ألقى صباح امس د.محمد شاكر وزير الكهرباء والطاقة المتجددة كلمة بالنيابة عن الرئيس عبد الفتاح السيسى رئيس مصر في اجتماعات الدورة التاسعة للجمعية العامة للوكالة الدولية للطاقة المتجددة IRENA والمنعقد خلال الفترة من9-13 يناير الجارى بالإمارات العربية المتحدة
استنادًا
إلى تقرير REN21 لعام 2018، ساهمت مصادر الطاقة المتجددة
بنسبة 10.4٪ في استهلاك الطاقة العالمي عام2016 وبنسبة 26.5٪ من إجمالى إنتاج
الطاقة الكهربائية عام 2017 حيث بلغت القدرات الكهربائية المركبة من مشروعات
الطاقات المتجددة (بدون الطاقة المائية) حوالى 1.08 تيراوات. ومن أهمها القدرات
الكهربائية من طاقة الرياح وتبلغ حوالى
539 جيجاوات و من الطاقة الشمسية حوالى 407 جيجاوات بينما تبلغ القدرات الكهربائية
من الطاقة المائية حوالى 1.11 تيرا وات.
كما
أشار إلى أنه على الصعيد العالمي بلغت الاستثمارات في مجال تكنولوجيا الطاقات
المتجددة أكثر من 280 مليار دولار أمريكي في عام 2017، وهناك ما يقدر بنحو 10.3
مليون فرصة عمل مباشرة وغير مباشرة وفرتها مشروعات الطاقات المتجددة، وتعد مشروعات
توليد الكهرباء بتكنولوجيا الخلايا الكهروضوئية أكبر مصدر للوظائف.
أولاً:
قمنا بتغيير اسم وزارة الكهرباء والطاقة إلى وزارة الكهرباء والطاقة المتجددة
لتعكس التزامنا تجاه مشروعات الطاقة المتجددة.
ثانياً: الإعلان عن برنامج إصلاح التعريفة
الكهربائية وقد تم اعتماد إعادة هيكلة التعريفة وأعلن عنه في يوليو 2014، تم تمديد
هذا البرنامج لثلاث سنوات إضافية لتخفيف الأعباء على المستهلكين ذوي الدخل
المحدود.
ثالثاً: تعديل قانون إنشاء هيئة الطاقة الجديدة
والمتجددة بحيث يسمح لها بإنشاء شركات بمفردها أو بالشراكة مع القطاع الخاص لبناء
وتشغيل مشروعات الطاقة المتجددة.
رابعاً:
إصدار قانون لتحفيز الاستثمار فى مجال الطاقة المتجددة في ديسمبر 2014 ويتضمن
القانون عدد (4) آليات لتشجيع توليد الكهرباء من مصادر الطاقة المتجددة تشمل
(المشروعات الحكومية بنظام (EPC+Finance) ـ طرح المناقصات التنافسية بنظام BOO والمزايدات Auctions ـ نظام IPP
حيث يقوم المستثمر ببيع الطاقة المنتجة من الطاقات المتجددة مباشرة
إلى عملائه من خلال استخدام شبكة الكهرباء القومية ـ تعريفة التغذية للطاقات
المتجددة FIT، وإتاحة مساحات الأراضى الغنية بالطاقات
المتجدة واللازمة لتنفيذ هذه المشروعات.
أكد
شاكر أنه وفقاً للبنك الدولي: فإن مصر تعد واحدة من أسرع ثلاثة بلدان هى تونس
والإمارات بالإضافة إلى مصر، تحسنت فيها الأطر التنظيمية للطاقة المتجددة بين عامي
2010 و 2017، وطبقاً لمؤشرات البنك الدولي التنظيمية للطاقة المستدامة(Regulatory
Indicators for Sustainable Energy - RISE) الذي يقيِّم أنظمة
النفاذ الشامل والطاقة المتجددة وكفاءة الطاقة ارتفع إجمالي مؤشرRISE
فى
مصر إلى 68 في نهاية عام 2017، بدلاً من 10 في نهاية عام 2010، تم تضمين مصر في
الفئة الخضراء، والتي يشير إلى بيئة سياسية وتنظيمية ناضجة نسبياً.
أضاف
هناك أكثر من 30 مشروعًا للطاقة الشمسية من الخلايا الفوتوفلطية قيد الإنشاء في
مجمع بنبان للطاقة الشمسية، بطاقة إجمالية تصل إلى 1.5 جيجاوات، وباستثمار يبلغ
نحو 2.0 مليار دولار أمريكي، والتي سيتم تشغيلها بالكامل بحلول منتصف هذا العام.
كما يجرى التفاوض حالياً على مايقرب من 2.5 جيجاوات من مشروعات الطاقة الشمسية
بالإضافة إلى 2.9 جيجاوات من مشروعات طاقة الرياح.
استكمالاً
لهذا الجهد وفي إطار تنويع مصادر إنتاج الطاقة الكهربائية والاستفادة من ثروات مصر
الطبيعية وبخاصة مصادر الطاقة الجديدة والمتجددة فقد تم بالتعاون مع أحد بيوت
الخبرة العالمية وضع استراتيجية للمزيج الأمثل فنياً واقتصادياً للطاقة فى مصر
(بترول ـ كهرباء) حتى عام 2035 والتي تتضمن تعظيم مشاركة الطاقة المتجددة فى مزيج
الطاقة لتصل نسبتها إلى ما يزيد عن 42% بحلول عام 2035 ويتم حالياً إجراء الدراسات اللازمة لزيادة هذه النسبة لتصل
إلى 47 %.
وأضاف
شاكر أنه على مستوى مشروعات البناء والتملك والتشغيل"BOO" تعطي الأسعار والعطاءات مؤشرًا إيجابيًا لجذب المستثمرين
للسوق المصرية كوجهة آمنة للاستثمارات التي تمتد لأكثر من 20 عامًا بأسعار طاقة
غير مسبوقة تبلغ 2.75 سنت دولار/ كيلووات ساعة للطاقة الشمسية و حوالي 3 سنت
دولار/ كيلووات ساعة لمشاريع طاقة الرياح، فضلاً عن القدرة العالية لهذه المشروعات
والتي تصل إلى 500 ميجاوات.
وأنه
يتم حالياً اتخاذ الإجراءات اللازمة لإنشاء أول محطة على مستوى الشرق الأوسط
لتوليد الكهرباء من المحطات المائية باستخدام تكنولوجيا الضخ والتخزين لزيادة
إمكانية تكامل الطاقات المتجددة مع الطاقات المائية لتعظيم الاستفادة من مشروعات
الطاقات المتجددة.
أشار
شاكر أنه قد تم توقيع مذكرة تفاهم للربط الكهربائي شمالاً مع قبرص واليونان فى
قارة أوروبا، وبذلك تكون مصر مركزاً محورياً للربط الكهربائي بين ثلاث قارات
(أفريقيا ـ آسيا ـ أوروبا).
لتحقيق
ذلك تعمل مصر بشكل فعال مع كافة تجمعات الطاقة والتجمعات الاقتصادية الإقليمية
وعلى المستوى الدولي تتعاون مصر مع منظمة الربط الكهربائى العالمى (GEIDCO) ، والوكالة الدولية للطاقة المتجددة (IRENA) ... وغيرها.

إلى أن قطاع الكهرباء المصري قام بتوقيع مذكرة تفاهم واتفاقية تعاون مع المنظمة
الدولية لتطوير مشروعات الربط الكهربائي Global Energy
Interconnection Development Organization (GEIDCO) للتعاون في عدد من
المجالات من بينها إجراء البحوث حول استراتيجية الطاقة فى مصر، وتعزيز تنمية
استخدام الطاقات المتجددة وتكامل الشبكات الكهربائية، وكذا التشاور الفني لتطبيقات
الشبكات الذكية، ويتوافق مشروع الربط الكهربائى الدولىGlobal
Energy Interconnection (GEI) مع رؤية الدولة المصرية لجعل مصر مركزًا إقليميًا للطاقة.
أوضح
شاكر أن الربط الكهربائى بين قارة أفريقيا وأوروبا سوف يعمل على استيعاب الطاقات
الكهربائية الضخمة التى سيتم إنتاجها من مصادر الطاقات المتجددة فى أفريقيا في
إطار تولي مصر رئاسة الاتحاد الأفريقي للعام 2019، خاصةً في ظل ما تتمتع به الكثير
من الدول الأفريقية من العديد من مصادر الطاقة المتجددة غير المستغلة.
أن
مصر لها دور بارز تجاه صياغة وإطلاق المبادرة الأفريقية للطاقة المتجددة في مؤتمر
باريس لتغير المناخ، وكذا المشاركة الفاعلة في تشكيل وصياغة وثائق المبادرة.
وأشار
الوزير إلى دور الوكالة الدولية للطاقة المتجددة (إيرينا) التى تمتد العلاقات
بينها وبين مصر في مجال الطاقة المتجددة منذ عدة سنوات. ففي عام 2009 استضافت مصر
الاجتماع لاختيار موقع المقر الرئيسي للوكالة، حيث فازت دولة الإمارات العربية
المتحدة الشقيقة باستضافة المقر الرئيسى للوكالة.
وفي
نهاية كلمته تقدم بالشكر بالإصالة عن نفسه وبالنيابة عن وزارة الكهرباء والطاقة
المتجددة المصرية لد.عدنان أمين ـ مدير عام الوكالة الدولية للطاقة التجددة للدور
المتميز الذى قام به لتشجيع استخدام الطاقة المتجددة خلال فترة
ولايته للوكالة، وما بذله من جهود لتفعيل دورها، خاصةً في الدول النامية.

الوزير إلى الاحتفال الذي تم منذ أيام قليلة فى القاهرة على هامش المؤتمر الأول
للطاقة المتجددة بإطلاق التقرير الذي أعدته الوكالة الدولية للطاقة المتجددة
بالتعاون مع هيئة الطاقة الجديدة والمتجددة عن "آفاق الطاقة المتجددة في
مصر"، والذى أوضح "أنه يمكن لمصر أن تحقق الأهداف المحددة فى استراتيجية
الطاقة المستدامة، بل وأن تتجاوزها فى الوقت المناسب" ونعمل حالياً على تنفيذ
التوصيات الصادرة عن هذا التقرير بالتعاون مع شركائنا الدوليين للنهوض بالطاقات
المتجددة فى مصر.

Egyptian international commitment to expand renewable energy projects
Yesterday, Dr. Mohammed Shaker, Minister of Electricity and Renewable Energy, delivered a speech on behalf of President Abdel-Fattah Al-Sisi, President of Egypt, at the ninth session of the General Assembly of the International Renewable Energy Agency (IRENA) held on 9-14 January in the United Arab Emirates
According to the REN21 report for 2018, renewable energy
sources contributed 10.4 percent to world energy consumption in 2016 and 26.5
percent of total electricity production in 2017. The combined capacity of
renewable energies (without hydropower) amounted to 1.08 terawatts. The most
important of these are wind power, about 539 gigawatts, solar energy of about
407 gigawatts, and hydroelectric capacity of about 1.11 terawatts
He also noted that globally, investments in renewable energy
technology are more than US $ 280 billion in 2017. There are an estimated 10.3
million direct and indirect jobs provided by renewable energy projects.
Electricity generation projects with photovoltaic technology are the largest
source of jobs
In Egypt a lot of achievements like, First, we have changed
the name of the Ministry of Electricity and Energy to the Ministry of
Electricity and Renewable Energy to reflect our commitment to renewable energy
projects Second: Announcement of the tariff reform program The tariff
restructuring was approved and announced in July 2014, the program was extended
for an additional three years to ease the burden on low-income consumers
Third: Amend the law to allow to New and Renewable Energy Authority
establish it is companies alone or in partnership with the private sector to
build and operate renewable energy projects
Fourth: The issuance of a law to stimulate investment in the
field of renewable energy in December 2014 The law includes the number of (4)
mechanisms to encourage the generation of electricity from renewable sources of
energy including (government projects EPC + Finance) competitive bidding system
BOO, Auctions plus IPP system where investor sells the energy produced from the
renewable energy directly to its customers through the use of the national
electricity grid
And feed in tariff for the renewable energies FIT, along with
availability of land areas rich in renewable energies necessary for the
implementation of these projects
According to the World Bank, Egypt is one of the top three
countries - Tunisia, UAE and Egypt - where regulatory frameworks for renewable
energy have improved between 2010 and 2017. According to the World Bank's
Regulatory Indicators for Sustainable Energy (RISE) which assesses universal
access, renewable energy and energy efficiency systems. The total RISE index in
Egypt rose to 68 at the end of 2017, instead of 10 at the end of 2010, Egypt
was included in the green category, which refers to a relatively mature
political and regulatory environment
More than 30 photovoltaic solar projects are under
construction at the Benaban Solar Complex, with a total capacity of 1.5
gigawatts, with an investment of about $ 2.0 billion
Which will be fully operational by mid- current year. Recently,
about 2.5 gigawatts of solar power projects are being negotiated, as well as
2.9 gigawatts of wind power projects too
In the framework of diversifying the sources of electricity
production and benefiting from Egypt's natural resources, especially new and
renewable sources of energy, in cooperation with one of the international think
tanks, a strategy was developed for the optimum technical and economic mix of
energy in Egypt until 2035, Renewable energy mix to reach more than 42 percent
by 2035 and studies are underway to increase this to 47 percent
Shaker added that at the level of BOO projects, prices and
bids are a positive indicator for attracting investors to the Egyptian market
as a safe destination for investments that span more than 20 years at an
unprecedented energy price of 2.75 cents / kWh for solar energy and about 3
cents / Hour wind power projects, as well as the high capacity of these
projects, which reach 500 megawatts
Shaker explained that the electric connection between the
continent of Africa and Europe will work to absorb the huge electricity that
will be produced from sources of renewable energies in Africa as Egypt will be president
of the African Union in 2019, especially in light of the many African countries
has many sources of energy Renewable energy
Egypt has a prominent role in the formulation and launching
of the African Renewable Energy Initiative at the Paris Climate Change
Conference as well as active participation in the formation and drafting of the
Initiative documents
Minister referred to the role of the International Renewable
Energy Agency (IRENA), whose relations with Egypt have been in good relations
the agency for several years. In 2009, Egypt hosted the meeting to select the
location of the Agency's headquarter, where the United Arab Emirates won the
hosting of the Agency's headquarters
At the end of his speech, he thanked the Director General of the
International Renewable Energy Agency (IRENA) for his role in promoting the use
of renewable energy during his term of office, Developing countries. Dr. Adnan
Ameen.
Dr. Shaker had referred to the celebration which took place a
few weeks ago in Cairo on the sidelines of the First Renewable Energy
Conference by launching the report prepared by the International Renewable
Energy Agency in collaboration with the New and Renewable Energy Authority on
"Renewable Energy Prospects in Egypt". Egypt might achieve their sustainable energy
strategy goals, and even surpass them in a timely manner. "We are
currently working on implementing the recommendations of this report in
cooperation with our international partners to promote renewable energies in
Egypt ".
