وزيرة البيئة : تغيرالمناخ تحدي تنموي يتطلب بناء القدرات الوطنية للدول Environment Minister : Climate change is a development challenge that requires building of national capacities of States

شاركت د. ياسمين فؤاد وزيرة البيئة في الجلسة الخاصة بتمويل بناء القدرات في مجال الحد من انبعاثات غازات الدفيئة، وتعزيز القدرة على مواجهة آثارها الذي ينظمه برنامج الأمم المتحدة للبيئة على هامش اجتماع مؤتمر الأطراف الرابع والعشرين لاتفاقية الأمم المتحدة الإطارية لتغير المناخ المنعقد حاليا ببولندا

أكدت وزيرة البيئة  على ضرورة توفير التمويل اللازم لبناء القدرات الوطنية في المجالات المختلفة باعتبار تغير المناخ تحدي تنموي يواجه الدول، مما يتطلب إعداد برامج بناء القدرات تراعي الاحتياجات الوطنية وتحقق الاستفادة القصوى من الموارد المتاحة

 كما شاركت د. ياسمين فؤاد وزيرة البيئة في الاجتماع التنسيقي للمجموعة العربية التفاوضية ناقش الاجتماع الموضوعات المتعلقة بمفاوضات تغير المناخ من أجل تنسيق المواقف العربية التي تضم موضوعات تمويل المناخ واتاحة التمويل من الدول المتقدمة، واتاحة المعلومات الخاصة بتمويل احتياجات الدول النامية، بالإضافة إلى موضوعات التكيف مع آثار التغيرات المناخية خاصة أنها لم تحظى بالاهتمام الكافي لضمان ادراجها في اطار عمل اتفاق باريس

أكدت د. ياسمين أن كل من مجموعة ال77 والصين  وتترأسها مصر، والمجموعة الافريقية تتشاركان مع المجموعة العربية في ذات الاهتمامات ، وشددت على أن مصر ستبذل كافة الجهود من أجل تحقيق المطالب العادلة للدول العربية والدول النامية في اطار عمل اتفاق باريس

جدير بالذكر تم اختيار مصر وألمانيا خلال اجتماعات مؤتمر الأطراف ببولندا لادارة مفاوضات وتقريب وجهات النظر المتعلقة بتمويل المناخ بين الدول الأعضاء والمجموعات التفاوضية من الدول المتقدمة والنامية

 شددت فؤاد خلال كلمة مصر على ضرورة تحقيق مبدأ المسئولية المشتركة متباينة الأعباء، ونفاذ اتفاق باريس لتغير المناخ بصورة عاجلة ومنصفة بحيث لا تتضرر الدول النامية جراء التنفيذ

وأشارت إلى أن الدول النامية ومنها مصر تتحمل ميزانياتها أعباء كبيرة لمواجهة التكيف مع آثار التغيرات المناخية، وكجزء من افريقيا تلك القارة التي لا تساهم بقدر كبير في غازات الاحتباس الحراري إلا انها حسب التقارير العلمية والرسمية من أكثر القارات تضررا من آثار التغيرات المناخية

شاركت د. ياسمين فؤاد وزيرة البيئة  و وزير البيئة الصينى فى المنتدى الخاص بالجنوب جنوب لمكافحة التغيرات المناخية الذى  يهدف إلى مناقشة أليات التصدى للتغيرات المناخية وخلق شراكات بين دول الجنوب جنوب

أكدت  فؤاد  على  ضرورة خلق شراكات بين الشباب المصرى  و دول الجنوب جنوب فى العديد من المجالات كإعادة تدوير المخلفات الزراعية ودعم صغار الصيادين فى المناطق الساحلية، بالإضافة إلى تشجيع التكنولوجيا الخاصة بكفاءة الطاقة الجديدة والمتجددة من خلال مشروعات صغيرة ومتوسطة يدعمها الشباب
‎وزيرة البيئة التقت الأمين العام للأمم المتحدة مجددا في بولندا وأكدت حرص مصر على تنفيذ اتفاق باريس وأهمية المساهمات الوطنية مع ضرورة وضع تصور واضح للدعم في اطار الشفافية يتميز بالمرونة اللازمة ومدعوما بالجداول الزمنية

Dr. Yasmine Fouad, Minister of the Environment, at the session on financing capacity-building in the area of ​​greenhouse gas emission reduction and strengthening capacity to address its impacts organized by UNEP on the sidelines of the twenty-fourth meeting of the Conference of the Parties to the United Nations Framework Convention on Climate Change

Minister of the Environment stressed the need to provide the necessary funding to build national capacities in various areas, considering that climate change is a challenge facing development States, which requires the preparation of capacity-building programs that take into account national needs and make maximum use of available resources

 Also participated Dr. Yasmine Minister of Environment at the Coordination Meeting of the Arab Negotiating Group ,meeting discussed topics related to climate change negotiations to coordinate the Arab positions which include the issues of climate financing and the availability of financing from the developed countries, providing information on financing the needs of developing countries, they had not received sufficient attention to ensure their inclusion within the framework of the Paris Agreement

Dr. Yasmine said that the Group of 77 and China, headed by Egypt and the African Group, share the same concerns with the Arab Group, stressing that Egypt will make every effort to achieve demands of the Arab countries and developing countries within the 

framework of the Paris Agreement

It is worth mentioning that Egypt and Germany were selected during the meetings of the Conference of the Parties in Poland to conduct negotiations and bring forward views on climate financing between Member States and negotiating groups from developed and developing countries.

During Egypt's speech, Dr. Fouad stressed the need to achieve the principle of common responsibility of different burdens and the Paris Agreement on Climate Change to be implemented in an urgent and fair manner so that developing countries will not be affected by the implementation.

She pointed out that the developing countries, including Egypt, have a large burden on their budgets to cope with the effects of climate change. As part of Africa, which does not contribute significantly to greenhouse gases, according to scientific and official reports from the continents most affected by the consequences of climate change

Environment Minister Dr. Yasmin Fuad participated at the South South Forum to Combat Climate Change, which aims to discuss mechanisms to address climate change and create partnerships between countries of the South South

 Fouad stressed the need to create partnerships between the Egyptian and South South countries in various fields such as recycling of agricultural wastes and supporting small fishermen in coastal areas, in addition to encouraging technology for new and renewable energy efficiency through small and medium projects supported by young people

Minister of the Environment met again with the Secretary-General of the United Nations in Poland and stressed Egypt's keenness to implement the Paris Agreement and the importance of national contributions with the need to develop a clear vision of subsidize framework based on transparency within limited schedules.
