Regarding the governing rules for promoting the use and the
exchange of electric energy produced from solar energy
The Board of
Directors of Egyptian Electric Utility And Consumer Protection Regulatory Agency,
as part of its role in regulating all electricity activities including
generation, transmission, distribution and consumption, to guarantee
electricity quality, sustainability and
satisfaction of all consumption requirements at affordable prices as stated in
the presidential decree no. 339 of the year 2000, has decided the following governing rules for
promoting the use and the exchange of electricity produced from solar energy:
1) The competent distribution company
shall install the required meter for the customer; however, the later shall
bear the costs of the meter and the calculation of monthly invoice will be based on the
net electricity purchased (by using net meter).
2) In case of the
energy produced from the customer exceeding the energy purchased from the
distribution company, settlement shall be made according to the highest tariff block
purchased within the month, and the exceeded amount of energy produced shall be
added to the customer's account to be consumed in the next months.
3) In case of
an exceeded amount existed in the customer's account by the end of the calendar
year, settlement shall be made to the whole consumption over the last month,
and in case of an additional exceeded amount existed it will not be transferred
to the account of the next year.
4) The Agency
shall issue certificate of origin to the customer, a guarantee of origin for
each MWH, provided that the generated energy of the customer from solar energy
shall not be less than 1 MWH within a month.
The Agency has decided, due to the
importance of this rules, to be published for promoting the use, exchange and
the generation of electric energy produced from solar energy and to act in
accordance to it.
