عسران نائب وزير الكهرباء والطاقة المتجددة كلمة أثناء الجلسة الإفتتاحية لفعاليات
الدورة السادسة لمؤتمر التعاون العربى الصينى في مجال الطاقة تحت شعار "حزام
واحد، طريق واحد: فرص استثمارية واعدة " المنعقد بالقاهرة خلال الفترة من 5
إلى 7 نوفمبر الجارى .
اضاف التعاون الاقتصادي بين مصر والصين يمثل ركيزة أساسية في ملف التعاون المشترك بين البلدين، فمن
الناحية التجارية نجد أن الصين تعد الشريك التجاري الأول لمصر على مستوى الدول، كما أن مصر تعد
رابع أكبر شريك تجاري للصين في القارة الأفريقية، فوفقاً لإحصاءات عام 2017 بلغ حجم
التبادل التجاري بين البلدين ما يقرب من 11 مليار دولار أمريكي.
أشار عسران إلى علاقات التعاون التى ترتبط بين
قطاع الكهرباء والطاقة المتجددة المصري وقطاع الطاقة الصيني والتى تعززت خلال
الفترة الأخيرة من خلال المشاركة في العديد من المشروعات للإستفادة من الخبرات
والتكنولوجيا الصينية المتقدمة والمتمثلة فى محطة الحمراوين بتكنولوجيا الفحم
قدرة 6000 م.و مع تحالف شركتى دونج فانج وشنغهاى اليكتريك الصينيتين ، محطة
الضخ والتخزين بجبل عتاقة قدرة 2400 م.و مع شركة سينوهيدرو الصينية ، تنفيذ خطوط
جهد 500 ك.ف. بأطوال حوالي 2000 كم لتطوير شبكة النقل مع شركة State Grid الصينية.
أضاف أن بعض الشركات الصينية تساهم في بناء أكبر
محطة خلايا فوتوفلطية في العالم في مكان واحد بمنطقة بنبان بأسوان بإجمالي قدرة
1465 ميجاوات.
بالإضافة إلي التعاون بين الجانب الصيني ووزارة
الانتاج الحربى لإنشاء مصنع للخلايا الفوتوفلطية لاستغلال الرمال البيضاء المصرية.
في إطار تنويع مصادر إنتاج الطاقة الكهربائية فقد
تم وضع استراتيجية حتى عام 2035 تتضمن تعظيم مشاركة الطاقة المتجددة فى مزيج
الطاقة لتصل نسبتها إلى 42% بحلول عام 2035.
يعمل قطاع الكهرباء والطاقة المتجددة المصري
جاهداً من أجل تهيئة مناخ جاذب للاستثمار من خلال تحرير سوق الكهرباء وتعزيز
المنافسة في مجال إنتاج الكهرباء وإنشاء مشغل مستقل للشبكة TSO، وإعادة هيكلة تعريفة الأسعار بهدف التخلص التدريجي من دعم
الطاقة الكهربائية فى عام 2021.
إدراكاً من قطاع الكهرباء والطاقة المصري لأهمية
كفاءة الطاقة حيث أثبتت أنها أداة فعالة لتحقيق التنمية المستدامة بتكاليف أقل من
تكاليف إنشاء محطات جديدة، فقد وافق المجلس الأعلي للطاقة علي خطة العمل
الوطنية الثانية لكفاءة الطاقة للفترة من 2018 – 2022 لتنفيذها في عدد من
القطاعات المستهلكة للطاقة وجاري اعتمادها من مجلس الوزراء، بالإضافة إلي برامج
ترشيد الطاقة داخل وخارج القطاع لخفض معدلات استهلاك الوقود وكذلك خفض معدلات
الفقد الكهربى في شبكات النقل والتوزيع وتوزيع لمبات إضاءة عالية الكفاءة
بتكنولوجيا "الليد"
فى مجال العدادات
الذكية فإنه يجري حاليا تنفيذ مشروع تجريبى لتركيب عدد 250 ألف عداد ذكي فضلاً عن
تركيب مليون عداد ضمن مشروع تحديث عدد 8 مراكز تحكم بشبكات توزيع الكهرباء،
ومن المستهدف تغيير جميع العدادات بالشبكة الكهربائية (والتي تقدر بحوالي 40
مليون عداد) بعدادات أخرى ذكية أو مسبوقة الدفع حيث تم تركيب أكثر من عدد 6
مليون عداد مسبق الدفع بالإضافة إلى إنشاء شبكات الاتصال ومراكز البيانات الخاصة
بها خلال السنوات العشر القادمة.
إدراكاً من قطاع الكهرباء والطاقة المتجددة
لأهمية الربط الكهربائي وفي إطار رؤية مصر لأن تكون محور للربط الكهربائي فإنه
يجري حالياً دراسة الأنضمام للمبادرة التي أعلنت المنظمة العالمية للربط الكهربائي
"جيديكو" أنها بصدد تدشينها لإنشاء تحالف أفريقي للربط الكهربائي
والتنمية المستدامة. وباستكمال مشروعات الربط المشار إليها سوف تصبح مصر
مركزاً محورياً للربط الكهربائي في المنطقة.
Eng. Osama Osran, Deputy Minister of
Electricity and Renewable Energy, delivered a speech during the opening session
of the 6th session of the Arab-Chinese Cooperation Conference on Energy under
the theme "One Belt, One Way: Promising Investment Opportunities"
held in Cairo from 5 to 7 November.
Said , Egypt is China's fourth largest
trade partner in Africa, according to statistics from 2017, which is the
largest trading partner of the two countries. Trade exchange between the two
countries is approximately 11 billion US dollars.
Esran referred to the cooperation
relations between the Egyptian electricity sector, renewable energy and the
Chinese energy sector, which have been strengthened in recent years by
participating in several projects to benefit from the advanced Chinese
expertise and technology like 6,000-MW coal power station, Hamrawan, via
China's Dung Fang and Shanghai Electric.

implementation of 500 KV lines. With lengths of about 2000 km to develop the
transmission grid with China State Grid Company.
Added that some Chinese companies
contribute to the construction of the largest photovoltaic cell plant in the
world in one place in the area of Benban Aswan with a total capacity
of 1465 MW.
In addition to cooperation between the
Chinese side and the Ministry of Military Production to establish a
photovoltaic cell plant to exploit Egyptian white sand.
Within the framework of diversifying the
sources of electricity production, a strategy has been put in place until 2035,
including maximizing the participation of renewable energy in the energy mix
to reach 42 percent by 2035.
Egypt's electricity and renewable energy
sector is working hard to create an attractive investment climate by
liberalizing the electricity market, boosting competition in electricity
production, establishing an independent operator for the TSO network,
and restructuring the price tariff to phase out electricity subsidies in 2021.
Recognizing the importance of energy
efficiency as an effective tool for achieving sustainable development at lower
costs than the construction of new plants, the Supreme Council of Energy
approved the Second National Energy Efficiency Plan for the period 2018-2022
for implementation in a number of energy consuming sectors. As well as programs
to rationalize energy within and outside the sector to reduce fuel consumption,
as well as reduce the rates of electrical loss in the transmission and
distribution networks and the distribution of high-efficiency lighting bulbs by
the technology "LED"
In the field of smart meters, a pilot
project is currently being implemented to install 250,000 intelligent meters
and install 1 million meters within the project of upgrading 8 control
centers in the electricity distribution networks. It is intended to change
all the meters of the electricity network (estimated at 40 million meters) Or
pre-paid, where more than 6 million pre-paid meters have been installed in
addition to the establishment of their own communication networks and data
centers over the next ten years.
Recognizing the importance of electric
power and the vision of Egypt to be the focus of electrical linkage, the study
is being considered to join the initiative announced by the International
Organization for Electrical Linking "GEDICO" that it is launching
to establish an African alliance for electricity linkage and sustainable
development. By completing the above-mentioned interconnection projects, Egypt
will become a hub for electrical connectivity in the region.
