بالنسبة لمطوري مشاريع الطاقات المتجددة في منطقة
بنبان ٣٢ ، شمال اسوان ، ثالث اكبر بارك لاستغلال الطاقات الشمسية بطريقة ال
PV عالميا ، كان معروفا ان تكاليف ربط مشاريعهم ذات ال ١٤٦٥ ميجا / واط بالشبكة
العامة لنقل الكهرباء تستلزم تقاسم اعباء تكاليفها فيما بينهم و بين المصرية لنقل
الكهرباء ، المشغل الحكومي.
بحسب عدد من المطوريين فوجئوا بان التكاليف محل التقسيم تضاعفت لحوالي ٣ مرات اعلي من التقديرات المتدوالة للتكاليف عند البدء في انشاء و تشغيل محطاتهم . بررت وزارة الطاقة المتجددة الزيادة المفاجئة بالتاخير في اعدادها ، لتعكس الاسعار المتداولة حاليا ، لكنها لم تبرر سبب الزيادة الحادة في التكاليف. أدعاء المطورين رفضته اوساط الشركة المصرية لنقل الكهرباء مؤكدة علي ان محطات ربط مجمع بنبان بالشبكة القومية سبق انشاءها اي اتفاقات مع المطورين لتحمل تكلفة الربط و تقاسم التكاليف ، و بالتالي فأدعاء المطورين في غير محله .
نفس المصادر اضافت ان محطة ربط مجمع بنبان تتضمن
ربط الحد الأقصى لقدرات المجمع البالغة ١٨٠٠ ميجاواط، منذ الان و قبل أي تعاقد
عليها ، مقابل طاقة انتاج المجمع حاليا المقدرة ١٤٦5ميجاوات
عند شكوي عدد كبير من المطورين من العبء المادي
المفاجئ ، جاءهم الرد ، حسب قولهم ، بان تسعيرة شراء الطاقة منهم مجزية و اعلي من
اسعار انشاء المحطات حاليا حول العالم. مصدر مطلع بالمصرية للنقل نفي حدوث هذا
الحوار.

الشركة المصرية للنقل اكدت علي ان مبلغ ١.٦ مليار جنيه ، اجمالي قيمة تقاسم
التكاليف ، لا خلاف علي تقديره و خصوصا بعد الغاء بند ال ٢٥٪ كحد اعلي في احتساب
التكاليف و ترك تحديد التكاليف للمصاريف الفعلية و تعاونت المصرية للنقل و اتفقت
علي الحصول علي نصف مستحقاتها الان و النصف الاخر علي ٥ سنوات تخفيفا علي المطورين
و لتعزيز مناخ الاستثمار في قطاع الطاقة المصرية
من جانبهم يعلق بعض المطورين علي كلام الوزارة
الرسمي ، محل تحفظ من مصادر المصرية للنقل ، بالتذكير ان سعر شراء الطاقة منهم
مرتبطة بظروف السوق وقت الموافقة عليهم ، و اضافوا ان التسعيرة المصرية تتضمن
مزايا للدفع لصالح المشتري الحكومي اذ تنص علي دفع ثلث عوائد التشغيل بدولار ماقبل
تحرير سعر الصرف ، نوفمبر ٢٠١٦ ، قيمته ٨.٨ جنية / دولار مما يعني ان ٣٠٪ من
عوائدهم تساوي ، واقعيا ، ١٥ ٪ من قيمتها مقارنة بسعر الدولار اليوم . هذه خسارة
غير مباشرة و عبء مادي غير منظور.
من جانب اخر هناك مدفوعات شهرية لمطورين متأخرة لدي
المصرية لنقل الكهرباء منذ عدة شهور ، تحسنت مؤخرا .
مصادر المصرية للنقل اشارت الي ان مستحقات المطورين ، لم يحدث بها تأخير سوي لشهر فقط ، شهر سبتمبر ، و شهر اكتوبر علي وشك ان يدخل مرحلة الاعداد دفتريا لصرفه بالتالي ادعاء المطورين بوقوعهم تحت ضغط " ندرة " في السيولة المادية ال Cash flow تجعل من المتعذر علي بعضهم سداد ٥٠٪ من قيمة تقاسم التكاليف الان ، حتي مع تأجيل دفع نصف المستحقات عليهم لتكون علي مدار ٥ سنوات مقبلة ، التسوية التي توصل اليها المطورين و وزارة الطاقة المتجددة و الكهرباء ، ادعاء بحاجة لأعاده النظر في صحته حسبما تشير المصادر المطلعة.
من جانبه نفي م. هشام الجمل رئيس جمعية مطوري بنبان
، جدوي اقتراح المقاصة ، التزامات المطورين تقتطع من مستحقاتهم ، تحفظت عليه
مصادر المصرية للنقل أيضا ، مؤكدا علي ان التسوية المشار اليها ، دفع ٥٠ ٪ الان و
ال ٥٠ ٪ الاخري علي ٥ سنوات مع اعفاء المطورين من دفع الفائدة المصرفية ، سعر
فائدة البنك المركزي وقتها ، لعامين ، اول عامين من الاعوام الخمسة لدفع نصف
المبالغ المستحقة علي المطورين لصالح المصرية لنقل الكهرباء ، اتفاقية جيدة.
يذكر ان المصرية للنقل اقترضت لتمويل بناء
محطات الربط ، و عليها السداد مع تحمل الفوائد كاملة.
اتفاقية تقاسم التكاليف جري تقنينها بالتعاون مع
وزارة العدل و بعد موافقة مجلس الوزراء عليها دخلت حيز التنفيذ فعليا اخر يوم في
نوفمبر و مقننة منذ اول ديسمبر الحالي، ثمن م.الجمل جهود ممثلي وزارة الطاقة
المتجددة و الكهرباء في الوصول لاتفاق تنفيذ اتفاقية تقاسم التكاليف CSA.
يذكر ان مستحقات المطورين البالغ عددهم ٣٢ مطور يحصلون علي حوالي ٤٩٠ مليون جنيه / شهريا نظير بيع انتاجهم من الكهرباء النظيفة للمصرية لنقل الكهرباء.

Developers Association, refused the feasibility of the clearing proposal, the
