عقدت د. ياسمين فواد وزيرة البيئة اجتماعًا مع فريق عمل مشروع الNAP لمناقشة آخر مستجدات مخرجات إعداد الخطة الوطنية للتكيف فى مصر، وذلك بحضور د.على أبو سنه الرئيس التنفيذى لجهاز شئون البيئة وأ.تامر أبو غرارة مستشار الوزيرة للتعاون الدولى وأ.هدى عمر مساعد الوزيرة للسياحة البيئية، وأ.سها طاهر رئيس الإدارة المركزية للتغيرات المناخية والتعاون الدولى ود.محمد بيومي ممثلا عن برنامج الأمم المتحدة الإنمائي UNDP ود.خالد خير الدين مدير مشروع الNAP.

أعربت د. ياسمين فؤاد وزيرة البيئة خلال الاجتماع عن أملها في أن تكون رحلة إعداد الخطة الوطنية للتكيف فرصة جيدة لزيادة الوعي واهتمام المواطن بملف تغير المناخ وإجراءات التكيف ليكون شريكا في عملية إعداد خطة وطنية للتكيف في مصر، الذي يعد من أولوياتها في ملف التكيف باعتبارها من الدول المتأثرة بآثار تغير المناخ رغم أنها من أقل الدول في العالم تسببا في انبعاثاته.

كما أشارت وزيرة البيئة إلى أهمية مراعاة توسيع قاعدة الشركاء وأصحاب المصلحة من الفئات المختلفة كالأطفال في المدارس والشباب والبحث العلمي والقطاع الخاص والجمعيات الأهلية والوزارات المعنية وغيرهم، والتركيز على المحافظات ذات الأولوية في التكيف، وان تكون خطة التكيف الوطنية مظلة لكل مشروعات التكيف المنفذة في مصر.

وأوضحت د. ياسمين فؤاد أن الخطة ستساعد صانعي القرار على ترتيب اولويات التكيف أولا ً بأول، من خلال وضع تنبؤات بآثار تغير المناخ حتى عام ٢١٠٠، حيث تعمل مجموعة من الاستشاريين على ٦ قطاعات ذات أولوية ; الصحة العامة، والمياه الجوفية، والتنوع البيولوجي، و التصحر, (الأودية والسدود ) والمناطق الساحلية.

وأشادت وزيرة البيئة بجهود بناء القدرات داخل الوزارات المعنية حول ملف التكيف مع تغير المناخ، مع أهمية إشراك القطاع الخاص والفئات المختلفة من أصحاب المصلحة لتحقيق زيادة الوعي بتغير المناخ وبأهمية التكيف وملامح الخطة الوطنية، إلى جانب الاستفادة من تجارب وخبرات اصحاب المصلحة في الخروج بعملية وطنية متكاملة لتحقيق التكيف حيث يمكنهم المساعدة في الخروج بآليات للتكيف مناسبة وفق تنوع المعرفة المجتمعية لديهم وقصص نجاحهم وتضمينها في الخطة الوطنية.

ومن جانبه، أكد د. محمد بيومى مساعد الممثل المقيم لبرنامج الأمم المتحدة الإنمائي UNDP، انه يتم العمل على الدراسة الخاصة بالخريطة التفاعلية للتكيف هذا العام ونستهدف الخروج بالخريطة العام القادم، من خلال البناء على مخرجات مشروع الخطة الوطنية للتكيف NAP، حيث تم التواصل مع عدد من الوزارت وسيتم التركيز على جهات أخرى خلال الفترة القادمة.

وأكد بيومي أن إعداد خطة التكيف الوطنية سبقه الوقوف على خطط التكيف في الدول المختلفة وتحليلها والنظر في المميزات والعيوب، وعمل تصور للخطة بالشراكة مع مختلف أصحاب المصلحة تتضمن رؤية واضحة للخطة وأهدافها، وعلاقتها مع اهداف الأمم المتحدة للتنمية المستدامة

واستعرض فريق إعداد الخطة ملامحها ومن خلال العمل على خريطة تفاعلية تستهدف القطاعات ذات الأولوية في التكيف مثل الزراعة والمياه والتنقل الحضري، وذلك بمدخلين هما مخاطر المناخ بحساب حجم تعرض الفئات المختلفة والبنية التحتية لآثار تغير المناخ، والمدخل الآخر قياس التأثير على كل قطاع، بالعمل مع الوزارات المعنية بكل قطاع، حيث تم تحديد مجموعة من آثار تغير المناخ مثل ارتفاع الحرارة وزيادة معدل الرياح والأمطار وغيرها، ثم يتم حساب الحساسية والأضرار المحتملة وقدرات التكيف في كل قطاع من الجانب الاجتماعي والبنية التحتية، ومن ثمة حساب مخاطر المناخ بمجموعة من المعادلات الرياضية في مختلف محافظات مصر ، بإلإضافة إلى البناء على المبادرات الحالية مثل مبادرة الحلول القائمة الطبيعة ENACT.

كما يتم اعداد قاعدة بيانات متكاملة متضمنة كل الخرائط المتاحة لتأثيرات تغير المناخ، سيتم الانتهاء منها في العام القادم وتدريب الوزارات والجهات المعنية عليها.

Statement issued by Ministry of Environment:

Dr. Yasmine Fouad, Minister of Environment, held a meeting with the NAP project team to discuss the latest developments in the outcomes of preparing the National Adaptation Plan in Egypt. The meeting was attended by Dr. Ali Abu Senna, Executive Director of the Egyptian Environmental Affairs Agency; Mr. Tamer Abu Gharara, Advisor to the Minister for International Cooperation; Ms. Hoda Omar, Assistant Minister for Ecotourism; Ms. Soha Taher, Head of the Central Administration for Climate Change and International Cooperation; Dr. Mohamed Bayoumi, representing the United Nations Development Program (UNDP); and Dr. Khaled Khair El-Din, Director of the NAP Project.

Minister of Environment Dr Yasmine Fouad expressed her hope that the National Adaptation Plan (NAP) development journey would be a good opportunity to raise awareness and engage citizens in the climate change issue and adaptation measures, enabling them to become partners in the process of developing a national adaptation plan in Egypt, as a priority in the adaptation process, due to Egypt is one of the countries most affected by the effects of climate change, despite being one of the least emitting countries in the world.

The Minister of Environment also pointed out the importance of considering expanding the base of partners and stakeholders from various groups, such as school children, youth, scientific research, the private sector, civil society organizations, relevant ministries, and others.

She also emphasized the importance of focusing on governorates with priority areas for adaptation, and ensuring that the NAP serves as an umbrella for all adaptation projects implemented in Egypt.

Dr. Yasmine Fouad explained that the plan will help decision-makers prioritize adaptation efforts on a timely basis by forecasting the impacts of climate change until the year 2100. A group of consultants is working on six priority sectors, including public health, groundwater, biodiversity, desertification, (valleys and dams), and coastal areas.

The Minister of Environment commended the capacity-building efforts within the relevant ministries on climate change adaptation, emphasizing the importance of engaging the private sector and various stakeholders to raise awareness of climate change, the importance of adaptation, and the features of the national plan.

She also emphasized the importance of leveraging the experiences and expertise of stakeholders to develop an integrated national adaptation process, as they can help develop appropriate adaptation mechanisms based on the diversity of their community knowledge and success stories, and include them in the national plan.

For his part, Dr. Mohamed Bayoumi, Assistant Resident Representative of the United Nations Development Programme (UNDP), confirmed that work is underway on the interactive adaptation map this year, and that the goal is to release the map next year, building on the outcomes of the National Adaptation Plan (NAP) project. Contact has been made with a number of ministries, and other entities will be focused on in the coming period.

Bayoumi emphasized that the preparation of the National Adaptation Plan was preceded by examining and analyzing adaptation plans in different countries, examining their advantages and disadvantages, and developing a vision for the plan in partnership with various stakeholders.

This vision includes a clear vision for the plan, its objectives, and its relationship with the United Nations Sustainable Development Goals.

The plan preparation team reviewed its features by working on an interactive map targeting priority sectors for adaptation, such as agriculture, water, and urban mobility.

This map was developed using two approaches: climate risks, which calculate the exposure of different groups and infrastructure to the effects of climate change.

The second approach was to measure the impact on each sector, working with the relevant ministries in each sector.

A set of climate change impacts was identified, such as rising temperatures, increased wind and rainfall rates, and others. Sensitivity, potential damage, and adaptation capacities in each sector were then calculated from the social and infrastructure perspectives.

Climate risks were then calculated using a set of mathematical equations across Egypt's governorates. This was in addition to building on existing initiatives, such as the ENACT, Nature-Based Solutions Initiative.

An integrated database is also being developed, including all available maps of climate change impacts. This will be completed next year, and relevant ministries and entities will be trained on it.
