Dr. Hani Al-Nokrashy is an international energy expert and member of the scientific advisory council to the president of Egypt. In 2009 he was co-founder of the DESERTEC Foundation in Germany, which aims at creating a global renewable energy strategy based on harnessing sustainable power from sites where renewable sources of energy are abundant and transferring it through high-voltage direct current transmission to consumption centres. 
In the same year, the Egyptian government asked Al-Nokrashy to produce a study on the future of electricity production in Egypt, which recommended a gradual but definitive shift to renewable energy. He has also participated in work carried out by the DLR German Aero Space Centre on renewable energy in the Mediterranean.  
Al-Nokrashy graduated in mechanical engineering from Cairo University’s Faculty of Engineering and obtained his PhD from the Technical University of Darmstadt in Germany. He spoke to Al-Ahram Weekly about the best renewable energy strategy for Egypt.

How do you evaluate Egypt’s energy strategy, which targets the diversification of supply?

Any electricity planning must take as its highest priority the security of supply. The diversification of fuel suppliers is the original meaning of diversification in this context, with a view to guaranteeing the security of supply. The strategy adopted now is to diversify electricity production methods, including gas, oil, coal, nuclear and renewables. 
This strategy increases the risk of blackouts because a lack in the supply of one of the fuels, whether gas, oil, coal or nuclear, would cause a gap in the electricity supply as fuel cannot be shifted from one technology to another except under exceptionally expensive conditions.
The renewables that have been adopted in Egypt up to now are wind energy and photovoltaic cells (PV) that convert sunlight directly into electricity. Both are fluctuating sources of energy as they supply electricity only when atmospheric conditions allow. Wind is completely random, and PV operates only during daylight hours. 
From the point of view of electricity supply security, this means that when these sources are unable to supply energy the electrical grid must be able to compensate through traditional energy production methods, which means additional costs. This also means that wind and PV cannot be considered as reliable when planning electricity supply for the future. Only firm capacity can be considered, which comes from the four fossil-fuel sources mentioned.
Another renewable and controllable capacity for supply is the electricity produced by concentrating solar power (CSP), on condition that this provides heat storage for at least 14 hours of full-load production to bridge the darkness during the night. Moreover, there should be hybridisation with another type of fuel to bridge any two or three days of cloudy weather or sand storms (taking place during about one per cent of the year). This already working and proven technology is especially favourable in Upper Egypt, where the sun’s rays are mostly direct all the year round, enabling them to be concentrated by means of mirrors. CSP technology with adequate storage, however, was not considered within the electricity mix adopted in Egypt.
Hydropower, although renewable and controllable, is not available all the year round, and it represents only about six per cent of installed capacity.

What is your opinion of clean-coal technology?

Considering coal as a means to secure the electricity supply is quite inadequate, because coal is imported, and it is the most polluting fuel that can be used for electricity production. All countries using coal for electricity production are planning to stop doing so and to replace it with gas and renewables as gas produces half as much carbon dioxide (CO2) as coal. 
Egypt supports the Paris Agreement (COP21) to reduce CO2 emissions, and therefore it is counter-productive to build coal power stations. Egypt’s commitment presented by President Abdel-Fattah Al-Sisi at the COP21 Paris Conference stated that Egypt would promote the “use of advanced, locally-appropriate and more-efficient fossil-fuel technologies, which are less-emitting of CO2”. This has been achieved by contracting three giant gas-combined-cycle power stations, with a net efficiency of over 61 per cent and a total capacity of 14.4 GW.
These points show that the simple diversification of electricity production technologies is not the optimal solution. Instead, this is using renewables as much as they are available — mainly CSP with adequate heat storage — and locally available natural gas.
What is called “clean-coal technology” is a variety of technology used to prevent dust pollution and to remove some poisonous gases emitted from burning coal. The most important technology in this group is “carbon capture and storage” (CCS), which means the CO2 emitted in large quantities from burning coal and causing global warming is captured prior to leaving the chimney and stored in earth cavities, mainly those emptied from oil or gas exploration. This technology has been tested in several pilot projects, however, and it has proved to be inadequate because the storage capacity is limited to 25 to 30 years, meaning it is not sustainable. It has not been used commercially.
Another technology to slightly reduce CO2 emissions involves raising the efficiency of burning coal from about 42 per cent to 47 per cent and increasing electricity output by about 12 per cent at higher cost, thus reducing the emissions of CO2 per kWh produced. Finally, coal is not only polluting but also financially risky as its price varies according to market fluctuations and it must be paid for in foreign currency.

Egypt has a lot of sun radiation all year round. What form of solar energy technology might best be implemented in Egypt?

The crowded Nile Valley surrounded by deserts invites the establishment of solar electricity production facilities in the vast deserts east and west of the valley to supply the inhabitants of the cities and villages in it. However, the supply of electricity must be secure. It must be ready at any time on demand and sold at a price affordable to both the rural and urban population and industry. The only technology that fulfils all these conditions is concentrating solar power (CSP).
This is the same technology used in a thermal power station burning fuel to produce heat that is converted to electricity. The difference is that the heat is produced by concentrating the sun’s rays to a temperature of about 550 degrees Centigrade instead of burning fossil fuel. The heat is stored in a mixture of molten salts, a liquid that can be stored in an insulated tank to be used on demand for steam generation that drives a conventional turbine-generator unit. This technology has been successfully used in Spain since 2011.
It is the only technology that uses 99 to 100 per cent natural resources and features a secure and reliable supply of electricity at affordable cost. Water usage is minimised by using air-cooled dry condensers and advanced mirror-cleaning equipment.
Standardizing this technology by limiting nominal unit sizes to 20 and 50 MW would enable the mass production of the components of the power stations, thus reducing production costs rapidly. Since these power stations use nearly no fuel, the saved fuel costs can be used to build new power stations according to a carefully designed plan. Small units of 20 or 50 MW could be commissioned in parallel, thus reducing the building time dramatically and making use of electricity produced by each unit when readily commissioned.
Arranging standardized power stations of the same size in groups of five in a local grid parallel to the Nile Valley would give additional advantages. Since in winter electricity demand in Egypt is about one fifth less than in summer, a local grid of five similar power stations could perform annual maintenance lasting one or two weeks in the winter months by closing one power station at a time. The four other power stations would be able to shoulder the reduced winter load. The full load required in the following summer would then be available with freshly maintained power stations.
Adopting such a strategy would relieve the Egyptian grid of increased transmission loads, since each local (five-fold PS) grid would be self-contained — that is, it could work continuously 24/7 and 365 days per year. The choice of suitable locations for the single power stations is also very easy since no fuel pipeline and no water supply is needed.

Why has CSP technology not been widely adopted in Egypt? 

The government designed a feed-in tariff for renewable energy by considering only two types — wind and PV — of possible renewables in Egypt. It ignored many other possible energy production technologies, such as biogas from rice straw and electricity from the tides and waves. However, the most important neglected means of electricity production, which is nevertheless especially suitable for Egypt, was CSP technology with adequate heat storage. 
Converting rice straw to biogas protects the environment from in-field burning causing black clouds and converting tide and wave forces to electricity protects the coasts from erosion. CSP enables seawater desalination using waste heat, making it the cheapest available desalination technology. Adopting the strategy described of five connected CSP power stations in a local grid would save transmission-line costs and losses of transmission as well as securing supply even if the main grid is disconnected. Considering all these benefits, CSP is the cheapest means of electricity production in Egypt.
Egypt benefits from a clear sky nearly all the year round, enabling direct sunrays to reach the surface of the earth. These rays can be reflected by means of mirrors and focused to produce high temperatures of above 500 degrees Centigrade. This important local advantage has not been used effectively up to now.
Like for any new technology, the initial costs are high, and private investors may hesitate to start up a project. This can be overcome if a group of investors builds an industrial complex and within the complex the first pure CSP power station with storage to securely supply electricity to the complex is built. Since industry needs electricity mainly during the day time, the CSP power station could then feed surplus electricity out to the grid around sunset in summer, which is the peak hour for domestic consumption, at an agreed price. This would benefit both parties, especially as CSP electricity costs are less than conventional unsubsidised electricity costs in Egypt.

What is your assessment of the PV projects in the Upper Egyptian governorate of Aswan, which should generate 1,665 MW of electricity in a year’s time? 

The main advantage of PV is that it can be installed nearly anywhere and connected to the grid. It would have been much more advantageous to distribute the panels throughout the governorates of Upper Egypt, however, so that each governorate could benefit from the electricity injected into the grid and the jobs created.
Concentrating the panels in one spot in the governorate of Aswan brings disadvantages such as a complicated one-spot connection to the grid, including overloading the grid at noon (the peak production of PV), increasing the heat production in the panel field leading to reduced electricity production, and the risk of flames.
Higher ambient temperatures cause a reduction of electricity production in PV panels and probably the quick deterioration of the cells. Therefore, the choice of the hottest governorate in Egypt to install such a large PV field was not necessarily favourable to investors. However, the feed-in tariff is high enough to enable them to cover their costs and to make a profit as well.

كيف تقيم إستراتيجية الطاقة في مصر التي تستهدف تنويع المعروض من الطاقة المولدة؟

يجب أن يأخذ أي تخطيط للكهرباء أولوية قصوى لتأمين الإمداد الكهربائي
إن تنويع موردي الوقود المعنى الأصلي للتنويع في هذا السياق ، بهدف ضمان أمن الإمداد. الاستراتيجية المعتمدة الآن تنويع أساليب إنتاج الكهرباء ، بما في ذلك الغاز والنفط والفحم والطاقة النووية والطاقة المتجددة
تزيد هذه الاستراتيجية من خطر انقطاع التيار الكهربائي لأن الافتقار إلى إمدادات أحد أنواع الوقود ، سواء الغاز أو النفط أو الفحم أو الطاقة النووية ، قد يسبب فجوة في إمدادات الكهرباء حيث لا يمكن نقل الوقود من تكنولوجيا إلى أخرى إلا في ظل تكلفة باهظة للغاية 
محطات مصادر الطاقة المتجددة التي تم تبنيها في مصر حتى الآن هي طاقة الرياح والخلايا الفولتية الضوئية (PV) التي تحول أشعة الشمس مباشرة إلى كهرباء. كلاهما من مصادر الطاقة متقلبة لأنها لا توفر الكهرباء إلا عندما تسمح الظروف الجوية. الرياح عشوائية تماما ، والشمس فقط خلال ساعات النهار
من وجهة نظر أمن إمدادات الكهرباء ، يعني هذا أنه عندما تكون هذه المصادر غير قادرة على توفير الطاقة ، يجب أن تكون الشبكة الكهربائية قادرة على التعويض من خلال طرق إنتاج بديلة كالتقليدية موثوق بها، مما يعني تكاليف إضافية. وهذا يعني أيضًا أن الرياح لا يمكن اعتبارها موثوقًا عند تخطيط إمدادات الكهرباء للمستقبل. يمكن النظر فقط في القدرة الثابتة ، والتي تأتي من مصادر الوقود الأحفوري الأربعة المذكورة

ما هو رأيك في تكنولوجيا الفحم النظيف؟

اعتبار الفحم كوسيلة لتأمين إمدادات الكهرباء غير كافٍ ، لأن الفحم مستورد ، وهو الوقود الأكثر تلويثًا والذي 
يمكن استخدامه لإنتاج الكهرباء. جميع البلدان التي تستخدم الفحم لإنتاج الكهرباء تخطط للتوقف عن ذلك واستبداله بالغاز والطاقة المتجددة حيث ينتج الغاز نصف كمية ثاني أكسيد الكربون (CO2) كالفحم
تدعم مصر اتفاقية باريس من خلال التزام قدمه الرئيس عبد الفتاح السيسي ذكر فيه ان مصر ستشجع تكنولوجيا الوقود الاحفوري الاكثر ملائمة تحقق ذلك من خلال التعاقد مع ثلاث محطات عملاقة لتوليد الطاقة تعمل بالغاز ، مع كفاءة صافية تزيد على 61 في المائة وسعة إجمالية قدرها 14.4 غيغاواط
توضح هذه النقاط أن التنويع البسيط لتقنيات إنتاج الكهرباء ليس هو الحل الأمثل. وبدلاً من ذلك ، يستخدم هذا مصادر الطاقة المتجددة بقدر توافرها - خاصة CSP مع تخزين حراري مناسب – مع غاز طبيعي متوفر محليًا

مصر لديها الكثير من أشعة الشمس على مدار السنة 
أي شكل من أشكال تكنولوجيا الطاقة الشمسية يمكن 
تنفيذه على أفضل وجه في مصر؟

وادي النيل المزدحم المحاط بالصحارى يدعو لإنشاء مرافق لإنتاج الطاقة الشمسي في الصحراء الشاسعة شرق وغرب الوادي لتزويد سكان المدن والقرى فيها. ومع ذلك ، يجب أن تكون إمدادات الكهرباء آمنة. يجب أن تكون جاهزة في أي وقت حسب الطلب وتباع بسعر معقول لكل من سكان الريف والحضر والصناعة. التكنولوجيا الوحيدة التي تحقق كل هذه الشروط  الطاقة الشمسية الحرارية (CSP)
نفس التقنية المستخدمة في محطة الطاقة الحرارية التي تحرق الوقود لإنتاج الحرارة التي يتم تحويلها إلى كهرباء. الفرق أن الحرارة تنتج عن طريق تركيز أشعة الشمس إلى درجة حرارة حوالي 550 درجة مئوية بدلا من حرق الوقود الأحفوري. يتم تخزين الحرارة في خليط من الأملاح المنصهرة ، سائل يمكن تخزينه في خزان معزول لاستخدامه عند الطلب لتوليد البخار ، الذي يحرك وحدة مولدات توربينية تقليدية تم استخدام هذه التقنية بنجاح في إسبانيا منذ عام 2011
التقنية الوحيدة التي تستخدم 99 إلى 100 في المائة من الموارد الطبيعية وتتميز بتزويد آمن وموثوق من الكهرباء بتكلفة معقولة. يتم تقليل استخدام المياه باستخدام المكثفات الجافة المبردة بالهواء والمعدات المتطورة لتنظيف المرآة
من شأن توحيد هذه التقنية من خلال الحد من أحجام الوحدات الاسمية إلى 20 و 50 ميغاواط أن يسمح بالإنتاج الضخم لمكونات محطات توليد الطاقة ، مما يقلل تكاليف الإنتاج بسرعة. وبما أن محطات الطاقة هذه لا تستخدم أي وقود تقريبًا ، يمكن استخدام تكاليف الوقود المحفوظة لبناء محطات طاقة جديدة وفقًا لخطة مصممة بعناية. يمكن تشغيل وحدات صغيرة من 20 أو 50 ميجاوات بالتوازي ، وبالتالي تقليل وقت البناء بشكل كبير والاستفادة من الكهرباء التي تنتجها كل وحدة عند تشغيلها بسهولة
إن ترتيب محطات الطاقة الموحدة من نفس الحجم في مجموعات من خمسة في شبكة محلية موازية لوادي النيل من شأنه أن يعطي مزايا إضافية. وبما أن الطلب على الكهرباء في مصر في فصل الشتاء يقل بنحو خمس مرات عما هو عليه في الصيف ، فإن الشبكة المحلية المؤلفة من خمس محطات طاقة مماثلة يمكنها إجراء صيانة سنوية لمدة أسبوع أو أسبوعين في أشهر الشتاء بإغلاق محطة كهرباء واحدة في كل مرة. وستتمكن محطات الطاقة الأربع الأخرى من تحمل الحمل الشتوي المنخفض. سيكون الحمل الكامل المطلوب في الصيف التالي متاحًا في محطات توليد الطاقة الكهربائية الجاهزة

اعتماد هذه الاستراتيجية من شأنه أن يعفي الشبكة المصرية من حمولات الإرسال المتزايدة ، حيث أن كل شبكة محلية تكون مستقلة بذاتها - أي أنها يمكن أن تعمل بشكل مستمر على مدار الساعة طوال أيام الأسبوع و 365 يومًا في السنة. كما أن اختيار المواقع المناسبة لمحطات الطاقة الواحدة أمر سهل للغاية حيث لا توجد حاجة لخط أنابيب وقود ولا حاجة إلى إمدادات مياه

لماذا لم يتم اعتمادها كتكنولوجيا في مصر ؟ الطاقة الشمسية الحرارية 

قامت الحكومة بتصميم تعريفة تغذية للطاقة المتجددة من خلال الأخذ في الاعتبار نوعين فقط - الرياح والطاقة 
الكهروضوئية - من مصادر الطاقة المتجددة في مصر. تجاهل العديد من تقنيات إنتاج الطاقة الأخرى الممكنة ، مثل الغاز الحيوي من قش الأرز والكهرباء من المد والجزر والأمواج. ومع ذلك ، فإن أهم وسائل الإهمال لإنتاج الكهرباء ، ومع ذلك مناسبة بشكل خاص لمصر  CSP التخزين الحراري الكافي
إن تحويل قش الأرز إلى غاز حيوي يحمي البيئة من الحرق في الميدان مسبباً الغيوم السوداء وتحويل المد والقوى الموجية إلى كهرباء تحمي السواحل من التآكل.

تستفيد مصر من سماء صافية تقريبًا طوال العام ، مما يتيح الوصول إلى أشعة الشمس المباشرة على سطح الأرض. يمكن أن تنعكس هذه الأشعة عن طريق مرايا وتركز على إنتاج درجات حرارة عالية تزيد عن 500 درجة مئوية. هذه الميزة المحلية الهامة لم تستخدم بكفاءة حتى الآن
مثل أي تقنية جديدة ، فإن التكاليف الأولية عالية ، قد يتردد المستثمرون من القطاع الخاص في بدء مشروع. ويمكن التغلب على هذا إذا قامت مجموعة من المستثمرين ببناء مجمع صناعي وضمن ، تم بناء أول محطة طاقة شمسية تنقية مزودة بتخزين لتوفير الكهرباء بشكل آمن للمجمع. بمجرد أن للصناعة ستحتاج إلى الكهرباء بشكل رئيسي خلال النهار ، يمكن لمحطة الطاقة الكهرومغناطيسية أن تغذي فائض الكهرباء إلى الشبكة حول غروب الشمس في الصيف ، ساعة الذروة للاستهلاك المحلي ، بسعر متفق عليه. وهذا من شأنه أن يفيد كلا الطرفين ، 
خاصة وأن تكاليف الكهرباء من الطاقة الشمسية المركزة أقل من تكاليف الكهرباء غير المدعومة التقليدية

ما هو تقييمك للمشاريع الكهروضوئية في محافظة أسوان بمصر العليا ، والتي ستنتج 1،665 ميجاوات من الكهرباء في غضون عام؟

الميزة الرئيسية  كان يمكن تثبيتها في أي مكان تقريبا و جعلها متصلة بالشبكة. كان هذا أفضل توزيع اللوحات في جميع محافظات صعيد مصر ، بحيث يمكن لكل محافظة أن تستفيد من الكهرباء المحققة في الشبكة والوظائف التي تم إنشاؤها
إن تركيز الألواح في بقعة واحدة في محافظة أسوان يجلب عيوبًا مثل اتصال نقطة واحدة معقدة للشبكة ، بما في ذلك التحميل الزائد للشبكة عند الظهيرة (إنتاج ذروة) ، وزيادة إنتاج الحرارة في مجال اللوحات مما يؤدي إلى تقليل إنتاج الكهرباء ، ارتفاع درجات الحرارة المحيطة يؤدي إلى انخفاض إنتاج الكهرباء في الألواح الكهروضوئية وربما التدهور السريع للخلايا. إختيار أكثر محافظات مصر حرارة  لتركيب مثل هذا الحقل الكهروضوئي الكبير لم يكن بالضرورة مواتياً للمستثمرين. مع ذلك ،  تعريفة التغذية عالية بما يكفي لتمكينهم من تغطية تكاليفها وتحقيق الربح أيضًا لهم

محطة لإنتاج الكهرباء بإستخدام نظم الخلايا الشمسية الفوتوفلطية بقدرة 26 ميجاوات بمدينة كوم أمبو A power plant using 26 MW solar photovoltaic systems in Kom Ombo city












في إطار الإستراتيجية الوطنية للطاقة المتجددة والتي تهدف إلي الوصول إلي 20% من إجمالي الطاقة المنتجة من مصادر متجددة بحلول عام 2022، والوصول إلي أكثر من 37% من إجمالي الطاقة المنتجة من مصادر متجددة بحلول عام 2035.
جري اول امس توقيع عقد بين هيئة الطاقة الجديدة والمتجددة وشركة TSKالأسبانية لتركيب وتشغيل وصيانة محطة لإنتاج الكهرباء بإستخدام نظم الخلايا الشمسية الفوتوفلطية بقدرة 26 ميجاوات بمدينة كوم أمبو بمحافظة أسوان، بقيمة إجمالية تقدر بحوالي 20 مليون يورو، حيث يبلغ سعر إنتاج الكيلووات ساعة من هذا المشروع بحوالي 3.2 دولار سنت/كيلووات ساعة.

أوضح د.الخياط الرئيس التنفيذى لهيئة الطاقة الجديدة والمتجددة أن هذا المشروع يتم تنفيذه علي مساحة تقدر بحوالي 500 ألف متر مربع، ومن المتوقع أن ينتج المشروع 53 ألف ميجاوات ساعة سنوياً بما يوفر حوالي 12 ألف طن بترول مكافيء ويحد من إنبعاثات حوالي 30 ألف طن ثاني أكسيد الكربون،  ومن المقرر أن تنتهي الشركة المنفذة من أعمال التركيبات والتشغيل في منتصف 2019.
المشروع في إطار التعاون القائم بين الحكومتين المصرية والفرنسية ، يتم تمويل المشروع من خلال الوكالة الفرنسية للتنمية من خلال قرض ميسر بقيمة 40 مليون يورو، علي أن يستخدم فائض القرض في تمويل مشروعات طاقة متجددة أخرى.

Dr. Mohamed Al-Khayyat, Chief Executive Officer of the New and Renewable Energy Authority, said that the project is being implemented on an area of ​​about 500,000 square meters. The project is expected to produce 53,000 megawatts per year, providing about 12,000 tons of equivalent oil and limiting the emissions of about 30 thousand tons CO, is scheduled to be completed by the executing company of installation and operation works in mid 2019Project In the context of the existing cooperation between the Egyptian and French governments, the project is financed through the French Development Agency through a concessional loan of EUR 40 million, with the loan surplus being used to finance other renewable energy projects

مؤتمر الامم المتحدة لأتفاقية التنوع البيولوجي بشرم الشيخ في نوفمبر 2018 UN Conference Biological Diversity in Sharm El – Sheikh, November 2018

مع استعدادات مصر لتحديث استراتيجية التنمية المستدامة، واستضافة مؤتمر الأطراف الرابع عشر لاتفاقية التنوع البيولوجي بمدينة شرم الشيخ في نوفمبر 2018 شهدت د. ياسمين فؤاد، وزيرة البيئة، مراسم توقيع مشروع تعزيز القدرات الوطنية لتحسين المشاركة العامة لتنفيذ اتفاقيات ريو بين وزارة البيئة وبرنامج الأمم المتحدة الإنمائي .وقع عليه د. محمد صلاح رئيس جهاز شئون البيئة وراندا أبو الحسن المدير الإقليمي لبرنامج الأمم المتحدة الإنمائي والسفير هاني سليم مساعد وزير الخارجية.

وأشارت د. ياسمين فؤاد إلى أن المشروع يساعد على تنمية القدرات الشاملة التي تدعو إليها الاتفاقات البيئية الدولية المتعددة الأطراف التي وقعت عليها مصر مثل اتفاقية تغير المناخ واتفاقية مكافحة التصحر واتفاقية الحفاظ على التنوع البيولوجي بغرض إدماج قضايا البيئة العالمية والاستدامة البيئية في قطاعات التنمية الرئيسية وخطة مصر للتنمية المستدامة.

أوضحت وزيرة البيئة أن اتفاقيات ريو الثلاث (تغير المناخ،التنوع البيولوجي، مكافحة التصحر) تعد عمود التنمية المستدامة، وأن توقيت إطلاق المشروع يتناسب مع استعداد مصر لاستضافة مؤتمر الأطراف لاتفاقية التنوع البيولوجي والذي سيتضمن مبادرة لربط الاتفاقيات الثلاث على المستوى العالمي، مضيفة أن العمل مع شركاء التنمية سيساعد على دفع عجلة التنمية.

وأضافت أيضًا أن هذا المشروع يهدف بشكل أساسي إلى رفع الوعي البيئي لدى النشء والشباب من خلال العمل مع المدارس والجامعات لدمج البعد البيئي في المناهج الدراسية وإنشاء مراكز علمية استكشافية بالمحميات الطبيعية لتبسيط العلوم وارساء عامل جذب علمي للمحميات الطبيعية.

ولفتت أن المشروع يهدف إلى دعم قدرات وزارة البيئة للقيام بدروها التنسيقي مع الجهات التنفيذية على المستوى الوطني لتنفيذ البرامج والأنشطة التي تفي بالتزامات الدولة تجاه الاتفاقيات البيئية الدولية المتعددة الأطراف وأهداف التنمية المستدامة التي وقعت عليها الحكومة المصرية من خلال التركيز على تعزيز المشاركة العامة في تنفيذ الاتفاقات البيئية الدولية، بما يشمل تطوير قدرات الهيئات الحكومية المشاركة في تنفيذ هذه الاتفاقيات، من خلال تعزيز مشاركة الوزارات المعنية وتقوية القدرات الفردية والمؤسسية على تحسين إدارة البيئة في مصر وتعزيز جهود مصر لدمج الأولويات البيئية العالمية في الخطة الوطنية للتنمية المستدامة.

أشارت وزيرة البيئة إلى أهمية برنامج الأمم المتحدة الإنمائي كشريك رئيسي في التنمية، حيث يعد أحد الوكالات التنفيذية المعتمدة لدى مرفق البيئة العالمية أكبر صناديق الأمم المتحدة لتمويل المشروعات التي تدعم الدول النامية للاستيفاء بالتزاماتها تجاه الاتفاقات الدولية البيئية المتعددة الأطراف من خلال مساعدة الدول النامية على التقدم بطلب المنح للمشروعات التي تتفق مع الأولويات الوطنية وبرامج مرفق البيئة العالمية التمويلية، وبناء القدرات الوطنية في مجالات قضايا البيئة العالمية وتنفيذ مشروعات مماثلة في أكثر من 100 دولة.


 Via Egypt's preparations for further modernization of the sustainable development strategy and hosting Conference of the Fourteenth Parties to the Convention on Biological Diversity in Sharm El-Sheikh in November 2018, Dr. Yasmin Fouad, Minister of the Environment, witnessed  signing ceremony of the project to strengthen national capacities to improve public participation in the implementation of the Rio conventions between the Ministry of Environment and the United Nations Development Program. Signed by Dr. Mohamed Salah, head of the Environmental Affairs Agency, Randa Abulhasan, UNDP Regional Director, and Ambassador Hani Selim, Assistant Foreign Minister.
Dr. Yasmin Fouad pointed out that the project helps to develop the comprehensive capacities called for in the multilateral international environmental agreements signed by Egypt such as the Convention on Climate Change, the Convention to Combat Desertification and the Convention on the Conservation of Biodiversity for the purpose of integrating global environmental issues and environmental sustainability into the main development sectors and the Egypt Development Plan Sustainable development.

Minister explained that the three Rio conventions (climate change, biodiversity, and combating desertification) are the pillar of sustainable development and that the timing of the project is commensurate with Egypt's willingness to host the Conference of the Parties to the Convention on Biological Diversity which will include an initiative to link the three conventions at the global level. Development partners will help drive development new track.
She added that this project aims mainly at raising environmental awareness among young people through working with schools and universities to integrate the environmental dimension into the curriculum and to establish scientific centers in natural reserves to simplify science and establish a scientific attractiveness for nature reserves.
The project aims to support the capacity of the Ministry of Environment to coordinate with the executive bodies at the national level to implement programs and activities that meet the State's obligations towards the multilateral international environmental agreements and the sustainable development goals signed by the Egyptian government, focusing on enhancing public participation in the implementation of environmental agreements Including the development of the capacities of government bodies involved in the implementation of these conventions, by enhancing the participation with relevant ministries and strengthening individual and institutional capacities to improve environmental management in Egypt and to strengthen Egypt's efforts to integrate the Global environmental priorities in the National Plan for Sustainable Development.
The Minister of Environment referred to the importance of UNDP as a key development partner.
One of the GEF's implementing agencies is the largest United Nations fund to finance projects that support developing countries to meet their commitments to multilateral environmental agreements by helping developing countries apply. Grants for projects in line with national priorities and GEF funding programs, building national capacities in global environmental issues and implementing similar 
projects in more than 100 countries.

Doing more with less: The new paradigm for achieving SDG6 القيام بالمزيد بأقل صعوبة : النموذج الجديد لتحقيق هدف استدامة المياه
















Water is at the heart of sustainable development and is critical for socio-economic development, energy and food production, healthy ecosystems and human survival. To provide an in-depth review of the global status of Sustainable Development Goal 6 and inform discussions among all 193 UN Member States during the High-level Political Forum on Sustainable Development, UN-Water has produced the SDG 6 Synthesis Report 2018 on Water and Sanitation. Alarmingly, according to the report, “The world is not on track to reach the SDG 6 on Water and Sanitation by the deadline set for 2030.”
The UN- Water report makes sobering reading, serves as a baseline and prognosis for the SDG 6. Amid its multiple highlights and recommendations, it is clear that there is an innovation deficit in water management and we still face the fundamental challenge of doing more with less. “What this report makes clear is that we must tackle weak funding, planning, capacity and governance of water and sanitation services as a top priority. New partnerships are needed, involving stakeholders within and beyond the water and sanitation sectors, to address these fundamental issues, balance competing needs, and act to get SDG 6 back on track. Data and smart technologies must be embraced so interventions can be as effective as possible and progress tracked over time”.
In a rapidly changing world, we are still solving new problems with old solutions and our experience turns to be our worst enemy. Solving wicked water problems requires creativity and innovation to turn risks into opportunities, providing fit for purpose solutions, and changing the financing mechanisms of water, providing strong governmental leadership and accountability, as well as recognizing young water professionals as key stakeholders, acknowledging multiple knowledge cultures, and accepting the inevitability of uncertainty. The 2030 Agenda can only be realized with a strong commitment to partnerships at all levels and ensure leaving no one behind. As Dr. Mahmoud Mohieldin, World Bank’s Senior Vice President for the 2030 Development Agenda, United Nations Relations, and Partnerships, said: “Innovation work doesn’t happen in isolation, it requires a network of ideas, individuals, and institutions to come together to be more than a sum of their parts.”
It is very clear that the status quo is not enough to achieve the ‘water goal’ and bridge the financial gap in face of increasing demands and climate change. As shown in the figure, SDG6 sets the performance bar higher than the millennium development goal 7 by addressing the reliability and quality of water services, which makes achieving water supply, sanitation, and hygiene (WASH) much harder. According to (WHO and UNICEF 2017), 2.1 billion people lack access to safely managed drinking water services and 4.5 billion people lack safely managed sanitation services.

Public utilities and governments are typically unable to meet development finance demands solely through public resources and have to attract new sources of financing. Unlocking private sector capital for development projects that aim at providing safe and affordable water and sanitation services to the poor is particularly challenging due to uncertaintainties in return on investment and limited regulatory framework to ensure the democratic ownership, effectiveness and accountability. This is where innovative solutions are needed. These financial obstacles can be translated into opportunities at local level in which crowd funding schemes with enabling environment can be a game changer in creating fit for purpose solutions to financial challenges and empowering young water professionals and innovators in partnership with local government, private sectors, and research groups.
We must think differently about water to ensure food security, conserve delicate ecosystems and end poverty by 2030. This paradigm shift can be achieved by changing the way we manage water today, shifting from centralized solutions to decentralized solutions, reducing and managing the high level of non-revenue water, transforming our perspective from a linear ‘use and dispose’ approach to a more sustainable circular economy model, attaching values to the resources and harnessing the water, energy and food nexus in the entire water system especially wastewater (World Bank, 2018). In addition to investment, technological exchange is a core requirement for successful implementation of the SDG6 to transfer the affordable, scalable solutions that are available and it can therefore increase collaboration between regions and provide a sustainable boost to both developing and developed economies.
Achieving the SDG6 relies not only on setting goals, but also on a responsive approach to the voice and needs of local communities and young water professionals. By engaging youth in decision-making, empowering and equipping them with skills, knowledge and confidence in their abilities, there is a real chance that global leaders can harness the potential of youth to reach the SDGs by 2030.

تعتبر المياه في قلب التنمية المستدامة وهي في غاية الأهمية للتنمية الاجتماعية والاقتصادية ، وإنتاج الطاقة والغذاء ، والنظم البيئية الصحية ، والبقاء البشري. لتقديم استعراض متعمق للوضع العالمي للهدف 6 من أهداف التنمية المستدامة وإثراء المناقشات بين جميع الدول الأعضاء في الأمم المتحدة البالغ عددها 193 خلال المنتدى السياسي الرفيع المستوى المعني بالتنمية المستدامة ، أعدت لجنة الأمم المتحدة المعنية بالموارد التقرير التجميعي SDG 6 بشأن المياه و الصرف الصحي.

في عالم سريع التغير ، تفادي حل مشاكل جديدة بحلول قديمة كي لا تتحول خبرتنا إلى أسوأ عدو لنا يتطلب الحل مشاكل المياه الإبداع والابتكار لتحويل المخاطر إلى فرص ، وتوفير حلول ملائمة للغرض ، وتغيير آليات تمويل المياه ، وتوفير قيادة حكومية قوية ومساءلة ، بالإضافة إلى الاعتراف بالمهنيين الشباب في مجال المياه باعتبارهم أصحاب المصلحة الرئيسيين ، والاعتراف بالثقافات المتعددة للمعرفة.
وقبول حتمية عدم اليقين. لا يمكن تحقيق خطة عام 2030 إلا من خلال التزام قوي بالشراكات على جميع المستويات وضمان ألا يتخلف أحد. وكما قال الدكتور محمود محيي الدين ، نائب رئيس البنك الدولي لأجندة التنمية لعام 2030 ، وعلاقات الأمم المتحدة والشراكات: "إن العمل في مجال الابتكار لا يحدث في عزلة ، بل يتطلب شبكة من الأفكار والأفراد والمؤسسات للتجمع ليكون أكثر من مجموع أجزائهم"
من الواضح أن الوضع الراهن لا يكفي لتحقيق "الهدف المائي" وردم الفجوة المالية في مواجهة المطالب المتزايدة وتغير المناخ. وكما هو مبين في الشكل ، يحدد الهدف 6 من أهداف التنمية المستدامة شريط الأداء أعلى من الهدف الإنمائي للألفية 7 من خلال معالجة موثوقية ونوعية خدمات المياه ، مما يجعل تحقيق إمدادات المياه والصرف الصحي والنظافة العامة أكثر صعوبة. ووفقاً لمنظمة الصحة العالمية واليونيسف 2017 ، فإن 2.1 مليار شخص يفتقرون إلى خدمات إدارة مياه الشرب المدارة بأمان ، ويفتقر 4.5 مليار شخص إلى خدمات الصرف الصحي المدارة بأمان

يعتمد تحقيق الهدف الثاني من أهداف التنمية المستدامة ليس على تحديد الأهداف فحسب ، بل يعتمد أيضًا على نهج الاستجابة لصوت واحتياجات المجتمعات المحلية ومحترفي المياه من الشباب. من خلال إشراك الشباب في صنع القرار ، وتمكينهم وتزويدهم بالمهارات والمعرفة والثقة في قدراتهم ، هناك فرصة حقيقية أن يتمكن قادة العالم من تسخير إمكانات الشباب للوصول إلى أهداف التنمية المستدامة بحلول عام 2030
