Pan-Arab Renewable Energy Strategy 2030 : Roadmap of Actions for Implementation

The Pan-Arab Renewable Energy Strategy adopted in 2013 represents a consensus across the League of Arab States on pursuing a sustainable energy future. The strategy calls for large-scale development of the Arab region’s enormous renewable energy potential, including resources for renewable electricity generation, by the year 2030

Pan-Arab Renewable Energy Strategy 2030: Roadmap of Actions for Implementation, published by the International Renewable Energy Agency (IRENA) in partnership with the 22-member League and the Cairo-based Regional Centre for Renewable Energy and Energy Efficiency (RCREEE), highlights the actions needed to attract investments in the sector

The study proposes a Pan-Arab Clean Energy initiative to scale up renewable energy in the region’s power-generation systems. Achieving this will depend in part on opening up the market, through grid access for independent power producers, tools to facilitate financing, and efforts to build private sector capacities for accelerated renewable energy deployment

نظم المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة (RCREEE) جلسة نقاش حول "دور المؤسسات الصغيرة والمتوسطة في التحول نحو الطاقة المستدامة" وذلك ضمن فعاليات المنتدى العربي الثاني للطاقة المتجددة وكفاءة الطاقة والذي أقيم في الجونة، مصر يوم 18 يونيو2014. 

ناقشت  الجلسة العلاقة بين الشركات الصغيرة والمتوسطة والتحول نحو الطاقة المستدامة، وركزت على وجه الخصوص على  آلية خلق الشركات الصغيرة والمتوسطة للطلب على تكنولوجيات الطاقة المتجددة وكفاءة الطاقة، وذلك عن طريق تحسين كفاءة عملياتهما، كما تم تسليط الضوء على التجارب الدولية الناجحة لكيفية مساهمة الشركات الصغيرة والمتوسطة فيما يتعلق  بإيجاد  الحلول الناجعة للطاقة المتجددة وكفاءة الطاقة بالنسبة للمستخدمين في جميع القطاعات، بما في ذلك المناطق الريفية.

أطلقت جامعة الدول العربية تقرير "الاستراتيجية العربية للطاقة المتجددة 2030:  خطة طريق وإجراءات التنفيذ" الخاص بالوكالة الدولية للطاقة المتجددة (إيرينا) والذي اشترك المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة في إعداده.

وبالإضافة إلى ذلك أقيم يوم 20 يونيو على هامش المنتدى ورشة عمل تشاورية حول "إضفاء الطابع المحلي على سلسلة القيمة المتعلقة بصناعة تكنولوجيات الطاقة النظيفة في المنطقة العربية" الذي نظمته منظمة الأمم المتحدة للتنمية الصناعية (اليونيدو) بالتعاون مع المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة (RCREEE). الهدف هو جمع المدخلات اللازمة لوضع خارطة طريق لتعزيز التنسيق الإقليمي نحو معايير متناغمة لتكنولوجيات الطاقة النظيفة المصنعة محلياً. بالإضافة إلى تعزيز التكامل الإقليمي لدعم خلق سوق لهذه المنتجات.

المركز الإقليمي للطاقة المتجددة و كفاءة الطاقة يرحب بمتدربي البرنامج العربي لشباب الطاقة المستدامة (APSEY) في دورته الثالثة

بعد نجاح جولتين من البرنامج العربي لشباب الطاقة المستدامة (APSEY)، بدأت الدفعة الثالثة للتدريب بالمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة (RCREEE). تم التعاقد مع خمسة متدربين من الأردن ومصر وتونس والمغرب. 

وقد تم تنظيم نظمت جلسات تعريف لهم حول الطاقة المتجددة وكفاءة استخدام الطاقة بالمنطقة من قبل خبراء المركز. بالاضافة إلى مشاريع المركز المختلفة، واستراتيجية الاعلام والاتصال بالمركز. 

منذ انطلاق البرنامج في عام 2012، بدأ المركز بقبول ما يزيد عن 12 متدرب  سنوياً، على مرحلتين، يقدم البرنامج الخبرة للمتدربين عن طريق التدريب العملي في المركز على تحليل وتصميم السياسات، والمساعدة الفنية، وغيرها من الأنشطة ذات الصلة. تغطي هذه الفرصة نفقات السفر والإقامة الكاملة في القاهرة، مصر، بالإضافة إلى مرتب شهري.

يؤمن المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة بأهمية المواهب الشابة في منطقتنا باعتبارها مدخرات المنطقة الثمينة. البرنامج العربي لشباب الطاقة المستدامة (APSEY)، برنامج تدريب إقليمي في مجال الطاقة المستدامة، يهدف إلى استقطاب طلاب الدراسات العليا والشباب المتخصصين في مجالات الهندسة والاقتصاد والقانون من المنطقة العربية بالإضافة إلى تعزيز القدرات الفنية والعملية للمواهب الشابة في المنطقة والمهتمة بمجالات الطاقة المتجددة وكفاءة الطاقة.

Feed-in Tariffs in Turmoil

Lincoln Davies and Kirst Allen have just published an excellent article “Feed-in Tariffs in Turmoil” in the West Virginia Law Review. Anyone interested in better understanding feed-in tariff schemes should read it.

The comprehensive (38 page) article contains case studies of three countries that have used feed-in tariffs: Germany, Spain and South Korea. For each country, the authors first trace the evolution of the country’s law, its record of success and overall impact, and the challenges it now faces. The article then looks into lessons and implications from the different feed-in tariff regimes, covering areas like feed-in tariff effectiveness, internal feed-in tariff design, external effects as well as flexibility an stability of the schemes. The authors end with their conclusions.

The authors summarize their article as follows:

“Feed-in tariffs are extremely popular. Ubiquitous in Europe and across the globe, studies often suggest that feed-in tariffs (“FITs”) tend to outperform renewable portfolio standards (“RPSs”). The accepted logic is that this is because FITs offer certainty RPSs do not. Under a feed-in tariff, renewables producers know that all of their power will be purchased and at what price, while under an RPS, facilities have a guarantee on neither point. Feed-in tariffs, however, create a more complex policy ecology than is often acknowledged. While the FIT’s core advantage is certainty, the laws also inevitably erode the very stability they initially create. This is because FITs require recurring adjustment, and the more effective they are, the more modification they need. The end result is that FITs often foment turmoil, not stability. This Article challenges conventional thinking about feed-in tariffs, by showing the tumult they can create. Using three case studies of prominent feed-in tariffs that either have been abandoned or are surrounded by increasing debate — Germany’s, Spain’s, and South Korea’s — the Article shows both the policy turbulence feed-in tariffs can cause and why that matters. It offers a more nuanced view of FITs than is often offered. In turn, it extracts four key lessons lawmakers should keep in mind when designing FITs: (1) the laws tend to be effective, but (2) internal modification of the laws’ design is unavoidable, (3) feed-in tariffs often impact the legal and physical systems around them in unforeseen ways, and (4) FITs’ unpredictability must be carefully managed.”

Lincoln Davies is a professor of law at the S.J. Quinney College of Law of the University of Utah. Kirsten Allen is an associate at Fabian & Clenendin in Salt Lake City, Utah.

The article is a must read for anyone looking more closely into feed-in tariff systems, or trying to improve them. Comparing and contrasting the regimes in Germany, Spain and South Korea produced many noteworthy observations, also for people like myself who deal with one of the systems daily. One can only hope that the article will be read also by policy makers around the world working on the different renewable energy support mechanisms.

الإنتاج العالمي من الطاقة المتجددة يتصاعد

عشية انعقاد القمة العالمية التي دعا اليها الأمين العام للأمم المتحدة بان كي مون في شهر أيلول القادم للتباحث في قضية تغير المناخ العالمي واستعدادا لإنجاح القمة التي ستعقد في باريس العام 2015 للخروج باتفاق عالمي جديد وملزم يحل مكان بروتوكول كيوتو، صدر الملخص التنفيذي للتقرير الجديد حول الوضع العالمي للطاقات المتجددة لعام 2014 «رن 21» من خلال البعثة الدائمة لألمانيا لدى الأمم المتحدة (في نيويورك)، والذي اطلق خلال منتدى الأمم المتحدة «الطاقة المستدامة للجميع»، الاسبوع الماضي. يذكر هذا التقرير ان 95 دولة من دول الاقتصادات الناشئة قد عززت النمو الراهن للطاقة المتجددة، من خلال إقرار سياسات داعمة، وبزيادة ستة أضعاف عما كانت عليه في العام 2005. وان قدرات الطاقة المتجددة قد حققت مستويات قياسية جديدة، حيث قفزت 8.3٪ في العام 2013. وقد مثلت أكثر من 56٪ من صافي قدرات الطاقة العالمية المضافة، لتلبي نحو خمس الاستهلاك العالمي للطاقة.
ويؤكد التقرير ارتفاع عدد الدول ذات الاقتصادات الناشئة التي تقدم سياسات لمساندة التوسع في استخدامات الطاقة المتجددة لأكثر من ستة أضعاف وذلك في غضون ثماني سنوات فقط. فمن 15 بلدا ناميا في العام 2005 ارتفعت إلى 95 بلدا ناميا بداية العام 2014.
الجدير بالذكر، أن الدول الـ 95 الناميـة تلك، تشكـل الغالبـية العـظمى المسـاندة لسـياسـات وأهـداف الـطاقة المتجددة ضمن 144 دولة تعمـل في المجـال نفسـه. واللافـت للنظـر أيضـا، بحسـب التقريـر، أن ارتفـاع مستوى دعم الدول النامية يتناقض مع تراجع التأييـد والسياسـات غير المؤكدة وخفض دعم الطـاقات المتجددة في بعض الدول الأوروبية والولايات المتحدة الأميركية.
يقول آرثورز زيفروس، رئيس «رن 21»: «لقد تغيرت التصورات العالمية للطاقة المتجددة إلى حد كبير»، ثم يستطرد، «على مدى السنوات العشر الماضية، أظهر استمرار التقدم التكنولوجي والانتشار السريع للعديد من تكنولوجيات الطاقة المتجددة أن المسألة لم تعد ما إذا كان لمصادر الطاقة المتجددة دور تؤديه في توفير خدمات الطاقة أم لا، لتصبح كيف يمكننا رفع معدلاتها الحالية بشكل أفضل للوصول إلى 100٪ طاقة متجددة، وكيف يمكن للطاقة ان تصل الى الجميع. وكي يصبح هذا حقيقة واقعة، نحتاج إلى تغيير أنماط تفكيرنا: فاستمرار الوضع الراهن لخليط السياسات والإجراءات لم يعد ملائماً».
إلا ان هذا التقرير يتجاهل حقيقة أخرى، وهي ان التكنولوجيا الخضراء تحتاج في معظمها إلى أتربة نادرة، وان زيادة الاعتماد على الطاقة المتجددة ستؤدي حتما الى زيادة الطلب على هذه الأتربة النادرة، ما سيخلق ظروفا تنافسية صعبة، بدأت طلائعها بالظهور بعدما تبين ان دولة الصين تحتكر إنتاج أكثر من 70% من الأتربة النادرة في العالم لصعوبة استخراجها ولتسببها بكوارث بيئية جمة وتهديد كبير لصحة العمال ... ومع رفع دعاوى من قبل الولايات المتحدة الأميركية والاتحاد الأوروبي على الصين أمام محاكم منظمة التجارة العالمية بسبب تحكم الصين بأسعار هذه الأتربة وزيادتها باستمرار.

فى العام 2014، أطلقت الأمم المتحدة من مقرها في نيويورك مبادرة «الطاقة المستدامة للجميع»، لتحظى باعتماد سياسات مساندة مع دور محوري في دفع قدرات الطاقة المتجددة العالمية إلى مستوى قياسي جديد مقارنة بالعام الماضي (2013). وصل الانتاج الى 1.560 جيغاوات (ج.و.)، بزيادة 8.3٪ عن العام 2012، ليأتي أكثر من 22% من إنتاج الطاقة في العالم من مصادر الطاقة المتجددة.
على الصعيد الاجتماعي، وبحسب التقرير نفسه أيضا، عمل ما يقارب 6.5 ملايين فرد في جميع أنحاء العالم بشكل مباشر أو غير مباشر في قطاع الطاقة المتجددة خلال عام 2013. كما شكلت مصادر الطاقة المتجددة أكثر من 56٪ من صافي القدرات المضافة عالمياً خلال العام الماضي. كما ارتفعت الطاقة الكهرومائية بنسبة 4٪ ليصل مجملها إلى ما يقارب 1000 ج.و. في عام 2013، بما يعادل ثلث القدرات المضافة من المتجددة، بينما نمت المصادر المتجددة الأخرى مجتمعة بما يقارب 17٪، أي ما يقدر بنحو 560 ج.و.

التوفير العالمي

وفرت الطاقة المتجددة عالمياً 19٪ من إجمالي استهلاك الطاقة النهائي في العام 2012، واستمرت في النمو خلال العام التالي، مقسمة بين 10% لمصادر الطاقة المتجددة الحديثة، و9% للكتلة الحيوية التقليدية الآخذة في الانخفاض.
ويذكر التقرير انه للمرة الأولى، عالمياً، أضيفت قدرات من الخلايا الكهروضوئية تفوق نظيرتها من طاقة الرياح. وعلى الرغم من تراجع الاستثمار العالمي في الطاقة الكهروضوئية بما يقرب من 22٪ مقارنة بعام 2012، أضيفت قدرات جديدة تزيد على 27٪. بينما سجل سوق الطاقة الكهروضوئية رقماً قياسياً هذا العام، بإضافة نحو 38 ج.و. في عام 2013، ليصبح المجموع حوالي 138 ج.و.

تزايد الإنتاجية

شهدت الصين نمواً في انتاج الطاقة المتجددة يصفه التقرير بـ«المذهل» ، اذ يقترب من ثلث الطاقة الإنتاجية العالمية المضافة، تليها اليابان والولايات المتحدة.
اما على مستوى الدول، فقد ظلت الصين والولايات المتحدة، والبرازيل، وكندا، وألمانيا الأعلى من حيث مجموع القدرات المركبة من الطاقة المتجددة. ويذكر التقرير انه لأول مرة، تجاوزت القدرات المضافة من الطاقة المتجددة بالصين نظيرتها من الوقود الأحفوري والقدرات النووية.
كما يتحدث التقرير عن تزايد أعداد المدن، والولايات، والمناطق التي تسعى للتحول الكامل نحو الطاقة المتجددة سواء في أحد القطاعات أو على مستوى الاقتصاد ككل. على سبيل المثال، جيبوتي، واسكتلندا، والدولة الجزرية الصغيرة توفالو، تهدف جميعها لإنتاج 100٪ من الكهرباء من مصادر متجددة بحلول عام 2020.
إلا ان التقرير لم يلاحظ ان الدول الأكثر إنتاجا للتكنولوجيا الخضراء والأكثر إنتاجا للطاقة المتجددة، هي الدول الأكثر تلويثا في العالم والأكثر تسببا بتغير المناخ، لا سيما الصين التي باتت الأولى في العالم لناحية حجم انبعاثاتها والولايات المتحدة الأميركية التي انتقلت من المرتبة الأولى إلى المرتبة الثانية!

الاستثمارات

يشير التقرير الى ان بلادا مثل أوروغواي، موريشيوس وكوستاريكا كانت بين الدول الأكثر جذبا للاستثمار في الطاقة والوقود الحيوي مقارنة بإجمالي الناتج المحلي السنوي. وقد أضيف أكثر من 35 ج.و. من طاقة الرياح في عام 2013، ليتجاوز إجماليها 318 ج.و. ومع ذلك، فعلى الرغم من مرور عدة سنوات من النمو القياسي، انخفض السوق بنحو 10 ج.و. مقارنة مع العام 2012، ما يعكس في المقام الأول الانخفاض الحاد في سوق الولايات المتحدة.
على النقيض من ذلك، سجلت طاقة الرياح البحرية رقماً قياسياً بإضافة 1.6 ج.و.، أُنشأت جميعها (تقريبا) في الاتحاد الأوروبي.

تناقضات وغض نظر

بحسب التقرير أيضا، تواصل استخدامات التدفئة والتبريد باستخدام الكتلة الحيوية الحديثة، والطاقة الشمسية، والطاقة الحرارية الأرضية ارتفاعها المستمر (وإن جاءت بمعدلات صغيرة)، لتبلغ عالمياً حوالي 10% من الطلب النهائي على التطبيقات الحرارية.
بلغت الاستثمارات العالمية الجديدة في الطاقة المتجددة والوقود الحيوى نحو 249.4 مليار دولار على الأقل عام 2013، بانخفاض قدره بين 14% و23% مقارنة بعامي 2011 و2012، على الترتيب.
الا ان التقرير لم يذكر شيئا عن الاستثمارات الجديدة في النفط والغاز الصخري الذي نشط كثيرا في الفترة الأخيرة، لا سيما في الولايات المتحدة الاميركية والذي بدأ يغري كثيرين في جميع أنحاء العالم، بالإضافة الى الاستثمارات الجديدة (في الطاقة الاحفورية) في القطب المتجمد الشمالي، وقد استفاد الكثير من شركات البترول العالمية من تغيرات المناخ وذوبان الجليد لتسهيل عمليات استثماراتها والاستثمار في الأزمة التي تسببت بها! وقد تغافل التقرير كليا عن ذكر كل هذه المستجدات (مضافا اليها قضية الأتربة النادرة التي تحتاج اليها التكنولوجيا الخضراء السالفة الذكر) التي تتناقض مع توجهات وخلاصات التقرير التي تأمل ان يصبح الإنتاج العالمي من الطاقات المتجددة 100% !

Sweden as a leader on climate issues

       

The OECD regularly reviews countries' environmental policies, evaluates the results and presents
 recommendations for improvements. In its latest review, presented in Stockholm today, the OECD praises Sweden's work on green taxes and its success in combining emissions reductions with economic growth. The OECD also describes Sweden as a leader on climate issues in an international perspective and a pioneer in introducing financial policy instruments to improve the climate and the environment

"It's pleasing that the OECD confirms Sweden's strong position in the environmental field and that we continue to be a leader in many areas of environmental policy. It's also valuable to read the OECD's recommendations on how we can work even more effectively to achieve our ambitious environmental policy objectives. We have begun work on making Sweden's unique environmental quality objectives more specific, but we are aware that further action is needed. So we will benefit greatly from the OECD's work," says Minister for the Environment Lena Ek 

World class climate policy

Sweden's emissions of greenhouse gases have decreased by 23 per cent since 1990, with particularly sharp reductions since the mid-2000s. The renewable energy target for 2020 has already been passed. The OECD notes that Sweden is aiming to retain its leading role through ambitious and long-term objectives on zero net emissions of greenhouse gases by 2050 and a fossil-free vehicle fleet by 2030. The OECD recommends phasing out exemptions from energy and carbon dioxide taxes and doing more to increase cooperation in Swedish climate policy. The Government shares the OECD's view and has appointed an inquiry on a well-defined roadmap for reaching the 2050 objective. It has also set a checkpoint for climate policy in 2015 and taken part in the initiative to launch the global project New Climate Economy, the aim of which is to show the economic benefits of climate action

Apart from the praise for and recommendations on climate policy, the OECD presents around twenty other recommendations for continued environmental efforts. To achieve Sweden's other national and international commitments, taxes and subsidies in the transport sector need to be evaluated, marine protected areas need to be expanded and work on the environmental objectives needs to be reviewed

Unique environmental objectives

The OECD observes that the Swedish environmental objectives system, with its generational goal, several milestone targets and sixteen environmental quality objectives describing the desired state of Sweden's environment, is unique. The environmental objectives are a substantial commitment to achieve sustainable development, involving the whole of society. In the OECD's view, the actors in the system need to be better mobilised and more resources must be allocated in order to achieve the objectives. Over the past year, the Government has adopted new strategies, milestone targets and concrete measures to achieve the objectives. The responsibilities of 25 government agencies concerning the environmental objectives have been clarified in instructions and the Government will soon be appointing a national coordinator to put a special focus on the role of the business sector in the work on the environmental objectives

Previous review in 2004

The OECD regularly reviews the environmental policies of its member countries. Sweden was last reviewed in 2004. On that occasion, particular emphasis was given to Sweden's work on a green tax shift and its cohesive environmental legislation. At the same time, the OECD presented 44 recommendations for more effective environmental policy and for achieving the environmental objectives.

"As noted by the OECD, Sweden is a pioneer in green taxes, which have enabled us to successfully combine emissions reductions with economic growth. We welcome the OECD's recommendations to develop financial policy instruments in other areas as well,"

? What has the Government done for the environment between 2010 and 2014

discharges of nutrients to the Baltic Sea, reduced national greenhouse gas emissions and bans on harmful chemicals are some of the results of Swedish environmental policy over the last few years. Egyptian Governorates turn to solar energy

CAIRO: Giza Governor Ali Abdel Rahman said Friday that officials in the governorate will start using solar power on Haram Street to reduce electricity consumption by 30 percent, Youm7 reported

In May, Rahman also said his administration would install solar panels on the governorate headquarters and install solar powered street lights on the Cairo-Alexandria Desert Road, according to Youm7

In Sohag, Governor Mahmoud al-Attiq also held a meeting Thursday with officials to discuss installing solar energy units in rural villages that do not have electricity

Alaa Yassin, the head of solar energy projects in Egypt, attended the meeting and discussed providing 2,955 housing units in the governorate with solar power with a grant from the United Arab Emirates. This would prevent Egyptian citizens from shouldering the financial burden of the project

Matrouh Governor Badr Tantawy also held a meeting with the New and Renewable Energy Authority and the Emirati company responsible for building the solar energy power plant in Siwa

The plant is part of a cooperative agreement between Egypt and the UAE to support a number of development projects in different sectors to include electricity, health and housing, according to several media outlets.

Additionally, Civil Aviation Minister Hossam Kamal said May 13 during a press conference that using solar power in Egypt will save 70 million EGP ($9.8 million) a year and that the ministry is considering using it in runways and other airport facilities, Youm7 reported

ينظم بيت السناري الأثري بحي السيدة زينب بالقاهرة، التابع لمكتبة الإسكندرية؛ بالتعاون مع الشبكة المصرية للطاقات المتجددة والمياه، ندوة مفتوحة للجمهور تحت عنوان "هيا نحصد الشمس"، وذلك يوم الاثنين الموافق 16 يونيو 2014م في تمام الساعة السادسة مساءً إلى الساعة التاسعة مساءً. يحاضر في تلك الندوة المهندس إبراهيم سمك، وهو خبير مصري مقيم في ألمانيا، أجرى العديد من المقابلات مع العديد من مسئولين الدولة الكبار في مصر، لعرض مقترحاته وتحديد كيفية الاستفادة من خبراته. تأتي الندوة في إطار، كيف تكون الطاقة المتجددة هي الحل؟ والخلايا الشمسية هي البداية، وطرق وقواعد وأساليب حصاد الشمس لتحقيق تأمين الطاقة، وتدور حول عرض أفكار ورؤى الخبير المصري مهندس إبراهيم سمك للإستفادة من مصادر الطاقات المتجددة، خصوصاً الطاقة الشمسية لتأمين احتياجات الأفراد من الطاقة النظيفة الآمنة. تهدف الندوة إلى الإقتراب والتعرف على فكر المهندس إبراهيم سمك الذي يعد من رواد الطاقة المتجددة في ألمانيا منذ الثمانينات، وصاحب مشاريع إنارة متجددة رائدة في برلين وشتوتجارت. الندوة يوم الاثنين الموافق 16 يونيو 2014م في تمام الساعة السادسة مساءً إلى الساعة التاسعة مساءً، و مفتوحة للجمهور.
