouse gases emissions for the year 2020

 

Mrs. Nevin Jameh: Egypt's winning this international award is a reflection of the state's interest in localizing new and renewable energy technology in the Egyptian society

Mr. Mohamed Abdel Karim: The project is being implemented by the Industry Modernization Center ... and aims to spread small solar cell systems in industry , tourism and residential facilities and public buildings


Mrs. Nevin Jama, Minister of Trade and Industry, announced the winning of the Egyptian project "Egypt-PV grid-connected small solar cell systems" implemented by the Ministry's Industrial Modernization Center. IMC , in partnership with the United Nations Development Program, funded by the Global Environment Facility, as the best projects presented globally in the category of "reducing carbon emissions." In the annual competition "EI Awards" for the year 2020 in its twenty-first session, organized by the British Energy Institute

She said that obtaining the award for the Egypt-PV project is a real achievement and an international certificate for Egypt for its ability to expand the construction of small solar power stations and to complete the government's achievements in the field of constructing giant solar power stations, noting that this project supports the government's approach to spreading solar energy systems, which aims to make Egypt more sustainable and dependent on new and renewable energy sources, as part of Egypt's strategy for sustainable development 2030

For his part, Mr. Mohamed Abdel Karim, Executive Director of the Industrial Modernization Center, IMC , said that the award is one of the most distinguished international awards in the field of energy, as the award is given to outstanding projects in the energy sector by governmental organizations or the private sector worldwide, indicating that the Egyptian project was chosen from among more than 120 submitted projects From 29 countries included Australia, the United States, Canada , Hong Kong , Malaysia, India, Pakistan, Nigeria, Saudi Arabia, United Arab Emirates and many European countries, where the Egyptian project provided a model for best practices in the world for deploying small solar cell systems on the roofs of buildings

Mrs. Randa Abul-Hassan, Resident Representative of the United Nations Development Program, UNDP, confirmed that the victory of the Egyptian project which are part of Egypt's great efforts to reduce greenhouse gas emissions in the framework of supporting the implementation of the sustainable development strategy - Egypt Vision 2030-  Noting that the United Nations Development Program, UNDP , is working to implement sustainable development goals, as the project plays an important role in achieving the seventh goal of doubling electricity production from renewable energies by 2030 in addition to responding to the Paris Agreement to reduce greenhouse gas emissions and popularize the use of small photovoltaic systems to exploit energy Solar is available in Egypt to generate electricity in all sectors

She explained that the small, decentralized renewable energy systems are distinguished by their ability to convert energy consumers into producers, localize renewable energy technology, support the culture of entrepreneurship, create job opportunities and export acquired experiences to Africa and the Arab region 

Dr. Hind Farouh, Director of Solar Cell Systems Project at Industrial Modernization Center, IMC , said the project competed in the semi-final stage with the best three global projects presented by the Mohammed bin Rashid Al Maktoum Solar Energy Park with a capacity of 5 giga by 2030, and the Nottingham Plan project as the first carbon-free city in England by 2028, and the Swansea University in Wales Heat Generation Building project

Noting that British Institute demanded upon announcing the result , of the importance of transferring the experience and expertise gained in the Egyptian solar cell systems project to other countries in the world

Project was honored with this international award in recognition of its great achievements, which included the installation of 115 pilot models for a solar energy station in the industrial, commercial, tourism, residential and public buildings sectors during the period from 2018-2020 in 13 governorates across the republic with a total capacity of 8.5 megawatts, which contributed to achieving conventional electricity savings of about 13 Gigawatt hours / year, noting that the project aims to establish centers to provide technical support and consultations, increase the percentage of the local component, prepare technical cadres and support emerging markets for this technology in Egypt, accompanied by new job opportunities for Youths
