أشار د.مصطفى مدبولي، رئيس
مجلس الوزراء إلى أن فض التشابكات المالية بين وزارات الكهرباء والطاقة المتجددة،
والبترول والثروة المعدنية، والمالية، وقطاع الأعمال العام التي اتخذتها الحكومة
تعد تدخلا جراحياً لإزالة التشوهات القديمة العالقة في الاقتصاد المصري منذ عقود
طويلة، تصل إلى نحو 30 أو 40 سنة، بأرقام ضخمة تصل إلى نحو 500 مليار جنيه، حيث
كانت الجهات مدينة لبعضها البعض، ويظهر تأثيرها بصورة سلبية في موازناتها، يُشكل
تحدياً ومشكلة كبيرة للوزارات، لذا كان هناك إصرار على اقتحام الملف الشائك
يختص البروتوكول الأول
بآلية سداد المديونيات المستحقة عن مسحوبات شركات قطاع الأعمال العام من الكهرباء،
وذلك بين الشركات القابضة التابعة لوزارة قطاع الأعمال العام وبعض الشركات التابعة
لوزارة الكهرباء والطاقة المتجددة والهيئة المصرية العامة للبترول التابعة لوزارة
البترول، وقع البروتوكول عن الشركات القابضة التابعة لوزارة قطاع الأعمال العام كل
من د.أحمد مصطفى محمد علي، رئيس مجلس إدارة الشركة القابضة للقطن والغزل والنسيج
والملابس، ود. مدحت أنور نافع، رئيس مجلس إدارة الشركة القابضة للصناعات المعدنية؛
بالإضافة إلى م. جابر دسوقي مصطفى، رئيس مجلس إدارة الشركة القابضة لكهرباء مصر، وم.
صباح محمد مشالي، رئيس مجلس الإدارة والعضو المنتدب للشركة المصرية لنقل الكهرباء،
كما وقع البروتوكول م.عابد عز الرجال، الرئيس التنفيذي للهيئة المصرية العامة
للبترول.
يتعلق البروتوكول الثاني
بالاتفاق على آلية سداد المديونيات المُستحقة للهيئة المصرية العامة للبترول
والشركات التابعة لها، طرف الشركة القابضة لكهرباء مصر والشركات التابعة لها، وذلك
بين الهيئة المصرية العامة للبترول ويُوقع عنها المهندس عابد عز الرجال، الرئيس
التنفيذي للهيئة، والشركة القابضة لكهرباء مصر ويُوقع عنها المهندس جابر دسوقي
مصطفى، رئيس مجلس إدارة الشركة.
يختص البروتوكول الثالث بين
كل من وزارت الكهرباء والطاقة المتجددة، والبترول والثروة المعدنية ، والمالية، والشركة
القابضة لكهرباء مصر، بشأن فض التشابكات المالية والاتفاق على قواعد التعاملات
المستقبلية فيما بينها، ووقع البروتوكول وزراء الكهرباء والبترول والمالية،
بالإضافة إلى رئيس مجلس إدارة الشركة القابضة لكهرباء مصر.
أوضح د.مصطفى مدبولي، في مؤتمر صحفي بمقر مجلس الوزراء، أن هذه
اللحظة التي نشهد فيها توقيع هذه البروتوكولات تعدُ حدثاً تاريخياً، بعد تمكن
الحكومة من التوصل لحل جانبٍ كبيرٍ من التشابكات المالية بين العديد من الوزارات
والشركات والهيئات التابعة لها وبعضها البعض، بمبالغ مالية تصل إلى مئات المليارات
من الجنيهات.
بموجب البروتوكول الأول تلتزم الشركات التابعة لوزارة قطاع
الأعمال العام بنقل ملكية عدد من الأراضي أو الأصول العقارية إلى الهيئة المصرية
العامة للبترول أو شركاتها التابعة وذلك بقيمة مديونيات الشركات التابعة لوزارة
قطاع الأعمال العام، بعد استبعاد مديونيات الشركات تحت التصفية، لصالح الشركة
القابضة لكهرباء مصر وشركاتها التابعة والشركة المصرية لنقل الكهرباء ووفقاً
للرصيد المُصدق عليه في 31/10/2019، مع التنازل عن أية فوائد، أو عوائد، أو غرامات
أياً كان مسماها.
من خلال بالبروتوكولين الثاني والثالث، ستتم تسوية جانب من
المديونية بين وزارة المالية والشركة القابضة لكهرباء مصر بقيمة 44 مليار جنيه حتى
30/6/2019 من إجمالي 66 مليار جنيه، على أن تتحمل " المالية" باقي قيمة
المديونية عن طريق تسويتها من خلال تخفيض إجمالي المديونية المستحقة من الشركة
القابضة للكهرباء لقطاع البترول مقابل زيادة بنفس القيمة على إجمالي المديونية
المستحقة على وزارة المالية لصالح قطاع البترول، بذلك تنخفض المديونية المستحقة
لقطاع البترول لدى الشركة القابضة لكهرباء مصر وشركاتها التابعة
Dr. Mustafa Madbouly, Prime Minister, pointed out that resolving
financial interrelationships between the ministries of Electricity, Renewable
Energy, Petroleum & Mineral Resources, Finance, and public business sector
that the government has taken is a surgical intervention to remove old pending
distortions in the Egyptian economy for decades, up to about 30 Or 40 years,
with huge numbers amounting to about 500 billion Egyptian pounds, as the
authorities were indebted to each other, and their influence appears negatively
in their budgets, and poses a challenge and a big problem for ministries, so
there was insistence on storming this thorny file
First protocol concerns the mechanism for paying debts due from public
business sector withdrawals from electricity, between the holding companies
affiliated with the Ministry of Public Business Sector and some companies
affiliated with the Ministry of Electricity and Renewable Energy and the
Egyptian General Petroleum Authority affiliated to the Ministry of Petroleum,
and this protocol was signed by the holding companies affiliated to the
Ministry of Business Sector : Dr. Ahmed Mostafa Mohamed Ali, Chairman of the
Board of Directors of the Holding Company for Cotton, Spinning, Weaving, and
Clothing, and Dr. Medhat Anwar Nafea, Chairman of the Board of Directors of the
Holding Company for Metal Industries; in addition to Eng. Japer Dasuki Mustafa,
Chairman of the Board of Directors Egyptian Electricity Holding and Eng.
Mohammed Sabah Mashaly, Chairman of the Board and Managing Director of the
Egyptian Electricity Transmission Company, as the protocol engineer Abed Ezz
signed men, Chief Executive Officer of the Egyptian General Petroleum
Corporation
According to the first protocol, companies affiliated to Ministry of
Public Business Sector are obliged to transfer ownership of a number of lands
or real estate assets to the Egyptian General Petroleum Corporation or its
subsidiaries by the value of the debts of companies affiliated to the Ministry
of Public Business Sector, excluding the debts of companies under liquidation,
for the benefit of the Egyptian Electricity Holding Company and its
subsidiaries to Egyptian Electricity Transmission Company, in accordance with
the approved balance on 31/10/2019, with any waiver of interest, or fines under
any name.
Second protocol relates to an agreement on a mechanism for the payment
of debts owed to the Egyptian General Petroleum Corporation and its
subsidiaries, by the Egyptian Electricity Holding Company and its subsidiaries,
between the Egyptian General Petroleum Corporation signed by Eng. Abed Ezz
Al-Rijal, CEO of the authority, and the Egyptian Electricity Holding Company signed
by the engineer Jaber Desouki Mostafa, Chairman of the Company
Third protocol is concerned between the ministries of Electricity,
Renewable Energy, Petroleum, Mineral Resources, and Finance, Egyptian
Electricity Holding Company, in terms of resolving financial entanglements and
agreeing on rules for future transactions between them.
The protocol was signed by the
Ministers of Electricity, Petroleum and Finance, in addition to the Chairman of
the Board of Directors of the Egyptian Electricity Holding Company
In this regard, Dr. Mostafa Madbouly explained, in a press conference at
the Cabinet headquarters, that this moment when we witness the signing of these
protocols is a historic event, after the government managed to reach a solution
to a large part of the financial interconnections between many ministries,
companies and their affiliated bodies, with amounts of hundreds of billions of Egyptian
pounds
Through the second and third protocols, a portion of the debt will be
settled between the Ministry of Finance and the Egyptian Electricity Holding
Company, at a value of 44 billion pounds until 30/6/2019 of a total of 66
billion pounds, provided that the “Finance” will bear the rest of the debt
value by settling it through a total reduction The debt owed by the Electricity
Holding Company for the oil sector in exchange for an increase of the same
value over the total debt owed by the Ministry of Finance for the benefit of
the petroleum sector, thereby reducing the debt owed by the oil sector to the
Egyptian Electricity Holding Company and its subsidiaries
