Egypt Adapts to Climate Change مصر تتكيف مع تغير المناخ













Higher temperatures and extreme weather have inflicted crippling losses in countries across the Middle East and Central Asia. Egypt is highly vulnerable to water scarcity, droughts, rising sea levels, and other adverse impacts of climate change. Without adaptation, agriculture, tourism, and coastal communities will be at particular risk

To support the move to a greener, climate-resilient economy, the Egyptian government recently launched the National Climate Change Strategy. The private sector is scaling up adaptation efforts and will play a key role in this transition. To develop the green finance market, Egypt has also issued the region’s first sovereign green bond to finance projects in clean transportation and sustainable water management. As host of COP27, Egypt is also coordinating global action on climate adaptation, mitigation, and finance



تسبب ارتفاع درجات الحرارة والطقس القاسي في خسائر جسيمة crippling losses في البلدان في جميع أنحاء الشرق الأوسط وآسيا الوسطى. مصر معرضة بشدة لندرة المياه والجفاف وارتفاع منسوب مياه البحر والآثار السلبية الأخرى لتغير المناخ. بدون التكيف ، ستكون الزراعة والسياحة والمجتمعات الساحلية في خطر خاص.

لدعم الانتقال إلى اقتصاد أكثر اخضرارًا ومقاومة للمناخ ، أطلقت الحكومة المصرية مؤخرًا الاستراتيجية الوطنية لتغير المناخ National Climate Change Strategy. يقوم القطاع الخاص بتوسيع نطاق جهود التكيف وسيلعب دورًا رئيسيًا في هذا التحول. 

لتطوير سوق التمويل الأخضر ، أصدرت مصر أيضًا أول سند سيادي أخضر في المنطقة لتمويل مشاريع في مجال النقل النظيف والإدارة المستدامة للمياه. 

بصفتها مضيفة الدورة السابعة والعشرين لمؤتمر الأطراف ، تقوم مصر أيضًا بتنسيق العمل العالمي بشأن التكيف مع المناخ والتخفيف من حدته والتمويل.

مستقبلنا مع الندرة المائية و التغيرات المناخية .. (الاستزراع السمكي) Our future with water scarcity and climatic changes.. (Fish farming)

 






التعامل مع الندرة المائية له طريقتين الأولي و هي زيادة الموارد المائيه و أهمها تدفقات نهر النيل من خلال مشروعات أعالي النيل في دول الحوض و الطريقة الثانية و هي لها إبعاد متعددة مثل أعاده إستخدام المياه و التحلية و التوفير وغيرهم علينا المضي في جميع الإتجاهات بالتوازي و بسرعة لمواجهة الزيادة السكانية و التغيرات المناخية 
 هنا نركز علي التوفير و هو ما أحب دائما أن اسميه "زيادة إنتاجية وحدة المياه" أو "إنتاج الكثير بالقليل" (producing more with less)
  لابد أن يحدث ذلك في جميع المجالات التي تستخدم فيها المياه مثل الزراعة، الصناعة، الشرب إو الاستخدامات المنزلية .
 لا أدري لماذا دائما ننسي الاستزراع السمكي و استهلاكه للمياه العذبة علي الرغم من انتشاره بشكل شديد في مصر حيث تعتبر مصر ضمن العشرة دول الأوائل في الإستزراع السمكي علي العالم و هو ما يعطينا فرصة كبيرة في توفير كميات ضخمة من المياه بالرغم من أن مياه الإستزراع السمكي يعاد تدويرها ... تقول التقديرات اننا نستخدم 30,000 لتر مياه لإنتاج كيلو غرام من الأسماك بالطرق التقليدية القديمة و نحن نقول لابد أن نصل إلي استخدام لا يزيد عن 300 لتر للكيلو غرام وممكن اقل من ذلك و هوما يتطلب التحول إلي تكنولوجيا الاستزراع السمكي في الدوائر المغلقة ( - RAS- Recirculating Aquaculture System) 
 هذه التكنولوجيا لابد أن تمتلكها مصر لضمان التوسع في الاستزراع السمكي في ظل ندرة المياه و هذه الأنظمة تمكننا من الوصول بكثافه الإستزراع السمكي إلي أرقام مرتفع جدا في كل وحدة مياه و بالتالي خفض الإستهلاك المائي لكل كيلو جرام سمك ... انظمه ال-RAS إيضا تعتبر أحد الطرق للتكيف مع التغيرات المناخية حيث أن إرتفاع درجات الحرارة بسبب التغيرات المناخية سيؤدي حتما إلي زيادة البخر من المسطحات المائية المستخدمه في الاستزراع السمكي بالإضافة ألي تأثير درجات الحرارة المرتفعة علي جودة و كميات الأسماك المستزرعة 
للمتخصصين او الراغبين في قراءة المزيد سأضع بحثين جديدين لفريقي المحترم والمحترف الاول لتغطية موضوع زياده الكثافة الإنتاجية للأسماك بإستخدام ال-RAS و بحث أخر لتأثير التغيرات المناخية و خاصة ارتفاع درجات الحرارة علي الاستزراع السمكي ...تحياتي

 Dealing with water scarcity has two ways.
 The first is to increase water resources, the most important of which is the flows of the Nile River through the Upper Nile projects in the basin countries, The second method has multiple dimensions such as water reuse, desalination, savings, and others 
we must proceed with all  Trends in parallel and quickly to face the increase in population and climatic changes
 here we focus on saving, which is what I always like to call “increasing the productivity of the water unit” or “producing more with less” 
 this must happen  In all fields in which water is used such as agriculture, industry, drinking or domestic uses.

 I do not know why we always forget about fish farming and its consumption of fresh water despite its widespread spread in Egypt, where Egypt is considered among the top ten countries in fish farming in the world 

 Which gives us a great opportunity to save huge amounts of water, although the water of fish farming is recycled ... It is estimated that we use 30,000 liters of water to produce a kilogram of fish using the old traditional methods, and we say we must reach a use of no more than 300 liters per kilogram, and possible less than that, which requires a shift to the technology of fish farming in closed circuits ( - RAS- Recirculating Aquaculture System) 
This technology must be owned by Egypt to ensure the expansion of fish farming in light of water scarcity and these systems enable us  from reaching the density of fish farming to very high numbers per unit of water and thus reducing water consumption per kilogram of fish ... RAS systems are also considered one of the ways to adapt to climatic changes, as rising temperatures due to climatic changes will inevitably lead to an increase in evaporation. 
In addition to the effect of high temperatures on the quality and quantities of farmed fish.
For specialists or those wishing to read more, I will present two new papers for my respected and professional team, the first to cover the issue of increasing the productive density of fish using RAS and other research on the impact of climate change  Especially the high temperatures on fish farming... ? What a Dying Lake Says About the Future ماذا تقول بحيرة تحتضر عن المستقبل؟

A few days ago The Times published a report on the drying up of the Great Salt Lake, a story I’m ashamed to admit had flown under my personal radar. We’re not talking about a hypothetical event in the distant future: The lake has already lost two-thirds of its surface area, and ecological disasters — salinity rising to the point where wildlife dies off, occasional poisonous dust storms sweeping through a metropolitan area of 2.5 million people — seem imminent

As an aside, I was a bit surprised that the article didn’t mention the obvious parallels with the Aral Sea, a huge lake that the Soviet Union had managed to turn into a toxic desert

In any case, what’s happening to the Great Salt Lake is pretty bad. But what I found really scary about the report is what the lack of an effective response to the lake’s crisis says about our ability to respond to the larger, indeed existential, threat of climate change

If you aren’t terrified by the threat posed by rising levels of greenhouse gases, you aren’t paying attention — which, sadly, many people aren’t. And those who are or should be aware of that threat but stand in the way of action for the sake of short-term profits or political expediency are, in a real sense, betraying humanity

That said, the world’s failure to take action on climate, while inexcusable, is also understandable. For as many observers have noted, global warming is a problem that almost looks custom-designed to make political action difficult. In fact, the politics of climate change are hard for at least four reasons

First, when scientists began raising the alarm in the 1980s, climate change looked like a distant threat — a problem for future generations. Some people still see it that way; last month a senior executive at the bank HSBC gave a talk in which he declared, “Who cares if  Miami is six meters underwater in 100 years

This view is all wrong — we’re already seeing the effects of climate change, largely in the form of a rising frequency and intensity of extreme weather events, like the megadrought in the American West that is contributing to the death of the Great Salt Lake. But that’s a statistical argument, which brings me to the second problem with climate change: It’s not yet visible to the naked eye, at least the naked eye that doesn’t want to see

Weather, after all, fluctuates. Heat waves and droughts happened before the planet began warming; cold spells still happen even with the planet warmer on average than in the past 

It doesn’t take fancy analysis to show that there is a persistent upward trend in temperatures, but many people aren’t convinced by statistical analysis of any kind, fancy or not, only by raw experience

Then there’s the third problem: Until recently, it looked as if any major attempt to reduce greenhouse gas emissions would have significant economic costs. Serious estimates of these costs were always much lower than claimed by anti-environmentalists, and spectacular technological progress in renewable energy has made a transition to a low-emission economy look far easier than anyone could have imagined 15 years ago. Still, fears about economic losses helped block climate action

Finally, climate change is a global problem, requiring global action — and offering a reason not to move. Anyone urging U.S. action has encountered the counterargument, “It doesn’t matter what we do, because China will just keep polluting.” There are answers to that argument — if we ever do get serious about emissions, carbon tariffs will have to be part of the mix. But it’s certainly an argument that affects the discussion

As I said, all of these issues are explanations for inaction on climate, not excuses. But here’s the thing: None of these explanations for environmental inaction apply to the death of the Great Salt Lake. Yet the relevant policymakers still seem unwilling or unable to act

Remember, we’re not talking about bad things that might happen in the distant future: Much of the lake is already gone, and the big wildlife die-off might begin as early as this summer. And it doesn’t take a statistical model to notice that the lake is shrinking

In terms of the economics, tourism is a huge industry in Utah. How will that industry fare if the famous lake becomes a poisoned desert? And how can a state on the edge of ecological crisis still be diverting water desperately needed to replenish the lake to maintain lush green lawns that serve no  essential economic purpose

Finally, we aren’t talking about a global problem. True, global climate change has contributed to reduced snowpack, which is one reason the Great Salt Lake has shrunk. But a large part of the problem is local water consumption; if that consumption could be curbed, Utah needn’t worry that its efforts would be negated by the Chinese or whatever

So this should be easy: A threatened region should be accepting modest sacrifices, some barely more than inconveniences, to avert a disaster just around the corner. But it doesn’t seem to be happening

And if we can’t save the Great Salt Lake, what  chance  do we have  of saving the planet


قبل أيام قليلة نشرت صحيفة التايمز تقريراً report عن جفاف بحيرة سولت ليك الكبرى ، وهي قصة أخجل أن أعترف بأنها نقلت تحت راداري الشخصي.  نحن لا نتحدث عن حدث افتراضي في المستقبل البعيد: لقد فقدت البحيرة بالفعل ثلثي مساحة سطحها ، وكوارث بيئية - ارتفعت الملوحة إلى النقطة التي تموت فيها الحياة البرية ، وعواصف ترابية سامة تجتاح منطقة حضرية.  2.5 مليون شخص - يبدو وشيكًا.

 جانبا ، كنت مندهشا بعض الشيء من أن المقالة لم تذكر أوجه التشابه الواضحة مع بحر آرال ، البحيرة الضخمة التي تمكن الاتحاد السوفيتي من تحويلها إلى صحراء سامة toxic desert.

 على أي حال ، ما يحدث لبحيرة سولت ليك الكبرى سيء للغاية.  لكن ما وجدته مخيفًا حقًا بشأن التقرير هو ما يقوله الافتقار إلى استجابة فعالة لأزمة البحيرة حول قدرتنا على الاستجابة للتهديد الأكبر ، والوجود بالفعل ، لتغير المناخ.

 ومع ذلك ، فإن إخفاق العالم في اتخاذ إجراءات بشأن المناخ ، رغم أنه لا يمكن تبريره ، أمر مفهوم أيضًا.  كما لاحظ العديد من المراقبين ، فإن الاحتباس الحراري مشكلة تبدو تقريبًا مصممة خصيصًا لجعل العمل السياسي صعبًا.  في الواقع ، سياسات تغير المناخ صعبة لأربعة أسباب على الأقل.

  من الناحية الاقتصادية ، تعتبر السياحة صناعة ضخمة في ولاية يوتا huge industry.  كيف ستنجح هذه الصناعة إذا أصبحت البحيرة الشهيرة صحراء مسمومة؟  وكيف يمكن لدولة على حافة أزمة بيئية أن تحوّل المياه التي تشتد الحاجة إليها لتجديد البحيرة للحفاظ على المروج الخضراء المورقة التي لا تخدم أي غرض اقتصادي أساسي؟

 أخيرًا ، نحن لا نتحدث عن مشكلة عالمية.  صحيح أن تغير المناخ العالمي قد ساهم في تقليل كثافة الجليد ، وهو أحد أسباب تقلص بحيرة سولت ليك الكبرى.  لكن جزءًا كبيرًا من المشكلة هو الاستهلاك المحلي للمياه.  إذا كان من الممكن الحد من هذا الاستهلاك ، فلا داعي للقلق في يوتا من أن جهودها ستُبطل من قبل الصينيين أو أي شيء آخر.

 لذلك يجب أن يكون هذا سهلاً: يجب أن تقبل المنطقة المهددة تضحيات متواضعة ، وبعضها بالكاد أكثر من مجرد مضايقات ، لتجنب وقوع كارثة قاب قوسين أو أدنى.  لكن لا يبدو أن هذا يحدث.

 وإذا لم نتمكن من إنقاذ بحيرة سولت ليك الكبرى ، فما هي فرصتنا لإنقاذ الكوكب؟

IRENA & RCREEE strengthen energy transition collaboration in MENA و RCREEE يعززان التعاون في مجال تحول الطاقة في منطقة الشرق الأوسط وشمال إفريقيا

 









Amman/Abu Dhabi, 08 June 2022 - The International Renewable Energy Agency (IRENA) and the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) agreed to strengthen their collaboration on scaling-up renewable energy deployment in the Middle East and North Africa (MENA) region. The Memorandum of Understanding (MoU) was signed in Jordan today, on the margins of the “MENA Europe Future Energy Dialogue,” by IRENA Director-General Francesco La Camera and RCREEE Executive Director Dr. Jauad El Kharraz. 

Under the agreement, IRENA and RECREEE will partner on regional dialogues and initiatives that address the challenges, needs, and opportunities of a renewables-based energy transition in MENA countries. The agencies will also share knowledge and cooperate on building capacity in MENA countries particularly through enabling policy and regulatory frameworks that can accelerate renewable energy adoption.

“The energy transition offers a must-seize opportunity for the MENA region,” said IRENA Director-General Francesco La Camera. “By taking advantage of abundant renewable energy resources, countries in the region, many of which are highly dependent on fossil fuels, can future proof their economies and chart a long-term path of sustainable economic growth for future generations.”

“Energy efficiency together with deployment of renewable energies will be key to address the climate change”, said RCREEE Executive Director. “The MENA region thanks to its geographic position, can play a key role in the energy transition process. It is thus of utmost importance to cooperate in order to lead the region into a sustainable future, starting from the reinforcement of the regional cooperation.”

The agreement renews an existing MoU signed by the two organisations in 2015. Since then, IRENA and RECREEE have been strategic partners working closely on multiple joint initiatives, most notably on the Pan-Arab Clean Energy Initiative (PACE) which identified a series of actions to increase renewable energy investments in the region. Through the new agreement, the agencies will introduce new areas of cooperation and adapt existing collaborative activities to recent challenges facing the development of renewable energy in the region.

بموجب الاتفاقية ، ستشترك أيرينا والمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة في الحوارات والمبادرات الإقليمية التي تعالج التحديات والاحتياجات والفرص لتحول الطاقة القائم على مصادر الطاقة المتجددة في بلدان الشرق الأوسط وشمال إفريقيا.  وستقوم الوكالات أيضًا بتبادل المعرفة والتعاون في بناء القدرات في بلدان الشرق الأوسط وشمال إفريقيا ، لا سيما من خلال تمكين الأطر السياسية والتنظيمية التي يمكن أن تسرع جهود الاعتماد علي الطاقة المتجددة.

 قال المدير العام للوكالة الدولية للطاقة المتجددة ، فرانشيسكو لا كاميرا ، "يوفر تحول الطاقة فرصة لا بد من اغتنامها لمنطقة الشرق الأوسط وشمال إفريقيا".  "من خلال الاستفادة من موارد الطاقة المتجددة الوفيرة ، يمكن لبلدان  المنطقة ، والتي يعتمد الكثير منها اعتمادًا كبيرًا على الوقود الأحفوري ، إثبات اقتصاداتها في المستقبل ورسم مسار طويل الأجل للنمو الاقتصادي المستدام للأجيال القادمة."

 قال المدير التنفيذي للمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة (RCREEE): "ستكون كفاءة الطاقة جنبًا إلى جنب مع نشر الطاقات المتجددة عاملين أساسيين لمعالجة تغير المناخ".
اضاف  "يمكن لمنطقة الشرق الأوسط وشمال إفريقيا ، بفضل موقعها الجغرافي ، أن تلعب دورًا رئيسيًا في عملية تحول الطاقة.  وبالتالي ، من الأهمية بمكان التعاون من أجل قيادة المنطقة إلى مستقبل مستدام ، بدءًا من تعزيز التعاون الإقليمي ".

 وتجدد الاتفاقية مذكرة تفاهم حالية وقعتها المنظمتان في عام 2015. ومنذ ذلك الحين ، أصبحت IRENA و RECREEE شريكين استراتيجيين يعملان عن كثب على مبادرات مشتركة متعددة ، ولا سيما مبادرة الطاقة النظيفة العربية (PACE) التي حددت سلسلة من الإجراءات  لزيادة استثمارات الطاقة المتجددة في المنطقة.  
من خلال الاتفاقية الجديدة ، ستقدم الوكالات مجالات جديدة للتعاون وتكييف الأنشطة التعاونية الحالية مع التحديات الأخيرة التي تواجه تطوير الطاقة المتجددة في المنطقة.

 تعريف : الوكالة الدولية للطاقة المتجددة (إيرينا)

 IRENA الوكالة الحكومية الدولية الرائدة في مجال التحول العالمي للطاقة التي تدعم البلدان في انتقالها إلى مستقبل الطاقة المستدامة وتعمل كمنصة رئيسية للتعاون الدولي ، ومركز للتميز ، ومستودعًا للسياسات والتكنولوجيا والموارد والمالية  المعرفة في مجال الطاقة المتجددة. مع 167 عضوًا (166 دولة والاتحاد الأوروبي) و 17 دولة أخرى في عملية الانضمام والمشاركة بنشاط ، تعزز IRENA التبني الواسع والاستخدام المستدام لجميع أشكال الطاقة المتجددة في السعي لتحقيق التنمية المستدامة والحصول على الطاقة بيسروأمن الطاقة وتحقيق نمو اقتصادي من خلال ازدهارمنخفض الكربون.
