اقترب صندوق مصر السيادي من الاستحواذ على مشروعات طاقة الرياح في الزعفرانة وجبل الزيت بقدرات إجمالية تبلغ 1125 ميجاوات.
قالت مصادرحكومية رفيعة المستوى في تصريحات خاصة لـ”إيكونومي بلس” إنه سيتم توقيع الاتفاقية قبل نهاية العام الجاري، وسوف تنتقل الملكية الخاصة بالمشروعات لصالح صندوق مصر السيادي عقب إتمام عملية الاستحواذ، وسيكون بإمكانة بيع جزء من هذه المحطات أو الاحتفاظ بملكيتها.
أضافت المصادر، أن صندوق مصر السيادى خاطب هيئة الطاقة المتجددة منذ أيام لمناقشة خطة العمل المقترحة بشأن مشروعات طاقة الرياح ،وكذلك إجراء دراسات الجدوي والتقييم للمحطات بالتعاون مع الإستشارى.
المشروعات المقرر الاستحواذ عليها
تبلغ قدرة مشروعات طاقة رياح الزعفرانة 545 ميجاوات، وتضم 700 توربينة من طرازات مختلفة “600 كيلووات،660 كيلو وات،850 كيلووات، وتم تنفيذ المحطة على عدة مراحل اعتباراً من عام 2001، وذلك من خلال بروتوكولات تعاون حكومي مع كل من ألمانيا والدنمارك واسبانيا واليابان.
تبلغ قدرة مشروعات رياح جبل الزيت 580 ميجاوات،وتضم 3 محطات تشمل جبل الزيت1 بقدرة 240 ميجاوات تم تنفيذها بالتعاون مع بنك التعمير الألماني وبنك الاستثمار الأوروبي والمفوضية الأوروبية، ومحطة جبل الزيت2 بقدرة 220 ميجاوات بالتعاون مع الوكالة اليابانية للتعاون الدولي.
و محطة جبل الزيت3 بقدرة 120 ميجاوات بالتعاون مع الحكومة الاسبانية ، ويضم مجمع المحطات 290 توربينة رياح من طراز “G80″،وبقدرة 2 ميجاوات للتوربينة الواحدة.
الطاقة المتجددة ترسل بيانات المشروعات لـ”مصر السيادي”
ذكرت المصادر، إن هيئة الطاقة المتجددة أرسلت البيانات الفنية الخاصة بالمشروعات تتضمن العمر التشغيلي لتوربينات الرياح والشركات الأجنبية المنفذة للمشروع ومساحة الأرض المنشأ عليها المحطات، والأمور التقنية الأخرى الخاصة بسرعات الرياح وكذلك الجزء الخاص بالأمور المالية الخاصة بمجمع المشروعات.
تخضع ملكية محطات منطقة الزعفرانة لهيئة الطاقة الجديدة والمتجددة وتبيع القدرات المنتجة من المحطات لصالح الشركة المصرية لنقل الكهرباء بقيمة 61 قرشاً لكل كيلووات ساعة بموجب اتفاقية موقعة بين الطرفين.
بروتوكول مشترك لتعظيم الاستفادة من مشروعات الكهرباء
كان د. محمد شاكر وزير الكهرباء والطاقة المتجددة والدكتورة هالة السعيد وزيرة التخطيط والتنمية الاقتصادية ورئيس مجلس إدارة صندوق مصر السيادى، وقعا في شهر أغسطس الماضي، بروتوكول للتعاون المشترك بين قطاع الكهرباء والصندوق لتعظيم الاستفادة من المشروعات والأصول المملوكة للهيئات والشركات التابعة لوزارة الكهرباء والطاقة المتجددة المملوكة للحكومة.
وضخ الاستثمارات اللازمة لتطويرها وتأهيلها وتشغيلها من خلال صندوق فرعي أو شركات مساهمة يساهم فيها الصندوق.
اتفق الطرفان حينذاك، على البدء فى الدراسة المشتركة لإمكانية نقل بعض المشروعات والأصول إلى محفظة “الأصول المتاحة للاستثمار” لصندوق مصر السيادى، من خلال تمكين الصناديق الفرعية المملوكة بالكامل للصندوق أو التي يساهم فيها أو الشركات التى يساهم فيها صندوق مصر سواء بطريق مباشر أو غير مباشر.
تأتى هذه الخطوة بغرض تعظيم قيمتها وتطويرها سواء فى مجال الطاقة التقليدية أو المتجددة أو مشروعات الربط مع دول الجوار على المستويين الإقليمي والدولي وتصدير وبيع الكهرباء مما يسهم فى تعزيز مكانة مصر بصفتها مركزا إقليميا وعالميا للطاقة وبما يحقق القيمة المضافة للدخل القومي لمصر.
The Sovereign Fund of Egypt is close to acquiring wind energy projects in Zafarana and Jabal al-Zayt with a total capacity of 1,125 megawatts
High-level government sources said in exclusive statements to Economy Plus that the agreement will be signed before the end of this year, and the ownership of the projects will be transferred to the Sovereign Fund of Egypt after the completion of the acquisition process, and it will be able to sell part of these stations or keep their ownership
The sources added that the Sovereign Fund of Egypt addressed the Renewable Energy Authority a few days ago to discuss the proposed work plan on wind energy projects, as well as conduct feasibility studies and evaluation of the stations in cooperation with the consultant
Projects to be acquired
The capacity of the Zafarana wind energy projects is 545 megawatts, and includes 700 turbines of different models : 600 kilowatts, 660 kilowatts and 850 kilowatts
The capacity of the Jabal al-Zayt wind projects is 580 MW, and it includes 3 stations, including Jabal al-Zayt 1 with a capacity of 240 MW, implemented in cooperation with the German Development Bank, the European Investment Bank and the European Commission, and the Jabal al-Zayt 2 station with a capacity of 220 MW in cooperation with the Japan International Cooperation Agency
As well as the Jabal Al-Zayt 3 plant with a capacity of 120 megawatts, in cooperation with the Spanish government. The station complex includes 290 G80 wind turbines, with a capacity of 2 megawatts per turbine
"Renewable Energy sends project data to "Sovereign Egypt
The sources said that the Renewable Energy Authority sent the technical data on the projects, including the operating life of the wind turbines, the foreign companies executing the project, the area of land on which the stations are built, and other technical matters related to wind speeds, as well as the part related to the financial matters of the project complex
The ownership of the Zafarana stations is subject to the New and Renewable Energy Authority, NREA , and the capacity produced from the stations is sold to the Egyptian Electricity Transmission Company at a value of 61 piasters per kilowatt-hour under an agreement signed between the two parties.
A joint protocol to maximize the use of electricity projects
Dr. Mohamed Shaker, Minister of Electricity and Renewable Energy, and Dr. Hala Al-Saeed, Minister of Planning and Economic Development and Chairman of the Board of Directors of the Sovereign Fund of Egypt, signed last August a protocol for joint cooperation between the electricity sector and the Fund to maximize the benefit of projects and assets owned by the government-owned entities and companies of the Ministry of Electricity and Renewable Energy
As well as pumping the necessary investments for its development, rehabilitation and operation, through a subsidiary fund or joint stock companies in which it contributes to the fund
At that time, the two parties agreed to start a joint study of the possibility of transferring some projects and assets to the “assets available for investment” portfolio of the Sovereign Fund of Egypt, by enabling sub-funds wholly owned by the Fund or in which it contributes, or the companies in which the Fund of Egypt contributes, either directly or indirectly
This step comes with the aim of maximizing and developing its value, whether in the field of conventional or renewable energy, or interconnection projects with neighboring countries at the regional and international levels, as well as exporting and selling electricity, which contributes to strengthening Egypt's position as a regional and global energy center in a manner that achieves the added value of Egypt's national income
