خطة الطاقة الكهربائية
المستدامة فى قطاع الطاقة الشمسية بهدف البدء في صياغة خطة قومية للنهوض بقطاع
الطاقة الشمسية في مصر مع حلول عام 2020 طبقا لقرار رئـيس مجلـس الـوزراء
رقـم 214 لسـنة 2016 حيث تم اعداد وثيقة الخطة المقترحة للنهوض بهذا القطاع فـي
مصر حتى عام 2021/2022 وتشتمل الوثيقة على جزئيين يتضمن الجزء الأول منها
الإطار العام للخطة، و المحاور الأساسية وبرامج العمل ، ومنهجية إعدادها بما
يتوافق والإستراتيجيات الوطنية.
يتناول الجزء الثانى من
الوثيقة مدى جاهزية مصر للنهوض بقطاع الطاقة الشمسية وعرض لمصادر الطاقة المتوفرة
في مصر، والخليط المستخدم منها في الاستهلاك الأولى والنهائى للطاقة بالإضافة إلى
التحديات التي يواجهها القطاع لتحقيق فاعليته في خدمة التنمية في مصر ، كما يعرض
لواقع قطاع الكهرباء والطاقة المتجددة، والاستراتيجيات والسياسات والآليات المتبعة
والمخططة لتطوير فاعلية القطاع وتحفيز العمل في مجال الطاقة المتجددة والأطر
التشريعية والتنمية ذات الصلة.
يركز أيضاً على ما
تضمنته الاستراتيجيات والخطط الوطنية من أهداف وبرامج لتنمية قطاع الطاقة وتحقيق
استدامته وعلى الأخص في إطار استراتيجية التنمية المستدامة، رؤية مصر 2030،
والاستراتيجية المتكاملة والمستدامة للطاقة في مصر "2016 ـ 2035"، وما
يتعلق بالأهداف الأممية للتنمية المستدامة واتفاق باريس حول تغير المناخ.
تتضمن الوثيقة أيضاً عرض
للتطور العالمى والاقليمى لتقنيات ونظم وأسواق الطاقة المتجددة خلال عام 2015،
2016 مع تركيز خاص على تقنيات ونظم الطاقة الشمسية الاوسع تطبيقاً، وتطور القدرات
المركبة منها بالإضافة إلى الاستثمارات وفرص العمل التي اتاحها تطور هذه النظم.
وتعرض أيضاً الإمكانات
والأنشطة الإقليمية في مجال الطاقة الشمسية لكل من المنطقة العربية والقارة
الافريقية مع إشارة إلى برامج التعاون الإقليمى والدولى في المنطقتين، وعلى الأخص التي
تسهم في دعم الدور الاقليمى لمصر في المنطقتين.
كما يتناول بالتحليل
الإمكانات الإقليمية والمحلية لتصنيع معدات الطاقة الشمسية وتنفيذ نظمها ويتضمن
تحديد متطلبات قيام الصناعة المحلية والمعوقات المحتملة لذلك مع استعراض الإمكانات
المتوفرة في المنطقتين العربية والافريقية في مجالات تصنيع مكونات النظم والدراسات
والاعمال الاستشارية والمقاولات التنفيذية ذات الصلة.
وفيما يتعلق بالخطة
الوطنية لتحسـين كفـاءة الطاقـة الكهربائيـة : تعـد الخطـة الثانيـة لتحسـين
كفـاءة الطاقـة الكهربائيـة 2018/2019 – 2021/2022 لمصـر ، وفـق متطلبـات الإطار
الإسترشـادى العربـى لكفـاءة الطاقـة. وتـم الأخـذ فـى الإعتبـار التحـديات التــى
واجهــت تنفيــذ الخطــة الســابقة 2012-2015 لضــمان تحقيــق النتــائج
المرجــوة، كمــا التزمــت الخطــة باستراتيجية الطاقـة لمصـر حتـى 2035 والتـى تم
إقرارها مـن المجلـس الأعلى للطاقـة فـى أكتـوبر 2016
وترتكز هذة الاستراتيجية على خمسة محاور رئيسية تأمين
الإمداد بالطاقة، الاستدامة، التنمية المؤسسية والحوكمة لشركات الكهرباء، إنشاء
سوق تنافسى للكهرباء، خفض انبعاثات الكربون وتخفيف تأثير التغيرات المناخية.

Supreme Council of Energy has held a meeting at the Ministry
of Electricity and Renewable Energy headquarter to discuss the review of the
sustainable electric power plan in the solar energy sector and the national
plan for improving the efficiency of electric energy
Sustainable Solar Energy Plan in the Solar Energy Sector aiming
to begin drafting a national plan for the advancement of the solar energy
sector in Egypt by the year 2020 according to the Prime Minister's Decision No.
214 of 2016.
The proposed plan for the development of this sector was
prepared in Egypt until 2021/2022, document contains two parts, first part of
which includes the general framework of the plan, main axes and work programs, methodology
of preparing it in line with the national strategies
Second part of the document deals with the readiness of Egypt
to promote the solar energy sector and to present the sources of energy
available in Egypt, the mixture used in the first and final consumption of
energy as well as the challenges facing the sector to achieve its efficiency in
the service of development in Egypt. Policies and mechanisms used to develop
the sector's efficiency and stimulate action in renewable energy, legislative
frameworks and related development
It also focuses on the objectives and programs for the
development and sustainability of the energy sector, particularly in the
context of the sustainable development strategy, Egypt 2030, Egypt's integrated
and sustainable energy strategy 2016-2035, and the UN goals for sustainable
development and the Paris Agreement on Change the climate
Document also includes a presentation of the global and
interregional development of renewable energy technologies, systems and markets
in 2016-2016, with a particular focus on the wider application of solar
technologies and systems, and the development of their combined capabilities,
as well as the investments and opportunities created by the development of
these systems
Regional capacities and activities in the field of solar
energy are also presented to the Arab region and the African continent with
reference to regional and international cooperation programs in the two
regions, in particular, which contribute to strengthening the regional role of
Egypt in the two regions It also analyzes the regional and local potentials for
the manufacture of solar energy equipment and the implementation of their
systems.
It includes
identifying the requirements of the local industry and the possible obstacles,
and reviewing the possibilities available in the Arab and African regions in
the field of manufacturing system components, studies, consultancy work and
related operational constructions
With regard to the national plan to improve the efficiency of
electric power: It is second plan to improve the efficiency of electrical
energy 2018/2019 - 2021/2022 to Egypt, according to the requirements of the
Arab Energy Efficiency Framework. Challenges of implementing the previous plan
2012-2015 were taken into account to ensure the desired results.
Plan also committed to the energy strategy of Egypt until
2035, which was approved by the Supreme Council of Energy in October 2016
This strategy is based on five main axes: energy supply
security, sustainability, institutional development and governance of
electricity companies, creation of a competitive market for electricity, plus
reduction of carbon emissions and mitigation of climate change
