شهد قطاع الطاقة في مصر تطورات خلال السنوات
الاخيرة من خلال حجم إستثمارات غير مسبوقة وبقدرات توليد تعادل كل ما تم إنشائة
وأكثر منذ دخول الكهرباء في مصر خلال السنوات القليلة الماضية مما أدي على القضاء
نهائيا على مشكلة إنقطاع التيار الكهربائي وتوفير قدرات توليد إحتياطية تجعل مصر
من ضمن الدول التي تلتزم بمعاير25% من إجمالي القدرات على مستوي العالم
كما شهدت قضايا التوافق
البيئى والالتزام بمعايير التنمية المستدامة طفرة منذ 2001 بخدمات مكتب الالتزام
البيئي والتنميه المستدامة بإتحاد الصناعاتالمصرية
بلغ أجمالى التكلفة
الأستثمارية لمشروعات قطاع الكهرباء والطاقة المتجددة من يونيو 2014 حتي نهاية
العام الحالي 515 مليار جنيه تنقسم الى 433.5 مليار جنية مشروعات إنتاج الكهرباء
54.4 مليار جنية مشروعات تدعيم شبكه نقل الكهرباء بألاضافة الى 27 مليار جنيه في
شبكات التوزيع بخلاف تكلفة المحطة النوويه
جاء ذلك خلال استضافه ملتقي الطاقة المتجددة والمياه بالتعاون مع الشبكة المصرية
للطاقات المتجددة و المياه د. صباح مشالى وكيل أول وزارة الكهرباء والطاقة
المتجددة لتطوير الاداء والاتصال السياسي أقيم فى بيت السنارى فرع مكتبة الاسكندرية
بالقاهرة قبل عدة ايام
أكدت د. صباح مشالى أن
تم تكلفة إستثمارات مشروعات القطاع الخاص في مجال الطاقة المتجددة 2 مليار دولار
ومن جانب أخر كشفت عن أنه تم تركيب عدادات مسبقة الدفع إجمالى 66 مليون عداد حتى
اكتوبر الماضي مع تنفيذ مشروع تجريبي لتركيب 250 الف عداد ذكي على نطاق 6 شركات
توزيع ينتهي من الربع الاول من العام القادم
أشارت ان هذه الاستثمارات لم تكن ممكنه لولا دعم من القياده السياسيه ،حيث اكد
الرئيس عبدالفتاح السيسي على ان الكهرباء والطاقة أمن قومى منذ عام 2014 اضافت
د.مشالى بأن متوسط تكلفة الكيلو وات ساعه فى حدود 105 قرش / كيلو وات بحيث أن
متوسط سعر البيع يبلغ 85 قرش /كيلو وات ومن منظور أخر ما زال قطاع الكهرباء فى مصر
يتحمل دعم يبلغ 46 مليار جنيه خلال العام المالى الحالى 2018 / 2019 حيث تحصل
الوزارة على دعم من وزارة المالية بأجمالى 16 مليار جنية فإن وزارة الكهرباء تتحمل
باقي فارق الدعم من مواردها الخاصة وتغطيها جزئيا من خلال الدعم المتبادل بين
شرائح الاستهلاك
مضيفة ان دعم الطبقات الفقيرة فى حدود 100 الى 150 كيلو وات شهريا من المتوقع ان
يستمر حتى ما بعد عام 2022 الذى تعتبره الوزارة اخر عام في إعادة هيكلة تعريفة
الكهرباء
وفيما يتعلق بموقع مصر كمركز محوري للربط الكهربائى بين الثلاث قارات قالت أنه تم
الاتفاق بين مصر والمملكة العربية السعودية أنه سيتم تشغيل الربط الكهربائى
تجريبيا في سبتمبر 2021 والتشغيل الكامل فى سبتمبر 2022 بإجمالى تكلفة استثمارية
لمشروع الربط بلغت 1560 مليون دولار يتحمل الجانب المصرى حوالى 626 مليون دولار
بحيث ستصل القدرات الكهربائية المتبادلة بين مصر وقبرص واليونان 2000 ميجا وات
وأضافت أن الربط المصري الاردني 450 ميجاوات مع التنسيق لزيادة قدرة خط الربط
المصري الاردني لتصل الى 2000 الى 3000 ميجاوات حيث تبلغ قدرات الربط بين مصر وليبيا 100 ميجا وات
أضافت د.مشالى أن الربط
المصرى السودانى سيبدأ تجريبيا من نهاية الشهر القادم بقدرات تجريبية تصل الى 150
ميجا وات بتكلفة 6.8 مليون دولار بالاضافة الى 506 ألف يورو و376 مليون جنيه مصرى
مع استهداف زيادة القدرة لتبح 300 ميجاوات فى نهاية الربع الاول من عام 2020
تعقبها مرحلة ثالثة لنقل قدرات كهربائية بمقدار 600 ميجاوات
كما كشفت عن قيام وزارة الكهرباء بالاتفاق مع أحدى الشركات الالمانية لعمل
دراسات اكدت وجود عدد من المواقع على نهر النيل وفروعة يمكنها توليد من 150 الى
200 ميجا وات بإستخدام المحطات الكهرومائية متناهية الصغر
كما ابدي بنك التعمير الالمانى إستعدادة لتمويل بعض المواقع والجدير بالذكر أن
اجمالى القدرات المولدة من الطاقة الكهرمائية 2832 ميجاوات
كشفت د. صباح مشالي ان مجمع بنبان للطاقة الشمسية يتسع لتوليد طاقة شمسية بإجمالى
قدرات تصل الى 2000 ميجاوات على مساحة 37.1 كم مربع والقدرات الجارى إضافتها حاليا
1465 ميجاوات بإجمالى استثمارات 2 مليار دولار يتيح فيما يقرب من 10 الاف فرصة عمل
للشباب .تم دخول 50 ميجاوات الى الخدمة مؤخرا

الرياح وأطلس الشمس يكشفان عن ان إجمالى القدرات الممكن توليدها من مصادر مصر في
الرياح والشمس تبلغ 90 الف ميجا وات

وفاء اسماعيل رئيس قطاع الطاقة بمكتب الالتزام البيئي والتنمية المستدامة بإتحاد
الصناعات المصرية أن المكتب يقدم الخدمات الفنية للألتزام البيئي للمنشأت
الصناعية تشمل دراسات تقييم الاثر البيئي وتشجيع تطبيق تكنولوجيات التوافق البيئي
والانتاج المستدام ودراسات المسح البيئي واعداد السجل البيئي متضمنه القياسات
البيئية والمراجعات المبدئية والتفصيلية لتحسين كفائة الطاقة وتقديم دراسات جدوي للاستثمار
في الطاقات المتجددة او إستخدامها كمصدر بديل للطاقة التقليدية
اشارت ان مكتب الالتزام البيئي والتنمية المستدامة يقوم بمساعدة المنشأت الصناعية
للتوافق مع الاشتراطات البيئية الدولية للنفاذ الى أسواق التصدير وزيادة الوعى
لقضايا البيئة كما ساعد فى حل قضايا مهمه مثل المسابك والمدابغ خارج المناطق
السكنية مع قياس البصمة الكربونية للمنشأت والمنتجات مع تخفيض تكلفة الانتاج
وزيادة القدرة التنافسية في الاسواق المحلية والدولية مع مواجهه زيادة تكلفة
الطاقة بعد رفع الدعم
قالت ان المكتب يعمل على تقديم قروض ( القرض الدوار ) يبلغ قيمه القرض 7 مليون
جنيه يسدد على اقساط سنوية لمدة خمس سنوات بمصاريف ادارية 3.5 % بهدف تطبيق شروط
الاستدامة فى القطاع الصناعى فى المنشأت الصغيرة و المتوسطة
The
energy sector in Egypt has witnessed significant developments in recent years
through the volume of unprecedented investments and generating capacities
equivalent to all that has been established and more since the introduction of
electricity in Egypt during the past few years only, which led to the final
elimination of the problem of power outages and provide generating capacity,
put Egypt among Countries that meet 25 percent of the total capacity as a
reserve power.
Environmental
and sustainable standards have witnessed a boom since 2001 with the services of
the Office of Environmental Compliance and Sustainable Development related to Egyptian
Industries Federation
Total
investment cost of the electricity and renewable energy projects from June 2014
to the end of this year 2018 is 515 billion pounds divided into 433.5 billion
pounds of electricity production projects 54.4 billion pounds of projects to
strengthen electricity transmission network in addition to 27 billion pounds in
distribution networks excluded cost of nuclear plant
This
came during the hosting of the Renewable Energy and Water Forum in cooperation
with the Egyptian Network for Renewables and Water Cycle. Dr. Sabah Mishali,
First Undersecretary of the Ministry of Electricity and Renewable Energy for
the Development Performance and Political Communication which was held at Beit
Al-Senari, Alexandria Library Branch in Cairo a few days ago
Dr.
Sabah Mashali added that the cost of investments of private sector projects in
the field of renewable energy reached $ 2 billion dollars
On
the other hand, a total of 66 million meters of pre-paid meters have been
installed as of last October with the implementation of a pilot project to
install 250,000 intelligent counters across six distribution companies that
will end in the first quarter of next year
Dr.
Sabah Mishali pointed out that these investments would not have been possible
without the support of the political leadership, President Abdel Fattah al-Sisi
that electricity and energy are national security since 2014, adding that
the average cost per kilowatt hour in the range of 105 piasters / kW so that
the average selling price, electricity sector in Egypt still bears subsidize of
46 billion pounds during the current fiscal year 2018/2019, where the Ministry
receives the support of the Ministry of Finance with a total of 16 billion
pounds, the Ministry of Electricity bears the rest of the support gap from its
own resources, furthermore partially covered by mutual support between
consumption segments.
Adding
that subsidizing for poor people in the range of 100 to 150 kilowatts per month is
expected to continue until after 2022, which the ministry considers the last
year in the restructuring of the electricity tariff
As
for the location of Egypt as a hub for electrical interconnection between the
three continents, it was agreed between Egypt and Saudi Arabia that the
electricity connection will be operated experimentally in September 2021 and
full operation in September 2022 with a total investment cost of $ 1560 million
dollars

the electrical capacity between Egypt, Cyprus and Greece will reach 2000
megawatts
She
added that the Egyptian-Jordanian link 450 MW with coordination to increase the
capacity of the Egyptian-Jordanian link to reach 2000: 3000 MW
Where
the capacity of the link between Egypt and Libya 100 MW
Dr.
Mishali added that the Egyptian-Sudanese link will start experimentally by the
end of next month with a capacity of 150 megawatts at a cost of 6.8 million
dollars, plus 506 thousand euros and 376 million pounds, with an aim to
increase capacity to 300 MW at the end of the first quarter of 2020, total Power
capacity of 600 MW
It
also revealed that the Ministry of Electricity, in agreement with one of the
German companies to conduct studies confirmed the presence of a number of sites
on the Nile and a branch can generate from 150 to 200 megawatts using very small
hydroelectric plants
German
Development Bank, KFW , has also been prepared to finance some sites. It is
worth mentioning that the total capacity generated by hydropower is 2832 MW
Dr.
Sabah explained that the Benpan solar complex is capable of generating solar
energy with a total capacity of 2000 megawatts on 37.1 square kilometers and
current capacity of 1465 megawatts, with a total investment of 2 billion
dollars, which will provide about 10,000 jobs for young people

Stressing
that the Atlas of the wind and the sun Atlas reveal that the total potential capacity
generated from Egypt's sources in the wind
and the sun is 90 thousand megawatts
For
her side, Eng. Wafa Ismail, Head of the Energy Sector at the Environmental Compliance
office and Sustainable Development related to Federation of Egyptian
Industries, said that the ECO provides technical services for the
environmental compliance of the industrial establishments, including the
studies of environmental impact assessment, the promotion of the application of
environmental compatibility technology and sustainable production, along with
environmental survey studies and the preparation of the environmental record
paper, including environmental measurements and preliminary and detailed reviews
to improve energy efficiency. Studying feasibility of projects to invest in
renewable energies or to use them as alternative sources of traditional energy
She
noted that the Environmental Compliance office and Sustainable Development is
assisting industrial enterprises to comply with international environmental
requirements to access export markets and raise awareness of environmental
issues. It also helped solve important issues such as foundries and tannery
which moved to outside residential areas, while measuring the carbon footprint
of facilities and products while reducing production cost and increasing
competitiveness.
Aiming
absorb increasing cost of energy after lifting subsidies locally, to maintain competitiveness
to Egyptian exports internationally.

Wafa Ismail said that the office is working to provide loans (revolving loan)
with a loan value of LE 7 million to be paid in annual installments for five
years with administrative expenses 3.5 percent with the aim of applying the
conditions of sustainability in the industrial sector in small and medium
enterprises
