التمويل المطلوبة لتحقيق تحول الطاقة على مستوي العالم، اعتمادا علي فوائد التجارة
متعددة الاطراف القائمة على المساواة والعدالة والشفافية ، وفي ضوء الالتزام
بعدم تحميل طرف تكلفة تنفيذ تحول الطاقة لدي طرف اخر وصولا للنمو المستدام،
الذي يحمي المجتمعات المهمشة ويحمي البيئة ويفيد العمالة.

كي يحقق اقتصاد انتقال الطاقة خفض الفقر وتوسيع المشاركة في الرخاء.

معادلة منافسة صفرية ، لا تفيد احد مع حل الخلافات بالحوار و المفاوضات و التنسيق

الكربون بها مع تفادي الاعتماد علي سلاسل امداد متمركزة في نطاق جغرافي معين لما
لذلك من تداعيات جيوسياسية ، في اشارة غير مباشرة الي الصين ودورها المحوري في

The leaders of the seven richest countries in the world stressed the need to accelerate an energy transition to reduce emissions to zero by 2050 at the latest, in compliance with the 2015 Paris Climate Agreement
Furthermore cooperate more internationally to bridge the financing gap required to achieve the energy transition at the global level, based on the benefits of multilateral trade based on equity, fairness and transparency, and in light of the commitment not to charge one party the cost of implementing the energy transition to benifit another party in order to reach sustainable growth, which protects marginalized communities and protects environment and benefits employment
The leaders of the seven countries, G7 , United States, Germany, France, Canada, Britain, Italy and Japan, the host country, have recognized the importance of the legitimate clean energy aspirations of low- and middle-income countries (LMICs) in order for the energy transition economy to reduce poverty and expand shared prosperity
At the same time, they warn against entering into a zero-sum competition equation that does not benefit anyone, while resolving differences through dialogue, negotiation and coordination by launching a comprehensive climate club to cooperate with international partners to remove carbon from economies, as an important work to participate in supporting green growth by providing technologies
They have encouraged countries for the rest of the world, so that no one is left behind in the desired progress, by adopting transparency and easy access to capital for low- and middle-income countries (LMICs) through free international trade that does not reduce the level of adoption of environmental standards to achieve economic gains, through a database that reveals the level of emissions in supply chains
In the same context, the seven major countries G7 requested Organization for Economic Cooperation and Development (OECD) for submitting a report on the progress made to reduce carbon in their production sectors and manufactured goods
G7, Founders of the Climate Club requested obtain a report from the International Energy Agency (IEA) during the Climate Summit Cop28 in the United Arab Emirates, which includes details of the progress made in spreading clean energy technologies and supply chains and reducing carbon , while avoiding dependence on supply chains concentrated in a specific geographical area off geopolitical repercussions, in an indirect reference to China and its pivotal role in manufacturing clean energies equipment

Global temperatures are likely to surge to record levels in the
next five years, fuelled by heat-trapping greenhouse gases and a naturally
occurring El Niño event, according to a new update issued by the World Meteorological Organization (WMO)
There is a 66% likelihood that the annual average near-surface
global temperature between 2023 and 2027 will be more than 1.5°C above
pre-industrial levels for at least one year. There is a 98% likelihood
that at least one of the next five years, and the five-year period as a whole,
will be the warmest on record
“This report does not mean that we will permanently exceed the
1.5°C level specified in the Paris Agreement which refers to long-term warming
over many years. However, WMO is sounding the alarm that we will breach the
1.5°C level on a temporary basis with increasing frequency,” said WMO
Secretary-General Prof. Petteri Taalas
“A warming El Niño is expected to develop in the coming months
and this will combine with human-induced climate change to push global
temperatures into uncharted territory,” he said. “This will have far-reaching
repercussions for health, food security, water management and the environment.
We need to be prepared,” said Prof. Taalas
There is only a 32% chance that the five-year mean will exceed
the 1.5°C threshold, according to the Global Annual to Decadal Climate Update
produced by the United Kingdom’s Met Office, the WMO lead centre for such
predictions
The chance of temporarily exceeding 1.5°C has risen steadily
since 2015, when it was close to zero. For the years between 2017 and
2021, there was a 10% chance of exceedance
“Global mean temperatures are predicted to continue increasing,
moving us away further and further away from the climate we are used to,” said
Dr Leon Hermanson, a Met Office expert scientist who led the report
Key points
The average global
temperature in 2022 was about 1.15°C above the 1850-1900 average. The cooling
influence of La Niña conditions over much of the past three years temporarily
reined in the longer-term warming trend. But La Niña ended in March 2023 and an
El Niño is forecast to develop in the coming months. Typically, El Niño
increases global temperatures in the year after it develops in this case this
would be 2024
The annual mean global
near-surface temperature for each year between 2023 and 2027 is predicted to be
between 1.1°C and 1.8°C higher than the 1850-1900 average. This is used as a
baseline because it was before the emission of greenhouse gases from human and
industrial activities
There is a 98% chance of
at least one in the next five years beating the temperature record set in 2016,
when there was an exceptionally strong El Niño
The chance of the
five-year mean for 2023-2027 being higher than the last five years is also 98%
Arctic warming is
disproportionately high. Compared to the 1991-2020 average, the temperature
anomaly is predicted to be more than three times as large as the global mean
anomaly when averaged over the next five northern hemisphere extended winters
Predicted precipitation
patterns for the May to September 2023-2027 average, compared to the 1991-2020
average, suggest increased rainfall in the Sahel, northern Europe, Alaska and
northern Siberia, and reduced rainfall for this season over the Amazon and
parts of Australia
Paris Agreement
In addition to increasing global temperatures, human-induced
greenhouse gases are leading to more ocean heating and acidification, sea ice
and glacier melt, sea level rise and more extreme weather
The Paris Agreement sets long-term goals to guide all nations to
substantially reduce global greenhouse gas emissions to limit the global
temperature increase in this century to 2 °C while pursuing efforts to limit
the increase even further to 1.5 °C, to avoid or reduce adverse impacts and
related losses and damages
The Intergovernmental Panel on Climate Change says that
climate-related risks for natural and human systems are higher for global
warming of 1.5 °C than at present, but lower than at 2 °C
The new report was released ahead of the World Meteorological
Congress (22 May to 2 June) which will discuss how to strengthen weather and
climate services to support climate change adaptation. Priorities for
discussion at Congress include the ongoing Early Warnings for All initiative to
protect people from increasingly extreme weather and a new Greenhouse Gas
Monitoring Infrastructure to inform climate mitigation

climate products, including the flagship State of the Global Climate, which
seek to inform policy-makers. WMO will release its provisional statement on the
State of the Global Climate in 2023 at the UN Climate Change Conference, COP28,

Climate Prediction. This year there are 145 ensemble members
contributed by 11 different institutes to the predictions, which start at the
end of 2022. Retrospective forecasts, or hindcasts, covering the period
1960-2018 are used to estimate forecast skill
Confidence in forecasts of global mean temperature is high since
hindcasts show very high skill in all measures
The forecasts shown here are intended as guidance for Regional
Climate Centres (RCCs), Regional Climate Outlook Forums (RCOFs) and National
Meteorological and Hydrological Services (NMHSs). It does not constitute an
official forecast for any region or nation, but RCCs, RCOFs and NMHSs are

ولذا، علينا أن نكون على أهبة الاستعداد".
ووفقاً لتحديث التنبؤات المناخية
العالمية السنوية إلى العقدية، الذي أعده مكتب الأرصاد الجوية في المملكة
المتحدة (Met
Office)،
وهو المركز الرئيسي للمنظمة (WMO) فيما يخص هذا النوع التنبؤات، ثمة
احتمال بنسبة 32 في
المائة فقط، أن يتخطى متوسط فترة السنوات الخمس المقبلة عتبة 1.5 درجة
مئوية.
ولكن احتمال تخطي هذه العتبة على
نحو مؤقت يتزايد باطراد منذ عام 2015. فآنذاك، كان هذا الاحتمال شبه معدوم، ثم
ارتفعت نسبته في الفترة 2021-2017 لتصل إلى 10 في المائة.
ويشير الدكتور Leon
Hermanson،
العالم الخبير في مكتب الأرصاد الجوية في المملكة المتحدة الذي أشرف على إعداد هذا
التقرير، إلى أن "من المتوقع أن يواصل متوسط الحرارة العالمية ارتفاعه، مما
سيبعدنا أكثر فأكثر عن المناخ الذي عرفناه في الماضي".

كان متوسط
الحرارة العالمية لعام 2022 أعلى من متوسط الفترة 1900-1850 بمقدار 1.15 درجة
مئوية. فقد أتاح الأثر التبريدي لظاهرة النينيا التي سيطرت على الجزء الأعظم من
السنوات الثلاث الماضية، كبحَ النزعة التصاعدية الطويلة الأجل للاحترار العالمي
على نحو مؤقت. ولكن مرحلة النينيا انتهت في آذار/ مارس 2023 ومن المتوقع أن تحل محلها في الأشهر
المقبلة مرحلة النينيو. وتقترن عادةً ظاهرة النينيو بارتفاع في درجات الحرارة
العالمية في العام التالي لبدئها، وهو عام 2024 في هذه الحالة.
من المتوقع أن
يكون المتوسط السنوي لدرجات الحرارة العالمية بالقرب من سطح الأرض، في كل سنة من
السنوات 2023-2027، أعلى من
متوسط الفترة 1900-1850 بما يقع
بين 1.1 و1.8 درجة
مئوية. وتُستخدم الفترة 1900-1850على أنها فترة

بنسبة 98 في
المائة أيضاً، أن يتجاوز متوسط فترة السنوات الخمس الممتدة بين عامَي 2023 و2027، متوسطَ فترة
السنوات الخمس السابقة.
يشهد القطب
الشمالي احتراراً بمعدلات غير متناسبة. فمقارنةً بمعدل الفترة 2020-1991، من المتوقع
أن تسجل المنطقة القطبية الشمالية معدل شذوذ في درجات الحرارة يفوق المعدل العالمي
بأكثر من ثلاثة أضعاف إذا شملنا فصول الشتاء المطولة الخمسة المقبلة في نصف الكرة
الشمالي.
تشير أنماط
الهطول المتوقعة في المتوسط للفترة الممتدة بين أيار/ مايو وأيلول/ سبتمبر من
الأعوام 2023-2027، مقارنةً
بمتوسط الفترة 2020-1991، إلى أن
معدلات هطول الأمطار سترتفع في الساحل وشمالي أوروبا وألاسكا وشمال سيبيريا،
وستنخفض في الأمازون وفي أجزاء من أستراليا.
اتفاق باريس
لا تؤدي غازات الاحتباس الحراري
الناجمة عن الأنشطة البشرية إلى ارتفاع درجات الحرارة العالمية فحسب، إنما تزيد
أيضاً من حرارة المحيطات وتحمضّها، وذوبان الجليد البحري والأنهار الجليدية،
وارتفاع مستوى سطح البحر، وظواهر الطقس المتطرفة.
ويحدد اتفاق باريس غايات طويلة
الأمد ترمي إلى إرشاد جميع البلدان في سعيها إلى خفض انبعاثات غازات الاحتباس
الحراري العالمية على نحو ملموس من أجل قصر زيادة درجة الحرارة العالمية على
درجتين مئويتين في خلال هذا القرن، مع مواصلة السعي إلى خفضها حتى تقتصر على 1.5 درجة
مئوية، وذلك لتحاشي أو لتقليص ما يترتب على هذه الزيادة من عواقب وخيمة وما يرتبط
بها من خسائر وأضرار.
وتشير الهيئة الحكومية الدولية
المعنية بتغير المناخ (IPCC) إلى أن المخاطر المناخية التي تهدد
النظم الطبيعية والبشرية ستكون أشد مما هي عليه اليوم في حال بلوغ الاحترار
العالمي 1.5 درجة
مئوية، ولكنها ستشد أكثر بعد إذا ما وصل الاحترار العالمي إلى درجتين مئويتين.
وصدر هذا التقرير الجديد قُبيل
انعقاد المؤتمر العالمي للأرصاد الجوية (من 22 أيار/ مايو إلى 2 حزيران/
يونيو) الذي سيناقش سُبُل تعزيز خدمات الطقس والمناخ لدعم إجراءات التكيّف مع
تغيّر المناخ. وتشمل البنود ذات الأولوية التي ستُناقش خلال هذا المؤتمر: مبادرة
الإنذار المبكر للجميع، وهي مبادرة جارية ترمي إلى ضمان حماية جميع الأفراد من
ظواهر الطقس المتزايدة التطرف، ومبادرة "البنية التحتية الجديدة لمراقبة غازات
الاحتباس الحراري" التي ترمي إلى إرشاد الإجراءات الرامية إلى التخفيف من
آثار تغيّر المناخ.

قدّم 11 معهداً
مختلفاً 145 تنبؤاً
من ضمن مجموعة التنبؤات هذه التي تبدأ في نهاية عام 2022. وتُستخدم تنبؤات رجعية، أو تنبؤات ذات أثر
رجعي، تغطي الفترة 2018-1960 لتقدير جودة التنبؤات.
وتتسم التنبؤات المتعلقة بمتوسط
الحرارة العالمية بدرجة عالية من الثقة لأن التنبؤات الرجعية أظهرت دقة عالية جداً
في جميع القياسات.
والتنبؤات المبينة هنا ليست تنبؤات
رسمية لأي إقليم من الأقاليم ولا لأي بلد من البلدان. فالغرض منها هو إرشاد المراكز
المناخية الإقليمية (RCCs) والمنتديات الإقليمية للتوقعات
المناخية (RCOFs) والمرافق
الوطنية للأرصاد الجوية والهيدرولوجيا (NMHSs)، وتشجيعها على استخدام هذا التحديث المناخي
وعلى تفسير بياناته في السياق المناسب لإصدار تنبؤات مستنيرة وذات قيمة إضافية.
وقعت مصر مذكرة تفاهم مع شركة “سكاتك إيه إس إيه” النرويجية، لبدء دراسات مشروع الربط الكهربائي بغرض تصدير الطاقة المتجددة إلى أوروبا عبر إيطاليا.
تتضمن المذكرة بدء الدراسات تمهيداً لتنفيذ مشروع تصدير الطاقة المتجددة إلى أوروبا عبر إيطاليا باستخدام خط ربط بحري بقدرة لا تقل عن 3 جيجاوات، بحسب بيان صحفي اليوم.
بموجب مذكرة التفاهم، تحصل شركة “سكاتك” على موافقة مشغل الشبكة الإيطالي، وتعين استشاري دولي متخصص في مشروعات الربط الكهربائي المثيلة للمشروع، على أن يكون جزء من نطاق عمل الاستشاري تحديد مصادر الطاقات المتجددة التي سوف يتم استخدامها لتصدير الطاقة.
عقب الانتهاء من دراسات المشروع، واعتماد الشركة المصرية لنقل الكهرباء لها، سوف يتم البدء في مناقشة والاتفاق على خطوات تنفيذ المشروع بهدف تصدير الطاقة المتجددة إلى أوروبا عبر إيطاليا بالتنسيق مع مشغل شبكة النقل في إيطاليا.
ستقود شركة سكاتك النرويجية لاحقا أنشطة تطوير المشروع وستكون مسؤولة بشكل أساسي عن الحصول على تمويل المشروع بأسعار تنافسية من مؤسسات تمويل دولية مع فترة سداد طويلة الأجل، على أن يتم ذلك بالاتفاق بين الجانبين المصري والإيطالي.
Egypt signed a memorandum of understanding with the Norwegian company, Scatec ASA, to start studies of the electrical interconnection project for the purpose of exporting renewable energy to Europe via Italy
The memorandum includes the commencement of studies in preparation for the implementation of a project to export renewable energy to Europe via Italy, using a marine interconnection line with a capacity of not less than 3 gigawatts, according to a press release today
According to the memorandum of understanding, Scatec obtains the approval of the Italian network operator, and appoints an international consultant specialized in electrical interconnection projects similar to the project, provided that part of the scope of the consultant's work is to identify renewable energy sources that will be used for energy export
After the completion of the project studies, and the approval of the Egyptian Electricity Transmission Company, a discussion and agreement will begin on the steps to implement the project with the aim of exporting renewable energy to Europe via Italy, in coordination with the transmission network operator in Italy
The Norwegian company Scatec will later lead the project development activities and will be primarily responsible for obtaining project financing at competitive rates from international financing institutions with a long-term repayment period, provided that this is done by agreement between the Egyptian and Italian sides

Conference of the Parties to the United Nations Framework Convention on Climate
Change COP27, and the efforts aimed at achieving sustainable development in the
context of implementing Egypt’s Vision 2030 by preserving the environment to

implementing the National Climate Change Strategy 2050, implementation is being

governorate level for smart green projects and attracting the necessary

This Country Climate and Development Report (CCDR) explores
the challenges and opportunities of improving the alignment of Egypt’s
development goals with its climate ambition
The CCDR offers a set of policy
options and investment opportunities that, if implemented within five years,
can deliver short-term benefits in selected sectors while also creating
momentum toward important long-term benefits

report provide
Cost-effective adaptation approaches to reduce the negative
impacts of climate change; Policy interventions to improve efficiency in the
use of natural resources, and complement the creation of fiscal space to
finance projects that reduce the vulnerability of people and the economy to
climate shocks; Actions that can help avoid carbon lock-in through low-cost
policy changes; Interventions to strengthen the country’s competitiveness while
reducing negative externalities (such as pollution) and incentivize Egypt’s
move towards a low carbon growth path in a manner consistent with its
development objectives
Overall, the report identifies opportunities to reduce
inefficiencies, manage risk, and strengthen the foundation for increased
private sector participation
