مصر ترفع أسعار شحن السيارات الكهربائية: زيادة 45% لمحطات AC و180% لمحطات Egypt Raises EV Charging Tariffs: 45% Increase for AC, 180% for DC

 

أعلنت وزارة الكهرباء والطاقة المتجددة عن اعتماد أسعار جديدة لشحن السيارات الكهربائية، تتضمن زيادات ملحوظة في تكلفة الشحن. القرار، الصادر بقرار وزاري رقم 101 لسنة 2025 من الدكتور محمود مصطفى عصمت وزير الكهرباء، يبدأ العمل به اعتبارًا من اليوم التالي لنشره في الوقائع المصرية.

بحسب القرار، ستقوم شركات توزيع الكهرباء المرخص لها بتوريد الطاقة لمحطات الشحن بنفس أسعار البيع المقررة للمشتركين الآخرين على جهد التغذية الخاص بالمحطة. فيما تم تحديد أسعار البيع للمستهلك النهائي في محطات الشحن التجارية على النحو التالي:

• محطات الشحن بالتيار المتردد (AC) حتى 22 كيلووات: يباع الكيلووات/ساعة بسعر التوريد من شركات التوزيع مضافًا إليه 45%.

• محطات الشحن بالتيار المستمر (DC): يباع الكيلووات/ساعة بسعر التوريد من شركات التوزيع مضافًا إليه 180%.

أوضحت الوزارة أن القرار يأتي تنفيذًا لتوصية مجلس الوزراء في جلسته رقم (49) بتاريخ 9 يوليو 2025، وكذلك قرار جهاز تنظيم مرفق الكهرباء وحماية المستهلك، بهدف تنظيم سوق شحن السيارات الكهربائية، وجذب الاستثمارات، ودعم استراتيجية الدولة للتوسع في الطاقة النظيفة والتحول إلى النقل الكهربائي.

تأثيرات على السوق

يرى محللون أن هيكل التسعير الجديد ستكون له انعكاسات متباينة على سوق السيارات الكهربائية في مصر. فمن ناحية، قد تؤدي الزيادات المرتفعة، خصوصًا الـ 180% على الشحن السريع بالتيار المستمر، إلى إبطاء وتيرة الإقبال من جانب المستهلكين بسبب مخاوف تتعلق بارتفاع التكلفة. ومن ناحية أخرى، فإن الخطوة تعزز ثقة المستثمرين من خلال خلق إطار أكثر وضوحًا للعوائد، بما قد يسرع من وتيرة نشر البنية التحتية للشحن، ويقوي الجدوى طويلة المدى لسوق السيارات الكهربائية في مصر.

Egypt’s Ministry of Electricity and Renewable Energy has approved new tariffs for electric vehicle (EV) charging, marking a sharp increase in charging costs. The decision, issued under Ministerial Decree No. 101 of 2025 by Minister Mahmoud Mostafa Ezzat, takes effect the day after its publication in the Official Gazette.

According to the decree, licensed distribution companies will supply power to charging stations at the same tariffs applied to other consumers on the same voltage level. End-user prices at commercial charging stations will now be calculated as follows:

• AC charging stations (up to 22 kW): the kilowatt-hour will be billed at the supply tariff plus 45%.

• DC charging stations: the kilowatt-hour will be billed at the supply tariff plus 180%.

The Ministry stated that the adjustment is in line with a Cabinet recommendation from its 49th session on July 9, 2025, as well as a resolution by the Egyptian Electric Utility and Consumer Protection Regulatory Agency. The move aims to regulate the EV charging market, attract private investment, and support the government’s strategy to expand clean energy and electric mobility adoption.

Market Impact

Analysts believe the new pricing structure will have mixed effects on Egypt’s EV landscape. On one hand, higher tariffs—particularly the sharp 180% markup on DC fast charging—could discourage some consumers from switching to electric vehicles, raising concerns about affordability and adoption rates. On the other hand, the government’s move is likely to reassure investors by creating a clearer revenue framework, which could accelerate the rollout of charging infrastructure and ultimately strengthen the long-term viability of the EV market in Egypt.
