 Dr. Luis Crespo, president of ESTELA, the European Solar Thermal Electricity Association, said in his presentation on 17 April 2013 during the conference CSP-EMEA in Seville/Spain, that winnings of the Spanisch government and society exceeded the expenditures of the government to support the CSP industry. He presented figures from 2012 as follows:

The Spanish goverment spent 927 Mio. Euro as premium to subsidize CSP technologies.
On the other side following earnings were generated:

• 17 Mio Euro savings in CO2 rights

• 131 Mio Euro savings from avoided fossil fuel imports

• 132 Mio Euro avoided unemployment subsidies

• 772 Mio Euro increase in taxes and social inssurance

• 1835 Mio Euro contribution to GDP

Moreover following advantages were achieved:

• 17816 Persons employed in construction and operation

• Leadership of the Spanish industry

• Attraction of foreigner investment

• Reduction of electricity pool price

• Regional economical convergence

New Global Alliance calls for 100 Percent Renewable Energy

San Francisco/ Hamburg, 17 April 2013:  A newly established global alliance of civil society organizations, academics, business associations and policy makers has called upon national legislators to commit to 100 percent renewable energy in the power, heating&cooling and transportation sector. At the Pathways To 100% Renewable Energy Conference, taking place in San Francisco, California today, the alliance launched a new international campaign that seeks to build political will among a critical mass of decision makers and set a required goal of 100% renewable energies. Among the founding partners of the new alliance are the World Future Council, Renewables 100 Policy Institute, World Wind Energy Association, Fraunhofer Institute for Solar Energy Systems, DeENet and World Bioenergy Association.

“It is a fact that non-renewable energies will, by definition, run out. It is also a fact that in the meantime, dependence on these energy sources is causing multiple existential global crises. If human beings are to preserve modernity and planetary habitability, we must soon shift to 100% renewable energy in all sectors,” said Stefan Schurig, Director of Climate and Energy, World Future Council. In a joint statement the representatives of the new alliance also state that despite this basic logic, so far most political decision makers have taken measures nowhere near proportional to the problem. “One fundamental necessity to breaking the inertia should be a robust, global call for 100% renewable energy that creates urgently needed political will among legislators around the globe,” says Diane Moss, Founding Director of Renewables 100 Policy Institute

“The technologies to harvest these energy sources already exist today, and they are already cost-competitive,” says Stefan Gsänger, Secretary General of World Wind Energy Association. “It is the responsibility of our generation to do whatever we can in order to switch as fast as possible to 100% renewable energy."

 Upgrading renewable energies mainly results in structural change from which regions and communities are the principal beneficiaries. Several regions, communities and cities for example in Germany and Denmark prove that this ambitious goal is already becoming a reality. The success story of those regions comes as a consequence of high citizen participation and the regional value creation taking place through decentralized energy production.

The alliance therefore calls upon local, regional and national policy makers to implement political frameworks that enable citizens and municipalities to profit from this transition. “The right political framework, including positive goals for energy efficiency and renewable energy, is absolutely crucial to achieve 100% renewable energy,” says Prof. Eicke Weber, Director of the Fraunhofer ISE and former Professor at UC Berkeley. “Our task is to adapt policy frameworks on all governance levels to today`s reality and to further develop best policies.”

To that end, knowledge transfer and exchange between policy makers are vital. At the Pathways To 100% Renewable Energy Conference, one message resounded: we must establish networks between trailblazing countries and people to realize the implementation of a global energy transition with 100 percent renewable energy. Weber: “Despite numerous good practices and successful policy instruments, existing solutions do not always get through to policy makers in government. إصلاح دعم الطاقة ... سياسة أم اقتصاد؟ ... قضية مالية..... ياللهول!

الطاقات المتجددة حل لمواجهة الطلب المتزايد على الطاقة.. الان و ليس غدا !

لتحقيق هدف التحول للطاقة المتجددة لابد من إعادة كتابة العقد الاجتماعي بين الدولة والمجتمع، للوصول لجدوى أعلى للدعم المخصص للوقود التقليدي، وقيود أقل في صناعة القرار الحكومي المشجع للتعاون بين الدولة والقطاع الخاص.

الدعم الواسع واللاعقلاني والغير كفء للطاقة التقليدية يمنع المستثمرين من دخول قطاع الطاقة المتجددة، نفس الدعم يأتي على حساب حقوق اجتماعية للمواطنين مثل تحسين خدمة الصحة والمواصلات والتعليم.

التقديرات المتحفظة لدعم الطاقة في مصر تشير لاستحواذه على 6% من الناتج المحلي الإجمالي GDP، حسب بيانات البنك الدولي لعام 2011، يوجد ملفات دسمة حول سوء استخدام الدعم على حساب الرفاه الاجتماعي بالميزانية العامة للدولة. إصلاح الدعم بغرض رفع كفاءته مطلوب ليس فقط لتوفير مجال أفضل لنشر تطبيقات الطاقة المتجددة بل أيضاً لتحسين الأداء المالي وتحقيق مفهوم الاستدامة بالميزانية العامة.

غياب سوق للطاقات المتجددة يمنع الاستثمار محلياً ولعدم معرفة طريقة تحقيق تكامل الطاقة المتجددة في نظام الطاقة التقليدية، لغياب الرؤية العامة، كل هذا يمنع بناء القدرات التكنولوجية بهذا الخصوص.

خطة المساس بدعم الطاقة، بالتعديل والخفض، يجب أن تأتي في سياق شرح أسباب ودوافع هذا الإجراء في شفافية كاملة، مع الإعلان بوضوح عن آليات تعويض الفئات الأكثر فقراً كأمر حاسم لنجاح خطط إعادة النظر للدعم. التعويض ربما يشمل صرف إعانات نقدية للمتضررين، ورفع الحد الأدنى للأجور، مع التزام حكومي قاطع بالإصلاح، وتعاون متعدد المستويات، شعبياً وإعلامياً وحكومياً لتحقيق نفس الهدف. للأسف كل الأحاديث الحكومية بهذا الخصوص تتكلم بلغة مالية لا سياسية أو اقتصادية، حتى مع الإشارة لتعويض المتضررين، تتحدث عن الأمر كإعادة تخصيص لنقود دعم، لا صنع قيمة مضافة للدعم القائم بعد خفضه.

الشبكة المصرية تدعو لتعبئة الجهود لصنع تحالفات بين أصحاب المصلحة للتعامل مع دعم الوقود التقليدي/ الحاجز الأكبر أمام نشر تطبيقات الطاقة المتجددة وجعلها حقيقة واقعة في مصر وفق رؤية متعددة الأبعاد. وتدعم جهود إضفاء الشرعية المجتمعية على خطوات الحكومة الإصلاحية.

يذكر أن مصر تمتلك قدرات غير مستغلة في مجال الطاقة المتجددة، لو أقيمت محطة لتجميع الطاقة الشمسية في مساحة تعادل مساحة بحيرة السد العالي في أسوان، لأمكن حصاد طاقة تعادل إنتاج منطقة الشرق الأوسط من البترول حسب إحصاءات عام 2007. وكل كيلو متر مربع في شمال أفريقيا يستقبل طاقة شمسية تعادل 1.5 مليون برميل من البترول كل عام.

إن نجاح مشاريع أوروبا في استيراد طاقة نظيفة من شمال أفريقيا MENA مثل مشروع "ديزرتيك" DESERTEC، يتطلب وجود قطاع خاص نامي متطور تنافسي موفر لفرص العمل، في هذا الإطار تستطيع أوروبا و المانيا تحديدا تحقيق مصالح مشتركة لتحقيق أمن الطاقة في إطار اتفاقيات ثنائية.

في سياق قراءة مؤشرات الطاقة المستهلكة في مصر نجد ان استهلاك البترول زاد محليا حوالي 30 بالمائة خلال السنين الـ10 الماضية ، كما تجاوز الإنتاج منذ عام 2008. يبلغ دعم الطاقة، حوالي 15 بليون دولار سنوياً أو ربع الموازنة. زاد استهلاك مصر للغاز إلى 200 بالمائة خلال السنين الـ10 الماضية ليصل إلى مستوى الإنتاج تقريباً، ما يحد من صادراته وإيراداته من العملة الصعبة.

المساعدات القطرية " الغازية"  ، المتوقعة ، ستغطي صيف واحد قادم ..ماذا عن فصول السنة كلها و السنوات القادمة ؟
