الرابع عشر لاتفاقية التنوع البيولوجي بمدينة شرم الشيخ في نوفمبر 2018 شهدت د. ياسمين فؤاد، وزيرة
البيئة، مراسم توقيع مشروع تعزيز القدرات الوطنية لتحسين المشاركة العامة لتنفيذ
اتفاقيات ريو بين وزارة البيئة وبرنامج الأمم المتحدة الإنمائي .وقع عليه د. محمد
صلاح رئيس جهاز شئون البيئة وراندا أبو الحسن المدير الإقليمي لبرنامج الأمم
المتحدة الإنمائي والسفير هاني سليم مساعد وزير الخارجية.
وأشارت د. ياسمين فؤاد إلى أن المشروع يساعد على تنمية القدرات الشاملة التي تدعو إليها الاتفاقات البيئية الدولية المتعددة الأطراف التي وقعت عليها مصر مثل اتفاقية تغير المناخ واتفاقية مكافحة التصحر واتفاقية الحفاظ على التنوع البيولوجي بغرض إدماج قضايا البيئة العالمية والاستدامة البيئية في قطاعات التنمية الرئيسية وخطة مصر للتنمية المستدامة.
أوضحت وزيرة البيئة أن اتفاقيات ريو الثلاث (تغير المناخ،التنوع البيولوجي، مكافحة التصحر) تعد عمود التنمية المستدامة، وأن توقيت إطلاق المشروع يتناسب مع استعداد مصر لاستضافة مؤتمر الأطراف لاتفاقية التنوع البيولوجي والذي سيتضمن مبادرة لربط الاتفاقيات الثلاث على المستوى العالمي، مضيفة أن العمل مع شركاء التنمية سيساعد على دفع عجلة التنمية.
وأضافت أيضًا أن هذا المشروع يهدف بشكل أساسي إلى رفع الوعي البيئي لدى النشء والشباب من خلال العمل مع المدارس والجامعات لدمج البعد البيئي في المناهج الدراسية وإنشاء مراكز علمية استكشافية بالمحميات الطبيعية لتبسيط العلوم وارساء عامل جذب علمي للمحميات الطبيعية.
ولفتت أن المشروع يهدف إلى دعم قدرات وزارة البيئة للقيام بدروها التنسيقي مع الجهات التنفيذية على المستوى الوطني لتنفيذ البرامج والأنشطة التي تفي بالتزامات الدولة تجاه الاتفاقيات البيئية الدولية المتعددة الأطراف وأهداف التنمية المستدامة التي وقعت عليها الحكومة المصرية من خلال التركيز على تعزيز المشاركة العامة في تنفيذ الاتفاقات البيئية الدولية، بما يشمل تطوير قدرات الهيئات الحكومية المشاركة في تنفيذ هذه الاتفاقيات، من خلال تعزيز مشاركة الوزارات المعنية وتقوية القدرات الفردية والمؤسسية على تحسين إدارة البيئة في مصر وتعزيز جهود مصر لدمج الأولويات البيئية العالمية في الخطة الوطنية للتنمية المستدامة.
أشارت وزيرة البيئة إلى أهمية برنامج الأمم المتحدة الإنمائي كشريك رئيسي في التنمية، حيث يعد أحد الوكالات التنفيذية المعتمدة لدى مرفق البيئة العالمية أكبر صناديق الأمم المتحدة لتمويل المشروعات التي تدعم الدول النامية للاستيفاء بالتزاماتها تجاه الاتفاقات الدولية البيئية المتعددة الأطراف من خلال مساعدة الدول النامية على التقدم بطلب المنح للمشروعات التي تتفق مع الأولويات الوطنية وبرامج مرفق البيئة العالمية التمويلية، وبناء القدرات الوطنية في مجالات قضايا البيئة العالمية وتنفيذ مشروعات مماثلة في أكثر من 100 دولة.
Via Egypt's
preparations for further modernization of the sustainable development strategy
and hosting Conference of the Fourteenth Parties to the Convention on
Biological Diversity in Sharm El-Sheikh in November 2018, Dr. Yasmin Fouad,
Minister of the Environment, witnessed signing ceremony of the project to strengthen
national capacities to improve public participation in the implementation of
the Rio conventions between the Ministry of Environment and the United Nations
Development Program. Signed by Dr. Mohamed Salah, head of the Environmental
Affairs Agency, Randa Abulhasan, UNDP Regional Director, and Ambassador Hani
Selim, Assistant Foreign Minister.
Dr. Yasmin Fouad pointed out that the project helps to develop
the comprehensive capacities called for in the multilateral international
environmental agreements signed by Egypt such as the Convention on Climate
Change, the Convention to Combat Desertification and the Convention on the
Conservation of Biodiversity for the purpose of integrating global
environmental issues and environmental sustainability into the main development
sectors and the Egypt Development Plan Sustainable development.
Minister explained that the three Rio conventions (climate
change, biodiversity, and combating desertification) are the pillar of
sustainable development and that the timing of the project is commensurate with
Egypt's willingness to host the Conference of the Parties to the Convention on
Biological Diversity which will include an initiative to link the three
conventions at the global level. Development partners will help drive
development new track.
She added that this project aims mainly at raising environmental
awareness among young people through working with schools and universities to
integrate the environmental dimension into the curriculum and to establish
scientific centers in natural reserves to simplify science and establish a
scientific attractiveness for nature reserves.
The project aims to support the capacity of the Ministry of
Environment to coordinate with the executive bodies at the national level to
implement programs and activities that meet the State's obligations towards the
multilateral international environmental agreements and the sustainable
development goals signed by the Egyptian government, focusing on enhancing
public participation in the implementation of environmental agreements
Including the development of the capacities of government bodies involved in
the implementation of these conventions, by enhancing the participation with relevant
ministries and strengthening individual and institutional capacities to improve
environmental management in Egypt and to strengthen Egypt's efforts to
integrate the Global environmental priorities in the National Plan for
Sustainable Development.
The Minister of Environment referred to the importance of UNDP
as a key development partner.
One of the GEF's implementing agencies is the largest United
Nations fund to finance projects that support developing countries to meet
their commitments to multilateral environmental agreements by helping
developing countries apply. Grants for projects in line with national
priorities and GEF funding programs, building national capacities in global
environmental issues and implementing similar
