“Investing
in renewable Energy in Egypt ”
is the title of a document prepared by Amereller Legal consultants. Amereller
consultants have a variety of experience in the renewable energy industry in Egypt and the
MENA region. Among their recent work in Egypt is “Advising an international
consortium in Egypt on the bid for two 50 MW wind farms to be operated under
the new feed-in tariff and Advising an international technology company on the
bid for a 300 MW wind farm located on the Egyptian Pg. 10 Part 1: Desk Analysis
10 | P a g e Red Sea” (Amereller Consultants, 2015, P. 11).
Among Amereller consultants projects are
participating in major eco-friendly mega projects such as being active
investors in Masdar City or taking part in initiatives such as DESERTEC,
“that aim at promoting the large scale installation of renewable energy
projects across North Africa ” (Amereller
Consultants, 2015, P. 10).
This document serves as an
introduction to the legal framework for investing in renewable energy in Egypt . It
covers the topics of the Egyptian Market, Energy laws, public tenders, Clean
Development Mechanism (CDM), electricity export– which can provide additional
funding for renewable energy projects and last but not least reflects on the
current investment climate. Another study on the progress in the establishment
of Renewable Energy in the Middle East and North Africa
and how it evolved over the years is the “MENA Renewables Status Report” by
John Bryden, Lily Riahi,Romain Zissler. The report is written in a
comprehendible manner; pie charts and tables were included to clearly
illustrate the information. It mainly “provides a comprehensive and timely
overview of developments in renewable energy markets, industries, policies, and
investments in the MENA region, drawing on the most recent data available,
provided by a network of more than 50 contributors and researchers from the
region and synthesized by a multi-disciplinary authoring team”( Bryden, J.,
Riahi, L., & Zissler, R, 2013, P.6).To understand more about steps taken to
deploy renewable energy in the MENA and Arab Region, studies such as“Arab
Renewable Energy Strategy 2030” is a report by IRENA (International Renewable
Energy Agency and the Regional Center for Renewable Energy and Energy
Efficiency (RCREEE) along with the League of Arab states offering road map of
actions to implement to insure sustainable development. The report highlights
the current state of renewables and the local Manufacturing market in countries
like: Algeria , Bahrain , Comoros ,
Djibouti , Egypt , Iraq ,
Jordan , Kuwait , Lebanon ,
Morocco
and others. A regional SWOT analysis for the Arab renewable energy strategy was
conducted. The report also illustrated the different gaps hindering the
application of RE such add Political, Legal, Regulatory, Institutional Gaps,
Economic, Financial ,Market Gaps, Technology, Human Capacity and Infrastructure
Gaps. To sum up the study recommends focusing Pg. 11 Part 1: Desk Analysis 11 |
P a g e regional cooperation activities in the next couple of years and on
several initiatives that can influence and expedite the countries readiness to
prepare their NREAPs” (IRENA, 2014, P.75).
