سطرت وزارة البيئة فصلا جديدا من من قصة نجاح مصر في مهاداة العالم نخبة أبنائها الاكفاء لدعم العمل الدولي بخبراتهم المميزة، حيث رحبت وزارة الخارجية المصرية بإعلان السيد أنطونيو غوتيريش الأمين العام للأمم المتحدة، عن اختيار د. ياسمين فؤاد وزيرة البيئة المصرية لتولى منصب وكيل السكرتير العام السكرتير التنفيذى الجديد لإتفاقية الأمم المتحدة لمكافحة التصحر ( UNCCD )، بعد التشاور مع مكتب مؤتمر الأطراف للإتفاقية ، حيث من المقرر أن تخلف سيادتها في هذا المنصب السيد إبراهيم ثياو من موريتانيا، وقد أعرب الأمين العام للأمم المتحدة عن بالغ امتنانه لخدمته المخلصة والتزامه الكبير تجاه المنظمة.
تشغل د. ياسمين فؤاد منصب وزيرة البيئة في مصر منذ عام 2018، حيث قادت دفة التغيير التحولي في قطاع البيئة في مصر من خلال خلق بيئة تمكينية أكثر توجهاً نحو تشجيع دور القطاع الخاص ، ودمج إبعاد الاستدامة البيئية في خطط الاستثمار القومية ، كما تمتلك العديد من الخبرات في الدبلوماسية البيئية وتتمتع بخبرة تزيد عن ٢٧ عامًا في مجالات الحوكمة البيئية، وموضوعات البيئة العالمية، والدبلوماسية المناخية الدولية. وتتمتع بسجل حافل في تصميم وتنفيذ الإصلاحات المؤسسية والمنهجية لبرامج التنمية المستدامة، وربطها بالتحديات البيئية على الصعيدين الوطني والدولي، مثل تغيّر المناخ والتنوع البيولوجي وتدهور الأراضي وحوكمة المياه الدولية.
فعلى الصعيد الدولى، قدمت د. ياسمين فؤاد دورًا محوريًا في التعاون البيئى متعدد الأطراف، حيث ترأست سيادتها مؤتمر الأطراف الرابع عشر لاتفاقية التنوع البيولوجي (CBD-COP 14) خلال الفترة من ٢٠١٨ إلى ٢٠٢١، كما شغلت منصب المنسق الوزارى ومبعوث مؤتمر الأمم المتحدة لتغير المناخ (UNFCCC COP27) بين عامي ٢٠٢١ و٢٠٢٢. وقد شاركت في قيادة التوافق على صياغة الإطار العالمي للتنوع البيولوجي حتى عام ٢٠٣٠، وقد أسهمت بشكل بارز في دفع العمل بالمبادرات العالمية الخاصة بالتكيّف، والأمن الغذائي، والزراعة، والحلول القائمة على الطبيعة خلال مؤتمر COP27 ، كما قادت المبادرة العالمية الرئاسية التي تربط بين اتفاقيات ريو الثلاثة ، والتي أُطلقت خلال مؤتمر CBD COP14، واستكملت الدعوة إلى تحقيق التكامل بين التنوع البيولوجي والإدارة المستدامة للأراضي خلال مؤتمري COP27 وCOP28 .
كما قادت وشاركت في تيسير مفاوضات تمويل المناخ في خمسة مؤتمرات للمناخ، ممثلة مصالح الدول النامية بالتعاون مع شركاء التنمية من الدول المتقدمة.
وعلى الصعيد الإقليمى ، شاركت د. ياسمين فؤاد في لجنة رؤساء الدول والحكومات الأفارقة المعنية بتغير المناخ (CAHOSCC) عام ٢٠١٥ وكذلك مؤتمر الوزراء الأفارقة المعنيين بالبيئة (AMCEN) خلال الفترة من ٢٠١٥ إلى ٢٠١٧، بصفتها مساعد وزير البيئة للتنمية المستدامة والتعاون الإقليمي والدولي. ولعبت دورًا محوريًا في الإعداد الفني والتنسيق لمبادرتي التكيف الإفريقية والطاقة المتجددة الإفريقية. كما شاركت في رئاسة لجنة توجيه البرامج الرائدة الإقليمية التابعة للشراكة الجديدة لتنمية إفريقيا (النيباد)، والتي تشمل الإدارة المستدامة للأراضي، ومكافحة التصحر، والتنوع البيولوجي، والتكيف مع تغير المناخ القائم على النظم البيئية.
وعلى الصعيد الأكاديمى، عملت د. ياسمين فؤاد كطالبة زائرة في جامعة كولومبيا، في معهد الأرض، حيث شاركت في تصميم مركز التميز للتكيف مع تغير المناخ في مصر، وأسهمت في إعداد أوراق سياسية حول تغير المناخ في منطقة الشرق الأوسط وشمال إفريقيا. وتحمل وزيرة البيئة المصرية درجة الدكتوراة في العلوم السياسية- الدراسات الاورومتوسطية ، ودرجة الماجستير في العلوم البيئية. وهي تتقن اللغتين العربية والإنجليزية.
The Ministry of Environment has written a new chapter in Egypt's success story in providing the world with its most qualified people to support international action with their distinguished expertise. The Egyptian Ministry of Foreign Affairs welcomed the announcement by UN Secretary-General António Guterres of the selection of Dr. Yasmine Fouad, the Egyptian Minister of Environment, to assume the position of Under-Secretary-General and the new Executive Secretary of the United Nations Convention to Combat Desertification (UNCCD).
This appointment was made after consultation with the Bureau of the Conference of the Parties to the Convention. She will succeed Ibrahim Thiaw of Mauritania in this position, and the UN Secretary-General expressed his deep gratitude for his dedicated service and great commitment to the organization.
Dr. Yasmine Fouad has served as Egypt's Minister of Environment since 2018. She has led a transformational change in Egypt's environmental sector by creating a more enabling environment geared toward encouraging the role of the private sector and integrating environmental sustainability dimensions into national investment plans. She has extensive experience in environmental diplomacy, with over 27 years of experience in environmental governance, global environmental issues, and international climate diplomacy.
She has a proven track record in designing and implementing institutional and methodological reforms for sustainable development programs, linking them to environmental challenges at the national and international levels, such as climate change, biodiversity, land degradation, and international water governance.
At the international level, Dr. Yasmine Fouad has played a pivotal role in multilateral environmental cooperation, having chaired the Fourteenth Conference of the Parties to the Convention on Biological Diversity (CBD-COP 14) from 2018 to 2021 and served as Ministerial Coordinator and Envoy for the United Nations Climate Change Conference (UNFCCC COP27) from 2021 to 2022. She co-led the consensus-building process for the 2030 Global Biodiversity Framework and contributed significantly to advancing global initiatives on adaptation, food security, agriculture, and nature-based solutions at COP27. She also led the Presidential Global Initiative linking the three Rio Conventions, launched at CBD COP14, and continued the call for the integration of biodiversity and sustainable land management at COP27 and COP28.
She also led and facilitated climate finance negotiations at five climate conferences, representing the interests of developing countries in collaboration with development partners from developed countries.
At the regional level, Dr. Yasmine Fouad served on the Committee of African Heads of State and Government on Climate Change (CAHOSCC) in 2015 and on the African Ministers' Conference on the Environment (AMCEN) from 2015 to 2017, as Assistant Minister of Environment for Sustainable Development and Regional and International Cooperation. She played a pivotal role in the technical preparation and coordination of the African Adaptation and African Renewable Energy Initiatives.
She also co-chaired the Steering Committee of the New Partnership for Africa's Development (NEPAD) Regional Flagship Programs, which cover sustainable land management, combating desertification, biodiversity, and ecosystem-based climate change adaptation.
Academically, Dr. Yasmine Fouad worked as a visiting scholar at Columbia University's Earth Institute, where she co-designed the Center of Excellence for Climate Change Adaptation in Egypt and contributed to policy papers on climate change in the Middle East and North Africa. The Egyptian Minister of Environment holds a PhD in Political Science - Euro-Mediterranean Studies and a Master's degree in Environmental Sciences. She is fluent in Arabic and English.
