في خضم الحرب الأهلية المستعرة في
السودان، كل المصريين يتمنون نهاية سريعة للحرب الأهلية المدمرة ، تتغير خريطة المياه في وادي النيل بصمت، لكنها تحمل في طياتها فرصة استراتيجية نادرة لمصر. منذ اندلاع الصراع المسلح وتعطل السدود السودانية الكبرى (كالروصيرص وسنار)، أصبح تدفق المياه القادمة من سد النهضة إلى مصر أكثر حرية وأقل تحكمًا. هذا الواقع الجديد أدى إلى ارتفاع ملحوظ في منسوب بحيرة ناصر، ومع اقتراب الفيضان القادم، تبدو الصورة مهيأة لأكبر هامش مائي تشهده مصر منذ سنوات.
ورغم أن هذه الوفرة قد تكون مؤقتة، إلا أنها تمثل نافذة زمنية فريدة لإعادة التفكير في السياسات الزراعية التي التزمت لسنوات بمنطق “التحفظ والقيود”، خاصة فيما يتعلق بزراعة الأرز وقصب السكر.
الفرصة التي لا يجب تفويتها
لم يعد من الحكمة التعامل مع المياه الوافدة من الجنوب وكأنها معطى دائم أو خطر محتمل فقط، بل أصبحت هذه التدفقات فرصة اقتصادية وتنموية يجب استثمارها سريعًا في:
• السماح الموسمي بزراعة الأرز في مناطق الدلتا لمقاومة الملوحة وتحقيق الاكتفاء الذاتي.
• التوسع في زراعة قصب السكر لتقليل فجوة استيراد السكر.
• استصلاح أراضٍ جديدة في سيناء وتوشكى والدلتا الجديدة باستخدام المياه المعالجة أو الفائضة.
الزراعة لا يجب أن تبقى رهينة للمخاوف
في ظل هذه التحولات، يجب أن نتحول من سياسة “منع الزراعة لحفظ المياه” إلى سياسة “زراعة ذكية تستثمر المياه”. وهذا يتطلب:
• خطط زراعية مرنة ترتبط بمستوى الفيضان.
• دعم الفلاحين بالمعلومة والحافز، لا بالعقوبات.
• تفعيل التعاون بين وزارتي الري والزراعة عبر غرفة عمليات مشتركة تتفاعل مع تغيرات المنسوب.
لا نملك رفاهية الانتظار
المياه لا تنتظر السياسات البطيئة. وإذا استمرت الحرب في السودان، فإن هذه الوفرة قد تدوم لعام أو اثنين فقط. أما إذا توقفت الحرب، وعادت السدود السودانية للتخزين، فسنفقد هذه الفرصة. علينا أن نتحرك الآن، لأن الانتظار قد يجعلنا نندم على موسمٍ كان يمكن أن يكون نقطة تحول في أمننا الغذائي.
مصر ليست فقيرة مائيًا فقط، بل فقيرة في استغلال لحظات الثراء المؤقت. وهذه اللحظة… ثرية جدًا
رسالة إلى صُنّاع القرار: دعونا نحصد الفيضان قبل أن يجف
إن هذه الفرصة الاستراتيجية لا تحتمل التأجيل، ولا تحتاج إلى دراسات طويلة بقدر ما تحتاج إلى إرادة سياسية جريئة وخطة تحرك عاجلة.
لذا، نوجّه هذا النداء إلى الحكومة، ومراكز اتخاذ القرار، وقيادات الري والزراعة، لاتخاذ الخطوات التالية فورًا:
أولًا: تشكيل “غرفة العمليات الزراعية المائية”
• تضم خبراء من الري، الزراعة، المناخ، الأمن الغذائي.
• تصدر توصيات أسبوعية للزراعة بناءً على منسوب المياه.
ثانيًا: إعلان “موسم زراعة الفرصة”
• السماح بزراعة الأرز والقصب في مناطق محددة، وفق نظام رقابي وتقني.
• دعم المحاصيل الاستراتيجية المنتجة (قمح – ذرة – بنجر – فول).
ثالثًا: تعبئة المياه الزائدة لمستقبل أكثر جفافًا
• حفر آبار جوفية تغذى من الوفرة الحالية.
• بناء أحواض لتخزين الفيضان.
• التوسع في إعادة استخدام المياه بعد المعالجة.
رابعًا: مخاطبة الفلاحين بلغة الثقة والشراكة
• دعم مالي أو عيني لمن يلتزم بالمحاصيل المستهدفة.
• فتح قنوات إرشاد وتواصل يومي بالوسائط المختلفة.

Amid the raging civil war in Sudan, all Egyptians wishing quick end for devastating civil war ,the water map of the Nile Valley is quietly changing, but it holds a rare strategic opportunity for Egypt. Since the outbreak of armed conflict and the disruption of major Sudanese dams (such as the Roseires and Sennar), the flow of water from the Grand Ethiopian Renaissance Dam (GERD) to Egypt has become more free and less controlled. This new reality has led to a significant rise in the level of Lake Nasser, and with the next flood approaching, the picture appears set for the largest water surplus Egypt has seen in years.
While this abundance may be temporary, it represents a unique window of opportunity to rethink agricultural policies that have for years adhered to a logic of "conservatism and restrictions," particularly with regard to rice and sugarcane cultivation.
An Opportunity Not to Be Missed
It is no longer wise to treat the inflowing water from the south as a permanent given or merely a potential threat. Rather, these inflows have become an economic and developmental opportunity that must be quickly exploited by:
• Allowing seasonal rice cultivation in the Delta regions to combat salinity and achieve self-sufficiency.
• Expanding sugarcane cultivation to reduce the sugar import gap.
• Reclaiming new lands in Sinai, Toshka, and the New Delta using treated or surplus water.
Agriculture Must Not Remain Hostage to Fears
In light of these transformations, we must shift from a policy of "prohibiting agriculture to conserve water" to a policy of "smart agriculture that invests water." This requires:
• Flexible agricultural plans linked to flood levels.
• Supporting farmers with information and incentives, not penalties.
• Activating cooperation between the Ministries of Irrigation and Agriculture through a joint operations room that responds to changes in water levels.
We Don't Have the Luxury of Waiting
Water doesn't wait for slow policies. If the war in Sudan continues, this abundance may only last for a year or two. If the war stops and the Sudanese dams resume storage, we will miss this opportunity. We must act now, because waiting could make us regret a season that could have been a turning point in our food security.
Egypt is not only water-poor, but also poor at exploiting moments of temporary wealth. And this moment is... very rich.
A Message to Decision-Makers: Let's Harvest the Flood Before It Drys Up
This strategic opportunity cannot be postponed. It does not require lengthy studies as much as it requires bold political will and an urgent action plan. Therefore, we direct this appeal to the government, decision-making centers, and irrigation and agriculture leaders to take the following steps immediately:
First: Establish an "Agricultural and Hydrological Operations Room"
• Include experts from irrigation, agriculture, climate, and food security.
• Issue weekly agricultural recommendations based on water levels.
Second: Declaring the "Planting Season of Opportunity"
• Allowing the cultivation of rice and sugarcane in specific areas, subject to regulatory and technical regulations.
• Supporting productive strategic crops (wheat, corn, beets, and beans).
Third: Mobilizing Excess Water for a Drier Future
• Drilling groundwater wells fed from the current abundance.
• Building reservoirs to store floodwater.
• Expanding the reuse of treated water.
Fourth: Addressing Farmers in a Language of Trust and Partnership
• Providing financial or in-kind support for those who commit to the targeted crops.
• Opening channels of guidance and daily communication through various media outlets
