ألقى صباح
امس د. محمد شاكر وزير الكهرباء والطاقة المتجددة كلمة خلال افتتاح مؤتمر الأهرام
الثانى تحت عنوان "مستقبل الطاقة والتنمية المستدامة (رؤية مصر 2030)"
والذى يسلط الأضواء على واقع الطاقة في مصر والإمكانات التي تؤهل الدولة لتحقيق
التنمية المستدامة وفقاً لرؤية 2030.
قام القطاع بجهودٍ كبيرة لتنفيذ
مشروعات عملاقة لتوليد الطاقة الكهربائية حيث تم إنشاء ثلاث محطات عملاقة لتوليد
الكهرباء بنظام الدورة المركبة بسعة 14400 ميجاوات بكفاءة أعلى من 60٪، وتم
افتتاحها فى يوليو 2018 بتشريف فخامة السيد رئيس الجمهورية، وسوف يصل إجمالى القدرات
الكهربائية المضافة إلى الشبكة الكهربائية الموحدة بنهاية عام 2018 إلى حوالى إلى
25 ألف ميجاوات أي ما يعادل 12 ضعف قدرة السد العالى والتى تم إضافتها فقط خلال
السنوات الثلاث الأخيرة.
وتتضمن نتائج استراتيجية موضوعة تعظيم
مشاركة الطاقة المتجددة فى مزيج القدرات الكهربائية لتصل نسبتها إلى 42% بحلول
عام 2035 ويتم حالياً إجراء الدراسات اللازمة لزيادة هذه
النسبة لتصل إلى 47 %، وفي الوقت نفسه تستهدف الخطة قصيرة الأجل الوصول
إلى 20٪ بحلول عام 2022، كما يتضمن مزيج الطاقة أيضاً كافة أنواع مصادر الطاقة
(الطاقة النووية، الفحم النظيف، غاز...).
تتمتع مصر بثراء واضح فى مصادر
الطاقات المتجددة والتي تشمل بشكل أساسى طاقة الرياح والطاقة الشمسية وتصل القدرات
الكهربائية التي يمكن إنتاجها من هذه المصادر إلى 90 جيجاوات، وتم تخصيص أكثر من
7600 كيلومتر مربع من الأراضي غير المستغلة لمشروعات الطاقة الجديدة و المتجددة.
وصرح الوزير تم اتخاذ العديد من
الإجراءات لتشجيع مشاركة القطاع الخاص في مشروعات الطاقة المتجددة، وكانت الخطوة
الأكثر أهمية هي التعديلات التشريعية التى كان ينبغي القيام بها لإزالة عقبات
الاستثمار في هذا المجال ومنها:
1. تغيير
اسم وزارة الكهرباء والطاقة إلى وزارة الكهرباء والطاقة المتجددة لتعكس التزام
الوزارة تجاه مشروعات الطاقة المتجددة.
2. الإعلان
عن برنامج إصلاح التعريفة الكهربائية وقد تم اعتماد إعادة هيكلة التعريفة وأعلن
عنه في يوليو 2014، وقد تم تمديد هذا البرنامج لثلاث سنوات إضافية لتخفيف الأعباء
على المستهلكين ذوي الدخل المحدود.
3. تعديل
قانون إنشاء هيئة الطاقة الجديدة والمتجددة بحيث يسمح لها بإنشاء شركات بمفردها أو
بالشراكة مع القطاع الخاص لبناء وتشغيل مشروعات الطاقة المتجددة.
4.إصدار
قانون لتحفيز الاستثمار فى مجال الطاقة المتجددة في ديسمبر 2014 ويتضمن القانون
عدد (4) آليات لتشجيع توليد الكهرباء من مصادر الطاقة المتجددة على النحو التالي:
أولاً: المشروعات الحكومية
التي تنفذها هيئة الطاقة الجديدة والمتجددة بنظام (EPC+Fainance).
ثانياً: طرح المناقصات
التنافسية من خلال الشركة المصرية لنقل الكهرباء بنظام (BOO)، والمزايدات Auctions .
ثالثاً: نطام (IPP) حيث يقوم المستثمر ببيع الطاقة المنتجة من الطاقات المتجددة
مباشرة إلى عملائه من خلال استخدام شبكة الكهرباء القومية مقابل رسوم استخدام.
رابعاً: تعريفة التغذية
للطاقات المتجددة والتى تتيح للقطاع الخاص الاستثمار في مجال إنشاء وتملك وتشغيل
محطات إنتاج وبيع الكهرباء المنتجة من الطاقة الشمسية وطاقة الرياح.
اوضح شاكران هناك عدد 32 مشروعًا
للطاقة الشمسية من الخلايا الفوتوفلطية بطاقة إجمالية تصل إلى 1.5 جيجاوات، تم
توقيع اتفاقية شراء الطاقة الخاصة بها مع المستثمرين بمجمع بنبان للطاقة الشمسية،
ويبلغ إجمالى الاستثمارات بهذه المشروعات نحو 2.0 مليار دولار أمريكي، وقد تم
بالفعل الانتهاء من ربط أول مشروع بقدرة 50 ميجاوات بالشبكة القومية وسيتم دخول
باقى المشروعات تباعاً خلال عام 2019 أولها مشرع بقدرة 50ميجاوات
فى شهر يناير المقبل.
أضاف الوزير أن مستوى مشروعات
البناء والتملك والتشغيل"BOO" تعطي الأسعار
والعطاءات مؤشرًا إيجابيًا لجذب المستثمرين للسوق المصرية كوجهة آمنة للاستثمارات
التي تمتد لأكثر من 20 عامًا بأسعار طاقة غير مسبوقة تبلغ 2.75 سنت دولار/ كيلووات
ساعة للطاقة الشمسية و حوالي 3 سنت دولار/ كيلووات ساعة لمشاريع طاقة الرياح، فضلاً
عن القدرة العالية لهذه المشروعات.
أوضح شاكر أن محطة توليد الطاقة
الكهرومائية باستخدام تكنولوجيا الضخ والتخزين بقدرة 2400 ميجاوات ـ والتى
يتم السير فى إجراءات تنفيذها حالياً بالتعاون مع أحد الشركات العالمية بجبل عتاقة
بمحافظة السويس تعتبر أحد الحلول المثلى التى سوف تؤدى إلى تعظيم الاستفادة من
الطاقات المتجددة.
أشار إلى أن قطاع الكهرباء المصري
قام بتوقيع مذكرة تفاهم واتفاقية تعاون مع المنظمة الدولية لتطوير مشروعات الربط
الكهربائي Global Energy Interconnection Development Organization (GEIDCO) للتعاون في عدد من المجالات من بينها إجراء البحوث حول
استراتيجية الطاقة فى مصر، وتعزيز تنمية استخدام الطاقات المتجددة وتكامل الشبكات
الكهربائية، التشاور الفني لتطبيقات الشبكات الذكية، ويتوافق مشروع الربط الكهربائى
الدولىGlobal Energy Interconnection (GEI) مع رؤية الدولة المصرية لجعل مصر
مركزًا إقليميًا للطاقة.
Yesterday morning Dr Mohamed Shaker. Minister of Electricity
and Renewable Energy, delivered a speech at the opening of the second Al-Ahram
Conference entitled "The Future of Energy and Sustainable Development
(Egypt's Vision 2030)" which highlights the reality of energy in Egypt and
the potential of the country to achieve sustainable development in accordance
with Vision 2030
Sector has made great
efforts to implement giant projects to generate electricity. Three giant power
plants have been constructed with a 14400 MW cycle system with efficiency of
more than 60 percent. It was inaugurated in July 2018 by H.E the President of
the Republic. By the end of 2018 to about 25 thousand megawatts equivalent to
12 times the capacity of the High Dam, which has been added only during the
last three years, Minister Said
Add results of a strategy for maximizing the participation of
renewable energy in the electric power mix will reach 42 percent by 2035 and
studies are currently underway to increase this to 47 percent. Meanwhile, the
short-term plan aims to reach 20 percent by 2022, the energy mix also includes
all types of energy sources (nuclear energy, clean coal, gas ...)
Egypt has a clear wealth in renewable energy sources, which
mainly include wind and solar energy. The electricity capacity from these
sources is 90 gigawatts. More than 7,600 square kilometers of untapped land
have been allocated to new and renewable energy projects
Minister said several measures have been taken to encourage
private sector participation in renewable energy projects. The most important
step was the legislative amendments that should have been made to remove
obstacles to investment in this field, including
1-Change the name of the Ministry of Electricity and Energy
to the Ministry of Electricity and Renewable Energy to reflect the Ministry's
commitment to renewable energy projects 2- Tariff Reform Program Announcement
Tariff Restructuring was announced in July 2014 and has been extended for an
additional three years to ease the burden on low-income consumers
3-Amend the law which established
the New and Renewable Energy Authority to allow it to establish companies
individually or in partnership with the private sector to build and operate
renewable energy projects
4-Issuing a law to
stimulate investment in renewable energy in December 2014. The law includes (4)
mechanisms to encourage the generation of electricity from renewable sources of
energy as follows
First: Government projects implemented by the New Energy and
Renewable Energy Authority (EPC + Fainance)
Second: Competitive bidding through the Egyptian Electricity
Transmission Company (BOO), and Auctions
Third: The IPP system where the investor sells the energy
produced from the renewable energy directly to its customers through the use of
the national electricity grid in return for usage fees
Fourth: Feed In Tariff for renewable energies, which allows
the private sector to invest in the establishment, ownership and operation of
plants producing and selling electricity produced from solar and wind energy
Dr. Shaker explained that there are 32 photovoltaic solar
projects with a total capacity of 1.5 GW. The energy purchase agreement has
been signed with the investors at the Binban Solar Energy Complex.
Total investment in these projects is about US $ 2 billion.
The first 50 megawatt project in the national grid. The other projects will be
entered into successively in 2019, the first of which is a 50 megawatt project
in Next January
Dr. Shaker added that the level of BOO projects gives prices
and bids a positive indicator to attract investors to the Egyptian market as a
safe destination for investments that span more than 20 years at an unprecedented
energy prices of 2.75 cents / kWh for solar energy and about 3 cents / kWh for
Wind projects, as well as the high capacity of these projects
Shaker explained that the hydroelectric power station using
2400 megawatt pumping and storage technology, which is currently being
implemented in cooperation with one of the international companies in Ataqa
Mountain, Suez Governorate, is considered one of the optimal solutions that
will lead to maximizing the utilization of renewable energies
He pointed out that the Egyptian Electricity Sector has
signed a memorandum of understanding and a cooperation agreement with Global
Energy Interconnection Development Organization (GEIDCO) to cooperate in a
number of areas, including research on the energy strategy in Egypt and promoting
the development of the use of renewable energy and the integration of
electrical networks As well as technical consultation for smart grid
applications. Global Energy Interconnection (GEI) project is in line with the
vision of the Egyptian state to make Egypt a regional energy hub
