د. محمد شاكر وزير الكهرباء والطاقة المتجددة كلمة فى الجلسة الختامية للاجتماع
الوزاري الأول لمجلس إدارة المبادرة الأفريقية للطاقة المتجددة (AREI) الاجتماع الثاني في جمهورية غينيا في شهر مايو القادم
أوضح من خلال العروض التي تم تقديمها والمناقشات التي دارت تبين
حجم التحديات التي تواجه ليس فقط مبادرة الـ AREI وإنما قطاع الطاقة في أفريقيا بصفة عامة من حيث عدم وجود مناخ
استثماري جاذب للقطاع الخاص بسبب ضعف الأطر التنطيمية والمؤسسية وغياب الأجهزة
المسئولة عن تنظيم مرافق الطاقة التي تعمل بشكل مستقل
أضاف أن مصر داعمة للمبادرة منذ إطلاقها في عام 2015 في باريس وحتي
اليوم موكدا علي ضرورة بناء القدرات والكوادر البشرية ونقل خبرت مصر في وضع الاطر
التنظيمية والتشريعية من أجل خلق المناخ الملائم لمشاركة القطاع الخاص.
مصر تعتز بمستوي التنسيق القائم لدينا بين وزارات الخارجية والبيئة
والكهرباء والطاقة المتجددة دعماً لجهود افريقيا الجماعية لمواجهة أثار تغير
المناخ, لا سيما وأن قارتنا الأفريقية تظل الأكثر تضرراً من الأثار رغم كوننا
الأقل إسهاماً في أسبابها.
تحمل المبادرة الافريقية للطاقة المتجددة الـ AREI في طياتها فرص عظيمة لافريقيا للسير للامام في اعتماد انظمة جديدة
وذكية للطاقة, وكما تعلمون عرض نتائج وتوصيات هذا الاجتماع على اجتماع مجلس
الوزراء القادم المقرر عقده في فبراير 2019 علي هامش اجتماعات قمة الاتحاد
الافريقي.
وحدة التنفيذ المستقلة للمبادرة IDU بقيادة Safiatou مدعوة للعمل منذ
الآن على تنفيذ التوصيات التى خرجنا بها اليوم.
أشار إلي أهمية قيام جميع رؤساء الوفود ممثلي الدول أعضاء مجلس
إدارة المبادرة بمشاركة نتائج الاجتماع في الاقاليم الافريقية الخمسة من أجل أن
يكون الجميع في القارة علي مستوي واحد من المعرفة بمختلف تطورات تنفيذ المبادرة.
و ضرورة تعزير الشراكات مع المنظمات الدولية العاملة في مجال
الطاقة المتجددة والتنمية المستدامة للاستفادة من خبرات هذه المنظمات مثل (ISA
– IRENA- GEDICO). الاجتماع
الثاني في جمهورية غينيا في شهر مايو القادم
Dr. Mohamed Shaker Minister of Electricity and
Renewable Energy in his Speech at the closing session of the first ministerial meeting
of the Board of Directors of the African Renewable Energy Initiative (AREI)
He had explained, through presentations and
discussions, there is magnitude of the challenges facing not only the AREI
initiative but also the energy sector in Africa in general in terms of the
absence of an attractive investment climate for the private sector due to weak
regulatory and institutional frameworks and the absence of the agencies
responsible for regulating energy facilities Independently
Added that Egypt supported the initiative
since its launch in 2015 in Paris till today, stressing the need to build
capacities and human cadres and transfer Egypt's experience in setting
regulatory and legislative frameworks in order to create an atmosphere
conducive to private sector participation
Egypt is proud of the level of coordination
between three Ministries of Foreign Affairs, Environment, and Electricity and
Renewable Energy in support of Africa's collective efforts to address the
effects of climate change, especially as our African continent remains the
hardest hit despite the fact that we are least contributing to its causes
African Renewable Energy Initiative (AREI) has
great opportunities for Africa to move forward in the adoption of new and
intelligent energy systems. Stressed that conclusions and recommendations of
this meeting would presented to the next meeting of the Council of Ministers
scheduled for February 2019 on the sidelines of the AU Summit
Therefore, the Independent Implementation Unit of the IDU Initiative, led by Mr. Safiatou, is now called upon to implement the recommendations we have made today
He pointed out the importance of all heads of delegations that representing member countries of the Board participating in meeting of five African regions so that everyone in the continent will be aware of the various developments in the implementation of the initiative
We need to strengthen partnerships with international organizations working in the field of renewable energy and sustainable development to benefit from the expertise of such organizations as
(ISA - IRENA - GEDICO)
