الكيماوية باتحاد الصناعات، إجمالى استثمارات قطاع تدوير المخلفات بنحو 770
مليون جنيه، في حين تتعدى استثمارات القطاع غير الرسمى تلك القيمة، مضيفًا
لصحيفة البورصة، أن عدد المصانع العاملة بالقطاع يبلغ 473 مصنعًا، في حين تمثل
نسبة واردات المخلفات نحو 10% من الاستهلاك المحلي، بعد فتح باب الاستيراد
أمام مخلفات البلاستيك والمطاط؛ نظرًا إلى نقصها محليًا.
طالب “الجبلي”، وزارة المالية، بإلغاء ضريبة القيمة المضافة
على المخلفات، لسابقة تحصيلها على المواد الخام، كما طالب بخفض الضرائب على
قطاع تدوير المخلفات في مصر، أسوة ببعض المناطق الاقتصادية التي تحصل
على امتيازات خاصة، لتشجيع المصانع العاملة بالقطاع غير الرسمى على الانضمام
للقطاع الرسمي.
شكت مصانع عاملة في مجال تدوير المخلفات، نقص احتياجاتها من
المواد الخام من المخلفات، وهو ما دعا البعض إلى التفكير في حلول بديلة عبر
إنشاء شركات متخصصة في جمع القمامة من المنازل، وذهب آخرون إلى شراء القمامة
بمجهود ذاتي من الموردين، وعدم الاعتماد الكلي على الجهات الحكومية المعنية
بعملية التوريد.
يستهدف جهاز تنظيم إدارة المخلفات بوزارة البيئة، الوصول إلى
تدوير ما بين 60 و80% من مخلفات القمامة أو ما يعرف بـ”مخلفات البلدية” خلال
عامين، مقابل 30% حاليًا.
قالت ناهد يوسف، رئيس الجهاز، إن الوزارة تعتزم تحسين منظومة
جمع المخلفات، التي تحصل من خلالها على المادة الخام للتدوير، وبالتالي
زيادة الكميات المفترض أن تذهب للمصانع لإعادة تدويرها.
قال أحمد كمال، المدير التنفيذى لمكتب الالتزام البيئي
والتنمية المستدامة باتحاد الصناعات المصرية، إن المكتب مول 42 مصنعًا خلال
آخر 3 سنوات، منها 26 مصنعًا تعمل في مجال تدوير المخلفات بقطاعاتها المختلفة،
مضيفًا أن المكتب يدرس طلب 12 مصنعًا الحصول على قروض، معظمها في مجال إدارة
وتدوير المخلفات، إذ يتم حاليًا دراسة جدارتها الائتمانية بالتعاون مع البنوك.
Factories and business organizations have begun to
search
for many sources of cost reduction in view of the high cost of production
through the utilization of international and local entities specialized in
waste recycling activities
Dr. Sherif Al-Gabali, head of the waste management division
of the Chamber of Chemical Industries in the Federation of Industries, said
total investments of the waste recycling sector about 770 million pounds,
while the investments of the informal sector exceed that value.
He added to the El Borsa newspaper that the number of
factories operating in the sector is 473 factories, The import of waste is
about 10 percent of domestic consumption, after opening the door for
imports of plastic and rubber waste due to the shortage locally

privileges.
Join the official sector
Factories working in the field of waste recycling complained
about their lack of raw materials, which led some to think about
alternative solutions through the establishment of companies specialized in
collecting garbage from homes. Others went to buy the garbage with
self-effort from the suppliers, not depend on Governmental organizations
that involved in the procurement process
Environment's waste management organization aims at
recycling between 60 and 80 percent of the waste of the garbage, or
"municipal waste," within two years, compared with 30 percent
currently
"The ministry intends to
improve the system of waste collection, through which the raw material is
obtained for recycling, and thus increase the quantities that are supposed
to go to the factories for recycling," said Nahid Yousef, head of the organization
Ahmed Kamal, executive director of Environmental Compliance office and
Sustainable Development of affiliated to Federation of Egyptian
Industries, said that the Office has financed 42 factories in the last 3
years, including 26 factories working in the field of waste recycling in
its different sectors, adding that the Office is considering 12 factories
to obtain loans, Management and recycling of waste, as its creditworthiness
is being studied in cooperation with banks
