يعتزم جهاز تنظيم مرفق الكهرباء وحماية المستهلك، الإعلان عن الضوابط والقواعد
المنظمة للاستثمار في مشروعات إنتاج الهيدروجين الأخضر الشهر المقبل.
قالت مصادر لصحيفة “البورصة”، إن مسئولي جهاز تنظيم مرفق الكهرباء
وحماية المستهلك عقدوا مناقشات واجتماعات مع مكتب استشاري عالمي تم التعاقد معه
للمشاركة في وضع الضوابط والإجراءات وكذلك التعاون في إعداد صياغة العقود المقرر
توقيعها مع المستثمرين.
أضافت المصادر، أن “الكهرباء” تعكف على إتمام صياغة العقود
قبل انعقاد قمة المناخ المقبلة في مدينة شرم الشيخ في نوفمبر المقبل، من
المزمع أن يتم تفعيل العديد من مذكرات التفاهم على هامش قمة المناخ ودخولها حيز
التنفيذ.
قال د.محمد شاكر، وزير الكهرباء، لصحيفة “البورصة”، إن الوزارة تسعى
للتنسيق مع عدد من الجهات الحكومية الأخرى بشأن تفعيل مذكرات التفاهم الموقعة مع
تحالفات عالمية للاستثمار في إنتاج الهيدروجين الأخضر بمصر، وسيتم الإعلان عن كافة
التفاصيل في قمة المناخ المقبلة بشرم الشيخ.
استقرت الحكومة على تدشين مشروعات لإنتاج الهيدروجين
الأخضر بقدرة 1400 ميجاوات واستثمارات تصل إلى 40 مليار جنيه حتى عام 2030
ينفذها القطاع الخاص.
من المقرر أن تتراوح حصة الدولة بين 20 و25% من حجم
الاستثمار في المرحلة الأولى لهذه المشروعات، وتتمثل الجهات الحكومية
المساهمة في صندوق مصر السيادي، والشركة المصرية لنقل الكهرباء، ومساهمة محتملة من
المنطقة الاقتصادية لقناة السويس.
أوضحت المصادر، أن المشروعات المستهدف تنفيذها ستكون بقدرات
مختلفة تتراوح بين 100 و150 ميجاوات للمشروع الواحد، وقد تحصل شركة واحدة أو
تحالف على أكثر من مشروع. واتفقت الحكومة مع تحالف “سكاتك – أوراسكوم – فيرتجلوب”
بالتعاون مع صندوق مصر السيادي على تدشين مشروع لإنتاج الهيدروجين الأخضر.
تبلغ الاستثمارات الخاصة بالمرحلة الأولى للمشروعات التي
تستهدف شركة سكاتك تنفيذها نحو 5.2 مليار دولار، وتتراوح نسبة الدولة من هذه
الاستثمارات بين 260 و330 مليون دولار، وتسعى الشركة للوصول باستثماراتها لتنفيذ
مشروعات الهيدروجين إلى 15.6 مليار دولار.
Sources told Al-Borsa newspaper that officials
of the Electricity Utility and Consumer Protection Regulatory Agency held
discussions and meetings with a global consulting office that was contracted to
participate in setting controls and procedures, as well as cooperating in
preparing the drafting of contracts to be signed with investors
The sources added that
“Electricity” is working on completing the drafting of contracts before the
next climate summit will be held in Sharm El-Sheikh next November, especially
since it is expected that many memorandums of understanding will be activated
on the sidelines of the climate summit targeting entry into force
Dr. Mohamed Shaker,
Minister of Electricity, told Al Borsa newspaper that the ministry is seeking
to coordinate with a number of other government agencies regarding activating memorandums
of understanding signed with global alliances to invest in green hydrogen
production in Egypt, and all details will be announced at the upcoming climate
summit in Sharm El Sheikh
Egyptian government decided
to launch green hydrogen production projects with a capacity of 1,400
megawatts, with investments amounting to 40 billion Egyptian pounds until 2030
to be implemented by the private sector
The state’s share is
expected to range between 20 and 25 percent of the volume of investment in the
first phase of these projects
Government entities are contributing to the Sovereign
Fund of Egypt, the Egyptian Electricity Transmission Company, and a potential
contribution from the Suez Canal Economic Zone
Sources indicated that the projects targeted for implementation will be with different capacities ranging between 100 and 150 megawatts per project, and one company or alliance may obtain more than one project
Egyptian government agreed with the
“Scatec-Orascom-Virtglobe” alliance, in cooperation with the Sovereign Fund of
Egypt, to launch a project to produce green hydrogen
The investments for the
first phase of the projects that Scatc aims to implement amount to about $5.2
billion US dollars , and the state’s percentage of these investments range
between $260 and $330 million USD , and the company seeks to bring its
investments to implement hydrogen projects to $15.6 USD billion
