عقدت الدورة السادسة لمؤتمر التعاون العربي الصيني في مجال الطاقة بالقاهرة خلال الفترة من 5 إلى 8 نوفمبر 2018، تحت شعار "حزام واحد طريق
واحد: فرص استثمارية واعدة"، أشاد الجانبان بما تضمنته كلمة الرئيس الصيني شي
جين بينغ في الاجتماع الوزاري الثامن لمنتدى التعاون العربي الصيني في يوليو عام
2018 ببكين والمبادرة التي طرحها حول ضرورة دفع تعزيز التعاون في مجال الغاز
والطاقة منخفضة الكربون.
عقد المؤتمر برئاسة مشتركة، من الجانبين حيث ترأس الجانب العربي د.
محمد موسى عمران وكيل أول وزارة الكهرباء والطاقة المتجددة بمصر ، ومن الجانب
الصيني ليو باوهوا المدير العام المساعد للهيئة الوطنية للطاقة بجمهورية الصين
الشعبية.
شارك في المؤتمر ممثلو المؤسسات الحكومية ذات الصلة، والمنظمات
الدولية والإقليمية، والمراكز المعنية، والمعاهد الأكاديمية، ومعاهد البحوث،
والشركات العاملة في مجال الطاقة من الجانبين إلى جانب مجموعة من المستثمرين العرب
والصينيين.
بناء على النتائج التي تحققت في المؤتمر، والمناقشات التي دارت بين
المشاركين، توصل الجانبان إلى
1. التعاون
في مجال النفط والغاز الطبيعي
بفضل ما تتمتع به الدول العربية من احتياطيات
مؤكدة من النفط تشكل نحو نصف الاحتياطي العالمي، وما تتمتع به الصين من تقنيات
حديثة في التنقيب والاستكشافات والنقل والتكرير والتصنيع وصناعة معدات النفط
وغيرها من المميزات الأخرى لذا من المفيد التعاون ؛ وفتح آفاق جديدة فيما
يتعلق بالإمدادات النفطية والغاز الطبيعي بما يحقق النفع لكلا الجانبين، فالصين
تشكّل سوقاً واعدة لصادرات النفط والغاز الطبيعي المسال، ما يفتح آفاقا جديدة
للطلب على الغاز المسال من الدول العربية من منطلق تحقيق أمن الإمدادات بالنسبة
للصين، وأمن الطلب بالنسبة للدول العربية.
2. التعاون
في مجال الطاقة الكهربائية والربط الكهربائي
أكد الجانبان على أهمية تعزيز التعاون في مجال الطاقة الكهربائية
على أساس المنفعة المتبادلة والاستفادة من الخبرات المتراكمة من الجانبين،
بما في ذلك تطوير شبكات الكهرباء فائقة الجهد، توجيه الاستثمارات لتطوير مشروعات
الربط الكهربائي، إلى جانب تبادل الخبرات والتدريب بالتنسيق مع منظمة التنمية
والتعاون لربط الطاقة العالمي (GEIDCO)،
والعمل على تنظيم الزيارات والدورات التدريبية للهيئات والشركات العاملة في قطاع
الكهرباء ومعاهد البحوث من الجانبين.
3. التعاون
في مجال الطاقة المستدامة
أكد الجانبان على تعزيز التعاون والتنسيق في الاستفادة من
تكنولوجيا الطاقة النظيفة وتطبيقات الخلايا الضوئية والطاقة الشمسية الحرارية في
الدول العربية، وتشجيع المشاريع المشتركة لتعزيز التوجه نحو الطاقة النظيفة،
وتعزيز التعاون في مجال البحوث والتخطيط لتنفيذ المشاريع الكبرى في مجال الطاقة
المتجددة، وتنفيذ مشاريع ريادية تتمتع بالجدوى الفنية والاقتصادية والبيئية وفقاً
لظروف كل جانب وموارده؛ إلى جانب تقديم الدعم اللازم لمركز التدريب العربي الصيني
في مجال الطاقة النظيفة لتمكينه من خدمة الطرفين. وفي هذا الصدد، يقدر الجانبان
المساهمات التي يقدمها المعهد الصيني لهندسة الطاقة المتجددة ويتطلعان لتنظيم
الدورة التدريبية الأولى التي ستقام في الصين عام 2019.
اتفق الجانبان على تعزيز التعاون في مجال كفاءة الطاقة ودعم
المؤسسات الصغيرة والمتوسطة العاملة في هذا المجال، وتعزيز أمن الطاقة والتخفيف من
الآثار البيئية الناجمة عن استهلاك الطاقة.
4. التعاون في مجال الاستخدامات السلمية
للطاقة النووية
ثمّن
الجانبان المستوى الذي وصل إليه التعاون بين الهيئة العربية للطاقة الذرية وكل من
السلطة الصينية للطاقة الذرية CAE والشركة
الصينية للطاقة النووية CNNC ودعيا
إلى تفعيل مذكرة التفاهم بين الهيئة العربية للطاقة الذرية والسلطة الصينية للطاقة
الذرية التي تم بمقتضاها الاتفاق على البناء المشترك لمركز تدريب عربي معني
باستخدام الطاقة النووية في الأغراض السلمية على أساس الصداقة، والمساواة والمنفعة
المتبادلة.
إلى جانب الاستفادة من المنح الدراسية المقدمة من الحكومة الصينية
للجانب العربي في هذا المجال والتنسيق في ذلك مع الهيئة العربية للطاقة الذرية.
5. التعاون في مجال
الاستثمار
أكد الجانبان الالتزام بتوفير بيئة استثمارية مواتية والعمل على
تذليل كافة العقبات التي تواجه المستثمرين في مجال الطاقة لتسهيل عملية الاستثمار
وتحسين البنية الاستثمارية اللازمة بين الجانبين، في قطاع الصناعات اللاحقة كصناعة
التكرير والبتروكيماويات.
اتفق الجانبان على عقد المؤتمر القادم في عام 2020 في جمهورية
الصين الشعبية، على أن يتم تحديد المكان والتاريخ لاحقا.
Sixth round of the Arab-China Cooperation
Conference on Energy, was held , in Cairo, Egypt from November 5 to 8, 2018,
under the theme "One way, One belt : promising investment
opportunities".
Two sides praised the remarks made by Chinese
President Xi Jinping at the Eighth Ministerial Meeting Of the Arab-China
Cooperation Forum in July 2018 in Beijing and the initiative that he put
forward on promotion of cooperation in the field of gas and low-carbon energy
Conference was co-chaired by the two sides.
Dr.
Mohamed Mousa Omran, First Undersecretary of the Ministry of Electricity and
Renewable Energy in Egypt, and Liu Baohua, Assistant Director-General of the
National Energy Commission of the People's Republic of China
Representatives of relevant government institutions,
international and regional organizations, centers, academic institutes,
research institutes, energy companies from both sides and a group of Arab and
Chinese investors were attended the conference
Based on the results achieved at this
conference, and the discussions that took place between the participants, the
two sides reached recommendations
1- Cooperation in
the field of oil and natural gas
thanks to the proven oil reserves of Arab
countries, which account for about half of the world's reserves, China's modern
exploration, transportation, refining, manufacturing, oil equipment and other
advantages. It is therefore useful to cooperate; open up new horizons for oil
and gas supplies, China is a promising market for oil and liquefied natural gas
(LNG) exports, opening new prospects for liquefied natural gas (LNG) from Arab
countries in order to secure China's
supply , keep demand security for Arab
countries
2- Cooperation in
the field of electric power and electrical connection
two sides stressed the importance of enhancing
cooperation in the field of electric energy on the basis of mutual benefit and
benefit from the accumulated experience of both sides, including the
development of high-voltage electricity networks, directing investments to
develop electricity linkage projects, exchange of experiences and training in
coordination with the Organization for Development and Cooperation to link
global energy (GEIDCO), and to organize visits and training courses for the
bodies and companies operating in the electricity sector and research
institutes from both sides
3- Cooperation in
sustainable energy
two sides stressed the importance of enhancing
cooperation and coordination in the use of clean energy technology,
applications of photovoltaic cells and solar thermal energy in the Arab
countries, encouraging joint ventures to promote clean energy, enhancing
cooperation in research and planning for major renewable energy projects and
implementing pilot projects.
Enhancing technical, economic and environmental
conditions in accordance with the circumstances and resources of each side, as
well as providing the necessary support to the Arab-China Training Center in
the field of clean energy to enable it to serve both parties in this field. In
this regard, both sides appreciate the contributions made by the China
Institute of Renewable Energy Engineering and look forward to organizing the first
training course to be held in China in 2019
Two sides agreed to strengthen energy
efficiency cooperation and support small and medium-sized enterprises working
in this field, enhance energy security and mitigate the environmental impacts
of energy consumption
4- Cooperation in
the peaceful uses of nuclear energy
Two sides valued the level of cooperation
between the Arab Atomic Energy Commission and the Chinese Nuclear Energy
Authority (CAE) and the Chinese Nuclear Energy Corporation (CNNC) called for
activating the memorandum of understanding between the Arab Atomic Energy
Commission and the Chinese Atomic Energy Authority. Nuclear energy for peaceful
purposes on the basis of friendship, equality and mutual benefit
As well as benefiting from the scholarships
provided by the Chinese government to the Arab side in this field and
coordination with the Arab Atomic Energy Commission
5- Cooperation in
the field of investment
Two sides affirmed the commitment to provide a
favorable investment environment and work to overcome all obstacles facing
investors in the field of energy to facilitate the investment process and
improve the necessary investment structure between the two sides in the sector
of the subsequent industries such as refining and petrochemicals
