“Energy Subsidies – Why Egypt has to act now”

– In Egypt subsidies represent one third of the government expenditure. Since
energy subsidies account for 71% of the total subsidies and the value of
subsidies for electricity and petroleum have increased by more than 100% over
the past 5 years, they present a great burden on Egypt’s budget
Thus, energy subsidy polices need to be revisited: most
importantly under the new circumstances of limited supply and growing demand,
but also in order to make sure that these subsidies are directed as intended
towards those who need them: the end users and development activities
Following up on the three round table discussions in the
past four months addressing energy in Egypt, organized by the Energy Research
Center of the Faculty of Engineering of Cairo University in coordination with
the Egyptian Ministries of Petroleum and Electricity, CCT will in its 14th
event focus on how to reform energy subsidy policies in Egypt
In the course of the panel discussion, different aspects
of the topic will be examined
Eng. Sherif Ahmed Sherif (Head of Research and
Information Unit – Ministry of Industry and Foreign Trade) and Dr. Hafez
Salmawy (Managing Director of the Electrical Utility and Consumer Protection
Regulatory Agency) will address the consumption pattern on the supply side,
Dr. Tamer AbouBakr (Chairman of the Energy Unit at the
Federation of Egyptian Industries) will speak about Shared Energy Costs in
various sectors,
Dr. Mohamed Sobki (Director – Energy Research Center
Cairo University) will tackle rate making schemes, whereas
Dr. Alia El Mahdy (Professor of Economics at Cairo
University) will shed some light on the fairness of the conditions
Finally, Dr. Albrecht Kaupp (Senior Policy Advisor GIZ
at
the German Ministry for the Environment, Nature Conservation and Nuclear
Safety) will introduce an international perspective on guiding principles for
the removal of energy subsidies
After the panel discussion the audience will have the
opportunity to interact with the panelists. The event is
designed as an open discussion with civil society

“Cairo Climate Talks” is a series of monthly
events meant to provide a platform to exchange experience, raise awareness and
foster cooperation between policymakers, the business community, the scientific
community as well as civil society. It is held in cooperation between the
German Embassy in Cairo, the Egyptian Ministry of State for Environmental
Affairs, the Egyptian Environmental Affairs Agency (EEAA), the German Academic
Exchange service (DAAD), the Deutsche GesellschaftfürInternationaleZusammenarbeit
(GIZ) and the Egyptian German High Level Joint Committee for Renewable Energy,
Energy Efficiency and Environmental Protection (JCEE)

اللقاء الرابع عشر لمنتدى القاهرة للتغير المناخي تحت شعار:
"الطريق للتحرك بفاعلية أكثر عن دعم الطاقة في مصر"

2013 - يمثل الدعم ثلث الإنفاق الحكومي في مصر. منذ أن وصلت إعانات الطاقة إلى 71٪ من إجمالي الدعم
و قفزت قيمة الدعم على الكهرباء والبترول بنسبة أكثر من 100٪ خلال السنوات ال
5 الماضية، باتت تمثل عبئا كبيرا على ميزانية مصر.
هكذا، فإن
سياسات دعم الطاقة تحتاج لإعادة نظر، خاصة في إطار الظروف الجديدة من العرض
المحدود والطلب المتزايد. هذا بالإضافة إلى ضرورة التأكد من أن يتم توجيه هذا
الدعم إلى الفئات الأكثر حاجة إليه على النحو الأمثل.
وفي متابعة
للثلاثة حلقات النقاشية التي تناولت الطاقة في مصر خلال الأربعة أشهر الماضية
والتي نظمها مركز بحوث الطاقة التابع لكلية الهندسة في جامعة القاهرة بالتنسيق مع
وزارتي البترول والكهرباء، يخصص منتدى القاهرة للتغير المناخي خلقته النقاشية
الرابعة عشر لمناقشة كيفية إصلاح سياسات الدعم في مصر.
في سياق حلقة
النقاش، سيقوم نخبة من المتخصصين بفحص الجوانب المختلفة للموضوع، وهم: المهندس.
شريف أحمد شريف (رئيس وحدة البحث والمعلومات - وزارة الصناعة والتجارة الخارجية)
والدكتور حافظ سلماوي (مدير جهاز تنظيم مرفق الكهرباء و حماية المستهلك)، دكتور
تامر ابو بكر (رئيس وحدة الطاقة في اتحاد الصناعات المصرية)، دكتور محمد السبكي
(مدير - مركز بحوث الطاقة بجامعة القاهرة)، دكتورة علياء المهدى (أستاذ الاقتصاد
في جامعة القاهرة) وأخيرا دكتور ألبريشت كاوب (كبير مستشاري السياسات
GIZ بهيئة التعاون
الألمانية ووزارة البيئة الألمانية).
وستتاح فرصة
للجمهور بعد النقاش للتفاعل مع المختصين وطرح الأسئلة والتعليق.
