• The project aims to restore the carrying capacity of the river channel to provide water needs, confront any emergencies, and deal with flood situations.
• Producing up-to-date digital maps of the riverbed and banks, and surveying river-front lands, public properties, and encroachments using modern technology.
• Enabling ministry officials to accurately determine the locations of encroachments and the boundaries of the two zones — the prohibited and the restricted.
• Ensuring that individuals and investors comply with the requirements issued by the ministry regarding works carried out on both sides of the river.
Statement issued by the Ministry of Water Resources and Irrigation:
In light of what was presented to Dr. Mostafa Madbouly, Prime Minister, at the meeting held under his chairmanship on Monday, October 20, 2025,
Dr. Hani Sweilem, Minister of Water Resources and Irrigation, held a meeting to follow up on the status of the “National Project for Regulating the Nile,” which is considered one of the major projects falling under the umbrella of the second generation of the Egyptian Irrigation System 2.0.
Dr. Sweilem explained that this important project aims to restore the carrying capacity of the Nile River channel to ensure the provision of the required water needs for beneficiaries, confront any emergencies, and deal with flood situations.
He added that the “National Project for Regulating the Nile” includes producing up-to-date digital maps of the bed and banks of the Nile River and its two branches, surveying, recording, and documenting river-front lands alongside public properties of the Nile River, and recording all forms of encroachments on the river course using modern technologies such as satellite imagery, aerial photography, and digital applications.
This enables ministry officials to determine the locations of encroachments accurately, define the boundaries of the two zones — the prohibited and the restricted — on both sides of the river, ensure that individuals and investors comply with the requirements issued by the Ministry of Water Resources and Irrigation regarding works carried out on both sides of the river, and implement development works for any corniche or promenade according to the models set by the Ministry of Water Resources and Irrigation, without negatively affecting the Nile River’s water cross-section.
Dr. Sweilem stressed the continuation of monitoring by all Nile-protection departments to quell any attempts of encroachment in their cradle before they worsen, within the framework of Wave (27) currently being implemented, while carefully studying all cases from all technical and legal aspects to determine the optimal course of action for dealing with them.
